▪Historic Preservation Program Guidelines
➢Section 3.3.1: Historic Resources Outside Historic Districts. Listed Historic Resources located
outside of historic districts shall be subject to the same protection and regulations applicable to
historic resources within historic districts.
➢Section 3.2.2: Architectural compatibility. The CHC reviews development in historic districts for
architectural compatibility with nearby historic resources, and for consistency with applicable
design and preservation policies, standards, and historic district descriptions in Section 5.2.
New development should not sharply contrast with, significantly block public views of, or
visually detract from, the historic architectural character of historically designated structures
located adjacent to the property to be developed or detract from the prevailing historic
architectural character of the historic district.

▪SOI Standards (Rehabilitation)
➢SOI Rehabilitation Standard #2 states: The historic character of a property will be retained
and preserved. The removal of distinctive materials or alteration of features, spaces and spatial
relationships that characterize a property will be avoided.
➢SOI Rehabilitation Standard #9 states: New additions, alterations, or related new
construction will not destroy historic materials, features and spatial relationships that
characterize the property. The new work shall be differentiated from the old and will be
compatible with historic materials, features, size, scale and proportion, and massing to protect
the integrity of the property and its environment.
➢SOI Rehabilitation Standard #10 states: New additions and adjacent or related new
construction will be undertaken in such a manner that, if removed in the future, the essential
form and integrity of the historic property and its environment would be unimpaired.

Environmental Review –Addendum to Initial Study
Pertinent section for CHC consideration: Cultural Resources
◼Historic Resources:
◼Two remaining elements of the historic structure will be incorporated into
restaurant/lobby building (previously approved, no change)
◼A-frame guestrooms would be located 70 feet south, separated by pool, plaza,
outdoor use area
◼Project would not block views towards or overwhelm remaining historic features
to be incorporated into restaurant/lobby building
◼Archaeological Resources:
◼Extended Phase 1 Testing was conducted, no cultural resources identified
◼Monitoring Plan required (Mitigation Measure CR-1)
