(if applicable). Emails will not be read aloud during the meeting.
Voicemail - Call (805) 781-7164 and leave a voicemail. Please state and spell your
name, the agenda item number you are calling about, and leave your comment.
Verbal comments must be limited to 3 minutes. All voicemails will be forwarded to the
members and saved as Agenda Correspondence. Voicemails will not be played
during the meeting.
*All correspondence will be archived and distributed to members, however, submissions
received after the deadline will not be processed until the following day.

2. Introduction and Overview of the Jack House Docent Program (Burger – 25 minutes)
Recommendation: Introduction to the current Jack House Docent President, Toni Kincaid, and
receive a general overview of the Docent Program, previous and scheduled events, and
discussion of roles and responsibilities between Docents, Parks & Recreation Staff, and the
Commission Liaison.

3. Presentation on the Draft Concept Plans for the Laguna Lake Dog Park Project
(Kloepper/Long – 45 minutes)
Recommendation: Receive presentation from City Planning Staff and Wallace Group on the
initial scope and concept designs for the Laguna Lake Dog Park.
1. Review and discuss the proposed concept layouts
2. Provide direction to Staff on preferred amenities and layouts in order to proceed with
design.

Trent Johnson - Speaking on Bike Park/Pump tracks. Aquatics program is great. Participated in the
LLP Little Bella’s program overview (mountain bike program for young girls). Has an interest in
locations for future pump tracks. Bike tracks and enhanced tracks are in the works. Director Avakian
provided an overview of the current plans in progress.
CONSIDERATION OF MINUTES
1. Minutes of the Parks and Recreation Committee of November 2, 2022. Motion made by
Commissioner Stowe and seconded by Commissioner Blair to approve the November minutes.
Abstention by Kari Howell. Motion to approved and passed.

2. Update on Jack House Committee Transition to Parks and Recreation Commission
Oversight (Burger - 20 minutes)
Recommendation: Receive update regarding the recommendation and approval by City
Council of the roles and responsibilities of Jack House Committee being transferred to Parks
and Recreation Committee oversight. Discuss future timelines, roles, and responsibilities.

Director Avakian provided an update to the Commission on the Jack House Committee and
overview of the City Council approval for transition of oversight to PRC. The Volunteer
Coordinator for the Parks and Recreation Department has been hired and will be starting in
January and in the future will come before the Commission for an introduction. Jack House
expanded programing and events discussed. A new liaison from the Committee will need to be
selected in January. Jack House ADA compliance and the Liaison role specifics will be
discussed in the future. The JHC docent president is a volunteer position.
3. Presentation on the Current City’s Capital Improvement Projects Supporting Parks and
Recreation Facilities (Avakian/Hyfield - 30 minutes)
Recommendation: Receive presentation on the currently approved and forecasted Public
Works Department Capital Improvement Projects (CIP) that support the improvements of the
Parks and Recreation Department managed parks and facilities. Review of CIP projects that
are not specific to the department or specific overview of the Parks and Recreation
Commission.
Staff presented a PowerPoint of examples of ongoing rotation of maintenance and repair
projects at a variety of city park location scheduled for 2023-2025 and additional playground
replacements planned for 2024-2027.
Director Avakian: 2026 is slated for Laguna Lake Park. 5 years is the forecast we project for
funding and money that is set aside for the Blueprint projects. Feb through March of this year
we can review those projects that are in the queue.
Commissioner Blair: Bathrooms at Sinsheimer stadium status. Needs to be addressed more
quickly.
Director Avakian: It is a much larger discussion than solely the bathrooms.
Chair Spector: Long term and short-term solutions should be addressed and added as a future
agenda item. Content could come in January.
4. Receive Department-wide Program Updates (Staff - 30 minutes)
a. Ranger Service, Project Status Updates, General Department-wide Updates
a. Fall weather preparation, trail construction work, encampment clean ups, flood
control, Righetti Hill Trail, Winter evening access, Mountain Lions. Park
Project status updates on LLP, Bike Park, Righetti, Emerson, Mitchell, N.
Broad and Cheng.
b. P&R Event trailer arrived. Will be looking for sponsorships and roll-out to the
community in the Spring 2023. Plans programs and activation Spring 2023.
b. Youth Services (Teacher Workday Camp, Minimum Day Care, Staffing), Jack House,
Community Services (Gardens, Senior Programs, Youth Sports), Public Art updates.
c. Aquatics (Challenges and General updates: Lifeguard recruitment, Aquatics Specialist
position is open/available, Operating hours, activity guide on the website. Golf

(Operations and Maintenance updates, food vendor Zen Dog update, holiday hours),
Facilities (Rain closures, Citywide Special Events for the holiday season).

i. Hadley Clegg (Coordinator) is doing a great job and building enthusiasm and
encouraging activities in the community. New Social media class and Boomer
volleyball. The support from P&R for the Senior Center is great
b. Active Transportation Committee: Commissioner Webber
i. Very active. Goal monitoring program, recommendations for next year.
c. Jack House Committee: Vacant
d. Youth Sports Association: Commissioner Stowe
i. No updates. Field usage for adult soccer clarification.

AGENDA REPORT
SUBJECT: INITIAL REVIEW OF PROPOSED LAGUNA LAKE DOG PARK
REVITALIZATION PROJECT

RECOMMENDATION
1. Review and discuss proposed layouts for Laguna Lake Dog Park Revitalization project.
2. Provide direction to Staff on the preferred draft layout option to proceed with final layout
preparation.
DISCUSSION
Background
The Parks and Recreation Blueprint for the Future: 2021-2041 (master plan) identified dog parks
as a high priority amenity within the City of San Luis Obispo. The Laguna Lake Off-Leash Dog
Area is an existing park on Dalidio Drive located within Laguna Lake Park at 504 Madonna Road.
The existing off-leash area is comprised of approximately 14 parking spaces, a restroom and a
fence that borders the front of the off-leash dog area separating it from the parking lot and road.
The current project scope is to add a fence around the entire perimeter with separated dog areas.
The project also includes ground surface improvements, hydration station(s) with a dog bowl
option, a dog rinsing station, double gated entry, shade structures, and additional seating.
The City works with several local design firms on contract and for this project has hired Wallace
Group to design the project. Wallace Group created conceptual layouts based on community
feedback.
Public Outreach
The public’s input about its parks and park amenities is a critical foundational step that staff
facilitates with all projects in parks. City staff conducted an in-person feedback session at the
Laguna Lake Park in May 2022, as well as promoted an online survey from May 2022 through
June 2022 to receive community input on the project components for the design. The results of the
survey were posted on the Parks and Recreation Current Projects website.
Proposed Park Layouts
The most popular elements from the survey were used to create the layouts (Attachment A) for
this project. There are currently two layouts to be reviewed and discussed.

The Parks and Recreation Commission purview is to review and make recommendations for
changes which could have an impact on the City’s parks and park facilities. Staff will review all
feedback from the Parks and Recreation Committee Meeting. This feedback will be used for staff
to revise the layouts to meet the desires of the community.
