The project includes a rezone to provide a Planned Development Overlay and a request to allow a maximum building height of 75-feet, where 50-feet is normally allowed in the Downtown Commercial zone. June 22, 2020 Applicant: Mark Rawson, Copeland Properties Focus of Review 2 CHC review due to: New development project within an historic district. CHC Purview: Review the proposed project for its consistency with the Historic Preservation Ordinance and Historic Preservation Program Guidelines. Review the Cultural Resources and Tribal Cultural Resources sections of the Initial Study 1 2 CHC 06/22/2020 Staff Presentation 2 Project Description 3 Previous Conceptual Review and Initiation 4 On November 26, 2018, the CHC reviewed the project and provided eight directional items to the applicant to address, with a vote of 7:0. On December 3, 2018, the ARC reviewed the project and provided six directional items to the applicant to address, with a vote of 6:0. On September 17, 2019, the City Council reviewed the project for initiation of the PD Overlay and associated mandatory project features and community benefit policies for consideration of a building height of 50 feet, with a vote of 5:0. On June 1, 2020, the ARC reviewed the revised project design and recommended that the PC find the project consistent with the CDG in consideration of several comments, recommendations, and references to particular CDG that require further consideration. 3 4 CHC 06/22/2020 Staff Presentation 3 CHC Directional Items 5 1. Requested a height analysis of buildings in the vicinity. 2. A shading study to identify the specific shadow of the proposed structure 3. The Historic Preservation Report shall be revised to address the existing structure’s potential historic eligibility 4. The scale and mass of the structure above fourth story, is considered incompatible with the Historic District. 5. The architectural style is considered too “institutional” 6. The proposed design should include more architectural details and features 7. The proposed fenestration is considered monotonous and should provide greater variety and articulation. 8. The project design should provide more articulation and variety along the storefront elevations. Rendering – View from Marsh & Chorro 6 5 6 CHC 06/22/2020 Staff Presentation 4 Environmental Review 7 An Initial Study with Mitigated Negative Declaration has been recommended for adoption. Review of Cultural Resources: Found the project would have less than significant impact on historic resources, w/ mitigation. Found the existing structure does not qualify as a historic resource under the listing criteria. Tribal Cultural Resources: Found the project would have less than significant impact on Tribal Historical Resources, w/ mitigations. 7
