CALL TO ORDER A Regular Meeting of the San Luis Obispo Cultural Heritage Committee was called to order on October 24, 2022 at 5:32 p.m. in the Council Chambers at City Hall, 990 Palm Street, San Luis Obispo, by Chair Ulz. 2. PUBLIC COMMENT FOR ITEMS NOT ON THE AGENDA Public Comment: None --End of Public Comment-- 3. CONSENT 3.a CONSIDERATION OF MINUTES - SEPTEMBER 26, 2022, CULTURAL HERITAGE COMMITTEE MINUTES Motion By Member Ashbaugh Second By Vice Chair Edwards To approve the Cultural Heritage Committee Minutes of September 26, 2022. Ayes (4): Members Ashbaugh and Tischler, Vice Chair Edwards, and Chair Ulz (one vacant seat) Abstained (2): Members Crotser and Terry. (Per the Advisory Body bylaws, abstentions count as “Yes” votes.) CARRIED (6 to 0) Page 5 of 50 2 4. PUBLIC HEARINGS 4.a 1720 MORRO STREET (HIST-0495-2022) REVIEW OF A REQUEST TO REMOVE PROPERTY FROM THE INVENTORY OF HISTORIC RESOURCES Assistant Planner Walter Oetzell presented the staff report and responded to Commission inquiries. Chair Ulz opened the Public Hearing. Public Comments: Victoria Wood --End of Public Comment-- Chair Ulz closed the Public Hearing. Motion By Member Ashbaugh Second By Member Tischler Recommend to the City Council that the property be removed from the City's contributing list of Historic Resources, due to the extensive modifications done to the Streamline Colonial style that had been originally associated with the property, and that there are many and more intact examples in the Old Town Historic District that have retained their character and better represent the style. Ayes (5): Members Ashbaugh, Terry, and Tischler, Vice Chair Edwards, and Chair Ulz (one vacant seat) Noes (1): Member Crotser CARRIED (5 to 1) Page 6 of 50 3 5. COMMENT AND DISCUSSION 5.a 2023-2025 CULTURAL HERITAGE COMMITTEE GOAL SETTING AND THE FINANCIAL PLAN/BUDGET PROCESS Community Development Director Michael Codron and Senior Planner Brian Leveille presented the overall City Goal Setting process and timeline, outlined the roll of Advisory Body's in the process, reviewed past goals of the Cultural Heritage Committee, and responded to Commission inquiries. Chair Ulz opened the Public Hearing. Public Comments: Bob Jorgensen Robert Vessely James Papp --End of Public Comment-- Chair Ulz closed the Public Hearing. By consensus, the Committee discussed their goals for 2023-25 and provided staff direction for additional presentation and further discussion at the next CHC meeting. 5.b APPOINTMENT OF A SUBCOMMITTEE FOR THE PRELIMINARY REVIEW AND RECOMMENDATIONS FOR THE HISTORIC RESOURCES UPDATE PROJECT Chair Ulz reviewed the committee expressed desire to provide direct input to the evaluation of the existing Contributing and Historic Properties lists, and the update of the Historic Preservation Ordinance. Motion By Chair Ulz Second By Member Ashbaugh Form a sub-committee to provide input to the preliminary review and recommendations component of the Historic Inventory Update Project consisting of the following members: - Chuck Crotser - John Tischler - Eva Ulz Ayes (6): Member Ashbaugh, Crotser, Terry, and Tischler, Vice Chair Edwards, and Chair Ulz (one vacant seat) CARRIED (6 to 0) Page 7 of 50 4 5.c STAFF UPDATES AND AGENDA FORECAST Senior Planner Brian Leveille provided an update of upcoming projects. 6. ADJOURNMENT The meeting was adjourned at 8:46 p.m. The Regular Meeting of November 28, 2022 will be cancelled due to the Thanksgiving Holiday. A Special Meeting of the Cultural Heritage Committee will be held on December 12, 2022 at 5:30 p.m. in the Council Chambers at City Hall, 990 Palm Street, San Luis Obispo. Additionally, the Regular Meeting of December 26, 2022 will be cancelled due to the Christmas Holiday. The next Regular Meeting of the Cultural Heritage Committee is scheduled for January 23, 2023 at 5:30 p.m. in the Council Chambers at City Hall, 990 Palm Street, San Luis Obispo. _________________________ APPROVED BY CULTURAL HERITAGE COMMITTEE: XX/XX/2022 Page 8 of 50
