Selkirk-Page House ▪ California Minimalism and Functionalism “It’s extraordinary hexagonal hub design leading to three wings of different uses is a Functionalist breakthrough within a Minimalist aesthetic clearly influenced by Futurism.” The building retains its character defining features including: its hexagonal hub and spoke design, alcoves, exposed beams, plank ceilings, round skylight; “hub” brick fireplace and freestanding chimney; plywood siding outside and paneling; and large sliding glass doors. 7 8 CHC 07‐26‐2021 Item 2 ‐ Staff Presentation 5 Listing Criteria - Architectural Embodies the distinctive characteristics of a type, period, region, or method of construction, or represents the work of a master, or possesses high artistic values. Style: Describes the form of a building, such as size, structural shape and details within that form (e.g. arrangement of windows and doors, ornamentation, etc.). Design: Describes the architectural concept of a structure and the quality of artistic merit and craftsmanship of the individual parts. Reflects how well a particular style or combination of styles are expressed through compatibility and detailing of elements. Also, suggests degree to which the designer (e.g., carpenter-builder) accurately interpreted and conveyed the style(s). Architect: Describes the professional (an individual or firm) directly responsible for the building design and plans of the structure. 9 10 CHC 07‐26‐2021 Item 2 ‐ Staff Presentation 6 Listing Criteria – History History – Person: Associated with the lives of persons important to local, California, or national history. Historic person will be evaluated as a measure of the degree to which a person or group was: a. Significant to the community as a public leader (e.g., mayor, congress member, etc.) or for his or her fame and outstanding recognition - locally, regionally, or nationally. b. Significant to the community as a public servant or person who made early, unique, or outstanding contributions to the community, important local affairs or institutions (e.g., council members, educators, medical professionals, clergymen, railroad officials). 11 12 CHC 07‐26‐2021 Item 2 ‐ Staff Presentation 7 Listing Criteria – Integrity Authenticity of an historical resource’s physical identity evidenced by the survival of characteristics that existed during the resource’s period of significance. Integrity will be evaluated by a measure of: (1) Whether or not a structure occupies its original site and/or whether or not the original foundation has been changed, if known. (2) The degree to which the structure has maintained enough of its historic character or appearance to be recognizable as an historic resource and to convey the reason(s) for its significance. (3) The degree to which the resource has retained its design, setting, materials, workmanship, feeling and association. Summary Conclusions (Applicant’s Evaluation) Architectural Criteria:Style, Design, and Architect (§ 14.01.070 (A)) Each house qualifies for the Master List as “one of the most unique and important historic properties and resources in terms of … architectural … significance” as an embodiment of its style and representing the work of a master History:Person (§14.01.070 (B) (1)) The Kenneth and Martha Schwartz House also qualifies for the Master List as “one of the most unique and important historic properties and resources in terms of … historical significance” as the home of Ken Schwartz, a person significant in San Luis Obispo’s past who made a significant contribution to the broad pattern of our history as the most influential exponent of city planning in over six decades of service as mayor, Planning Commission chair, and many other roles Integrity (§ 14.01.070 (C)) Each house retains integrity of location, design, setting, materials, workmanship, feeling, and association, with very minor modifications, typically executed by the architect himself within the period of significance 13 14 CHC 07‐26‐2021 Item 2 ‐ Staff Presentation 8 Designation Historic Preservation Ordinance Action Alternatives Recommend to the City Council that all of the properties be designated as Master List Resources in the City’s Inventory of Historic Resources. Recommend to the City Council that one or more of the properties be included in the City’s Inventory of Historic Resources, either as a Contributing List Resource or as a Master List Resource. Continue consideration of the request with direction to the applicant and staff on pertinent issues. Recommend to the City Council that none of the properties should be included in the City’s Inventory of Historic Resources. 15 16 CHC 07‐26‐2021 Item 2 ‐ Staff Presentation 9 Listing Criteria – Integrity History – Person: Authenticity of an historical resource’s physical identity evidenced by the survival of characteristics that existed during the resource’s period of significance.
