Representatives from Verdin will present the Public Art promotional campaign details and
additional considerations for the PCC review and discussion.

The committee will begin to discuss the evolution of the Cultural GIA program for the fiscal
year 2023-2024 grant cycle.

called to order on November 9, 2022, at 10:00 a.m. by Chair Clint Pearce.

2022 PCC meeting.

on the tourism program.
ADJOURNMENT
The meeting was adjourned at 11:12 a.m. The next Tourism Business Improvement

Tourism Manager Molly Cano presented a proposed approach to the possible Plaza
Pop Up activations for the remainder of FY 23.

a proactive approach at this time to lead the development and fund new Plaza Pop Ups
but would responsively consider opportunities as they come up and would also consider
supporting activations outside Mission Plaza.

DISCUSSION
Background
The PCC has been offering Cultural GIA funding for decades. Local non-profit organizations utilize
the funding to provide cultural, recreational, or social activities in our community. In FY 22-23,
applications for a $4000 grant are open throughout the year to applicable organizations and activities.
In addition, organizations may apply for a grant bonus up to $1000 for participation in DEI and
sustainability practices related to the event. Each bonus is $500 for the total amount a recipient may be
awarded in bonuses would be $1000. The total program disbursement of $125,000 remains consistent
with previous years. Additionally, the City continues to maintain the investment of $30,000 in
promotional support services through the SLO Chamber of Commerce to assist the funded partners
with communication to drive attendance and increase event visibility.
Third Quarter Application Consideration
The PCC received applications from 9 organizations for consideration. The following 8 organizations
met the qualifications and were approved for grants from the PCC: Civic Ballet of San Luis Obispo,
Earth Day Alliance, Gala Pride & Diversity Center, Love SLO, Opera SLO, San Luis Obispo Classical
Academy, SLO Climate Coalition, and SLO International Film Festival.
The following organization, At Her Table, was not approved during this quarter ’s consideration and is
invited to reapply in the following application period if they can address the unqualified component of
their application related to non-profit status as well as the allocated use of the grant dollars.

