Dear Members of the San Luis Obispo City Planning Commission Advisory Board: The San Luis Obispo County Air Pollution Control District (APCD) is the local agency responsible for protecting the health of over 269,000 county residents by improving air quality. In partnership with local communities, we implement programs and regulations that reduce air pollution, help our county attain ambient air quality standards, and conform with the state’s emission reduction targets from SB 32, SB 375, and AB 1279. APCD is pleased to support the Housing Authority of San Luis Obispo’s 1422 Monterey Street affordable housing project. The project proposes the construction of two new five-story mixed-use structures, two two-story triplexes with 106 residential dwelling units dedicated to low- income households and 56 units dedicated to senior households, 4,336 square feet of commercial space, and a three-story parking garage. APCD staff would like to commend the proponents of this project on their promotion of mixed-use development. The project’s in-fill and adaptive reuse components positively contribute to the existing neighborhood by providing housing adjacent to a significant employment area, which can improve the jobs-housing balance. Increasing density can reduce emissions and vehicle miles traveled (VMT) by minimizing the number of trips and travel distances and encourage active transportation. When people can walk or bike to nearby businesses, parks and other points of interest, traffic is reduced and the health of communities is improved. APCD staff would also like to commend the project proponents for the proposed advancement of the pedestrian, bicycle, and transit infrastructure network with designs that are in accordance with the City’s Active Transportation Plan. The project also includes short- and long-term bicycle parking storage rooms including accommodations for larger cargo bikes and electrical connections for e-bike charging and other micro mobility solutions. As transportation accounts for more than half of our air pollution, the project’s inclusion of a more resilient and adaptive transportation system would minimize vehicular emissions while increasing access to high quality transportation options for our low-income communities. The project outcomes as described above are consistent with SLOCOG’s Regional Transportation Plan and Sustainable Communities Strategies, several of the APCD's land use goals and policies in the Clean Air Plan and will help meet state emission reduction targets. For the above listed reasons, the APCD supports this project.
