WHEREAS, Scott served at People’s Self-Help Housing from 1984-2012 where he ended his tenure as
Deputy Executive Director. In that capacity, he supervised the development of 1,700 housing units,
including the agency's very first venture into rental housing, establishment of the property
management and resident service programs, and expansion into Santa Barbara and Ventura Counties;
and,
WHEREAS, Scott oversaw a staff of 72 employees, an average annual budget of $45 million, and the
provision of housing to 3,730 households countywide every month. Housing is provided through
direct ownership and operation of 890 housing units, and through the Housing Choice Voucher
(Section 8) Program, whereby 2,800 households are assisted through direct rental assistance
payments to private landlords; and,
WHEREAS, Scott’s passion for affordable housing is infectious and brings a level of excitement
and appreciation for what otherwise might be taken for granted; and,
WHEREAS, during Scott’s tenure with HASLO they have been awarded funds to construct/acquire
over 428 new affordable housing units in 10 projects. An additional 501 new units are in the pipeline.
Scott has overseen development of numerous HASLO program initiatives including 50 Now, a housing
first approach to the most vulnerable chronically homeless, a Veterans housing program serving
over 180 local veterans, expansion of HASLO's Self-Sufficiency and Resident Services program, and
decentralization of certain property management functions to increase site level presence: and,
WHEREAS, Scott has an authentic, powerful and impactful way of communicating the value and
needs for San Luis Obispo to embrace affordable housing; and,
NOW THEREFORE, be it proclaimed on behalf of all our citizens and employees, we hereby express
our sincere appreciation and gratitude to Scott Smith for his dedicated service to the community
and extend best wishes for his continued success and happiness in all future endeavors.
