Use caution when deciding to open attachments, click links, or respond. Dear ATC, I am writing in support of continuing to implement the Tier 1 network in the upcoming budget cycle. Obviously it makes a lot of sense to move forward with S. Higuera as the top project considering the Active Transportation grant the city received. Yay! Foothill needs to remain a top priority too. I am looking forward to seeing the proposed plans the consultant has been working on. Access to the high school via California and Johnson/San Luis Drive need to be a priority. I have heard of several injuries and near misses to high schoolers biking this year. Let's work out a solution this budget cycle before something tragic happens. According to the Pavement management plan, Mill street is planned for 2024, though it does not appear to be listed on the Tier 1 project implementation plan. Mill is a high usage active transportation route connecting Downtown and neighboring areas to the new RRST overcrossing and Cal Poly. Mill is scheduled for paving within the upcoming paving plan so it makes a lot of sense to include it in the budget recommendations. The paving plan also indicated that Grand was part of the 2023 paving efforts, but the last meeting did not identify this corridor in the proposed efforts. I am not sure when Grant will be repaved and whether it's planned for this budget cycle anymore, but Grand should implement the ATP protected cycletrack as part of that effort. There are several schools, preschools, and daycares along Grand. As a parent that rides their kid to school everyday, I can tell you that crossing 4 lanes of traffic and being next to high speed vehicles is nerve racking. It's probably the main reason that I don't see any other parents or kids accessing these preschools or daycares. Though Grand is identified as a Tier 2 project, when it is repaved it should implement protected bike lanes. I think this could be achieved with minimal impacts to vehicle LOS or parking loss. Adding a two way cycletrack on the southbound side of the roadway would only require removal of about 7 on-street parking spaces. Reducing the southbound vehicle travel lanes to 1 lane should have minimal impact to vehicle circulation and could help bring vehicle speeds down to safer speed levels. If staffing is a limiting factor for implementation then it should also be recommended to increase staffing to help with project throughput. 1 Thank you for your consideration Garrett Otto 2