Civic Ballet of San Luis Obispo
Date of the Event: April 1, 2023
Artistic Director Drew Silvaggio debuted his newest creation “The Scarlett Ibis” in April 2022 at the
Spanos Theater. Drew has taken this short story and created a contemporary dance piece to put on
stage. In April of 2023, Civic Ballet dancers will once again perform The Scarlett Ibis on the Spanos
Stage at the PAC, along with a previously produced favorite “Rodeo”. Both pieces will offer the
community of San Luis Obispo two diverse contemporary works for one ticket price. This applicant
applied for the base grant and the participation bonus money for DEI and sustainability related
practices.
Earth Day Alliance
Date of the Event: April 22, 2023
The SLO County Earth Day Fair celebrates the natural resources and provides an opportunity for
businesses, nonprofit, schools, government agencies, churches and individuals to share their
environmental message, cause, or product. This is a day to raise awareness, address concerns,
showcase solutions and present balanced examples of living for the well being of each individual, the
community, and the planet. Live music during the event enhances the celebration, creates a festive
atmosphere and draws music lovers who may not otherwise attend. A “Transportation Hub” will
provide a valet service for those arriving on bicycles, offer test rides on electric bikes, display a variety
of private electric vehicles shown by their owners, and provide information on multiple ways to reduce
environmental impact in transportation. Dozens of organizations will provide information and
interactive activities for people of all ages to educate, engage, and empower individuals and families to
incorporate sustainability into their lives. This applicant applied for the base grant and the participation
bonus money for DEI and sustainability related practices.
Gala Pride & Diversity Center
Date of the Event: June 2, 2023
Pridefest is a major festival, and they plan to host a number of smaller events throughout the county
with other local businesses and nonprofit organizations throughout the month of May and June, all to
get people excited about the big Pridefest events at Laguna Lake Park and in downtown San Luis
Obispo in the first weekend of June! There will be a variety of events, with special programming for
BIPOC, disabled people, children and families, and more. This applicant applied for the base grant and
the participation bonus money for DEI and sustainability related practices.
Love SLO
Date of the Event: March 11, 2023
Love SLO began with a vision to make SLO an even better place to live. Inspired by the desire to meet
needs, demonstrate kindness and impact lives, a group of community leaders came together to make
this vision a reality. Love SLO is an annual community wide day of service held in San Luis Obispo
which began in 2016. Each spring the entire SLO Community has the opportunity to come together in
the Mission Plaza, celebrate where we get to call home, and then go to work alongside one another to
serve our community. Love SLO kicks off at 8:00am with a morning festival in the Mission Plaza
before volunteers and project leaders disperse to their designated service locations throughout the city.
The morning festival includes breakfast, coffee, face painting, photo station, an opportunity to learn
hands-only CPR, activities for kids, and the police department, fire department, and San Luis
Ambulance are onsite with their emergency vehicles. Service projects run from 9:00am-12:00pm at
various locations all over San Luis Obispo. This applicant applied for the base grant and the
participation bonus money for DEI and sustainability related practices. The non-profit organization in
which the funds would be granted is Mission College Preparatory Catholic High School for the
purpose and use of the Love SLO event.
Opera SLO
Date of the Event: May 14, 2023
Die Fledermaus is a high-spirited, 3-act operetta of frivolity, festivities, and a practical joke gone awry,
which remains one Johann Strauss II’s most beloved works. The grand and timely production will
feature a large orchestra and 8 leading roles, played by internationally acclaimed soloists, and a
supporting ensemble of over 30 artists. The production will also employ elaborate props, costumes,
and set pieces—all built locally within SLO County. The musical will be produced as a Citywide Arts
Collaborative, featuring Opera San Luis Obispo, Civic Ballet San Luis Obispo, and the sharing of
costumes, props, and set pieces from several other local non-profits, such as SLO Rep Theater, Great
American Melodrama, and PCPA. Thus, this production demonstrates the power of collaboration
through several long-established and successful SLO performing arts groups working together to
deliver an artistic creation greater than the sum of each group working individually. This applicant
applied for the base grant and the participation bonus money for DEI and sustainability related
practices.
San Luis Obispo Classical Academy
Date of the Event: May 6, 2023
SLOCA is establishing the 1st Annual Central Coast JR LEGO Challenge serving as a pilot for what is
hoped to grow each year. Four different LEGO design challenges are offered, two of which will be
judged: Open Build: Participants of all ages can create, tear down and start again for a portion or the
entire time of the LEGO Challenge. This is a free-play activity and not judged. 9am-12pm time limit.
Legos provided. Narrative build: Guided through a story by two LEGO-trained teachers, students will
pair into teams and build a castle along with the arc of the story. This will be a judged build. 1 hr time
limit. Legos provided. Prize offered. Directed Build: Step by step instructions and design specifications
are outlined in this design challenge. This is not judged. 1 hr time limit. Legos provided. Showstopper:
Entrants bring their own legos to rebuild a design they have practiced at home. This is a judged
build. 1 hr time limit. Prize offered. Representatives of organizations are being invited to serve as
judges for lego challenges speaking to their expertise to build community and establish long term
partnerships. How they determine which designs will be judged against each other will be based on the
ages of those who participate. Prizes are donations from local businesses. Winners’ work will be
displayed in select storefront windows in downtown SLO and at the SLO Library for a time period
following via a “Lego Walk” (complete with a map) touring the winning designs. This applicant
applied for the base grant and the participation bonus money for DEI and sustainability related
practices.
SLO Climate Coalition
Date of the Event: June 15, 2023
The Stronger Together series, hosted at the Ludwick Center in San Luis Obispo and also accessed via
Zoom, benefits a variety of San Luis Obispo city residents (and beyond), from those interested in
learning more about climate change to those already involved who wish to deepen their knowledge and
involvement. The series provides locally relevant, high-quality speakers who provide compelling and
actionable presentations with a focus on regional climate actions. As a monthly gathering, the event
aims to attract community members interested in supporting local climate action and to provide a place
to share and discuss important local climate-related issues and resources. The event, by hosting diverse
organizations acting on climate change issues, also engages allied organizations in their work and
explores opportunities to collaborate. This grant will provide funding for five events, one per month
occurring on the following dates: February 16, March 16, April 20, May 18, June 15. Each event
includes renowned speakers in their field presenting or participating in a panel discussion on an
impactful topic, questions from the audience, and a focus on how speaker topics translate to local
climate change issues. Speakers may include leaders from the following organizations: Tri-County
Regional Energy Network, City Repair SLO, Central Coast Green Building Council, R.A.C.E. Matters
SLO, GALA, Latino Outreach Council, SLO Food Bank, Northern Chumash Tribal Council, SLO
Legal Assistance Foundation, and Climate Justice Collaborative SLO County. This applicant applied
for the base grant and the participation bonus money for DEI and sustainability related practices. As
the fiscal sponsor, the non-profit organization in which the funds would be granted is Ecologistics for
the purpose and use of the SLO Climate Coalition.
SLO International Film Festival
Date of the Event: April 25, 2023
The 2023 April film festival will be a hybrid festival with the return to some of the favorite in-person
venues such as the Fremont, Palm Theatre, The Movie Experience, SLO Brew rock and the Cuesta
Performing Arts Center. The in-person festival will be April 25-30 with an "encore" the following
week which includes a virtual presentation and in-person screenings. The festival will be six days of
international and local films ranging from documentaries, narrative features, music videos and more!
Program highlights include Music Video Showcase, Central Coast Filmmaker Showcase, *New*
Genre late night series, Coastal Awakening program, free program programmed by R.A.C.E Matters.
This applicant applied for the base grant and the participation bonus money for DEI and sustainability

Additional Consideration
Committee member Clint Pearce abstained from the review and discussion of the consideration of the
At Her Table grant application due to the possible perceived conflict of interest related to his business’s
support of the event.

Summary of Performance
Development of the neighborhood landing page is underway to be completed in January. This quarter,
Verdin refreshed the Buy Local Bonus creative and launched the promotion on November 25 on social
media, KCBX radio, New Times Gift Guide, SLO Life magazine and digital programmatic video. The
campaign directed viewers to learn more on the City landing page, www.buylocalbonusslo.com. The
landing page housed information for participating businesses, shoppers as well as program FAQs. Buy
Local Bonus was scheduled to end on December 24, 2022, however due to the program’s success, all
media was paused one day early because gift cards were o cially sold out.
