Dear ATC,
To get a mode shift, the city needs to close gaps on low-stress routes that don’t have heavy traffic. This was clearly
shown in the City’s 2019 citywide transportation survey data:
77% of postcard responders said that “it is difficult to bike more often” because I “don’t like to bike in heavy
traffic”, (top reason)
63% bike less because of “gaps in the bicycle network” (second reason)
It was also loud and clear in SLOCOG’s K-12 school survey. Responses below are in ranked order to the question, “Which
of the following issues prevent or make you less likely to allow your student(s) to walk or bike to/from school?”:
94% - Safety of intersections and crossing
71% - Amount of traffic along route
68% - Speed of traffic along route
Next highest reason was only selected by 35% of families
Projects that close gaps on routes with light traffic should be prioritized and ranked based on those that support Safe
Routes To School (SRTS) and grant applications because this will result in the greatest mode shift and more funding. I
propose the following in ranked order (the first two because they already have grant funding). The City should also
partner on HASLO’s application for an Affordable Housing Sustainable Communities (AHSC) grant for the Bridge St.
Development. $800 million dollars are available for the AHSC cycle closing March 2023, and in the previous cycle, 70% of
applications were funded.
Projects
1. Pedestrian Hybrid Beacon at South/King
2. Higuera Complete Streets Project - should include shared use path on east side for SRTS from Margarita Ave to
Bridge St. (AHSC)
3. Victoria to Oceanaire low-stress Safe Route to Laguna Middle School (AHSC)
a. Madonna Rd (US101 Ramps to Higuera) shared-use path & Madonna/S. Higuera Intersection
Improvements (AHSC)
b. Bridge St shared use path (AHSC) Broad Street SRTS shared use path from Stoneridge to Lawrence
(AHSC)
4. Francis St Railroad Crossing – this would connect RRST to east/west network (LOSAN and AHSC)
5. King/Branch SRTS greenway (AHSC)
6. Upham/Chorro/Sandercock SRTS greenway (AHSC)
7. Railroad Safety Trail along Bullock Lane and Orcutt Rd Railroad Crossing Improvements: Provides a continuous
shared use path from Tank Farm Rd to the train station (AHSC)

8. Shared-use Path Madonna Inn Bike Path to Marsh (AHSC)
9. Tank Farm Road Shared Use Path
Lastly, the city should not pursue a bike share program because this will not be effective at increasing trips by bike.
Mode shift will happen by closing gaps in low-stress routes. If the city wants visitors to have access to bikes, it would be
better to promote hotels providing bikes for their guests.
