1. CALL TO ORDER
A Regular Meeting of the San Luis Obispo Planning Commission was called to
order on December 14, 2022 at 6:00 p.m. in the Council Hearing Room at City
Hall, 990 Palm Street, San Luis Obispo, by Chair Kahn.

3.a CONSIDERATION OF MINUTES - NOVEMBER 16, 2022 PLANNING
COMMISSION MINUTES

To approve the Planning Commission Minutes of November 16, 2022.

4.a REVIEW OF THE DRAFT CLIMATE ACTION AND SAFETY ELEMENT
UPDATE (GENP-0436-2022; EID-0437-2022)
Housing Policy & Programs Manager Teresa McClish presented the staff
report and responded to Commission inquiries. Utilities Deputy Director of
Engineering Miguel Barcenas, Emergency Operations Manager James
Blattler, City Biologist Freddy Otte, and Sustainability Manager Chris Read
provided the Commission with additional information on specific sections
of the Climate Action and Safety Element Plan.

Second By Commissioner Jorgensen
Adopt the Draft Resolution recommending that the City Council amend the
General Plan Safety Element and adopt the Negative Declaration of
Environmental Impact, with the amendments identified in the Staff Agenda
Correspondence distributed on December 14, 2022.

4.b REVIEW THE DRAFT GOALS, POLICIES, AND STRATEGIES FOR THE
ACCESS AND PARKING MANAGEMENT PLAN UPDATE
Parking Program Manager Gaven Hussey and Cannabis Business
Coordinator Alex Fuchs presented the staff report and responded to
Commission inquiries.

Action: By consensus, the Planning Commission reviewed the draft
goals, policies, and strategies as they relate to the General Plan’s
Circulation element, Downtown Concept Plan, and the Climate Action Plan
for the Access and Parking Management Plan, and provided the following
recommendations:
In alignment with the recommendation of the Active Transportation
Committee, consider allocating a portion of Parking revenue to
finance Active Transportation projects, with the goal of potentially
reducing the demand for parking in the future.
Consider implementing an "Eco Pass" program like the one used by
the City of Boulder, Colorado. The program encourages residents to
use alternative methods of transportation through subsidizing the
cost of bus passes; the amount of the subsidy is calculated based
on the amount of affordable housing available in the area.
Ensure that equity access is being considered in this plan, as
disadvantaged groups rely more heavily on subsidies.
Consider creating more pedestrian friendly streets by implementing
a full street closure somewhere in the downtown district. This would
model programs currently in use by the City of Santa Barbara and
the City of Boulder, Colorado, which have been very successful for
downtown merchants.
Rather than installing more bike lockers, which can be
cumbersome to use and require ongoing maintenance, consider
installing video monitoring systems at bike parking areas to deter
theft and provide peace of mind for cyclists.

5. COMMENT AND DISCUSSION
5.a STAFF UPDATES AND AGENDA FORECAST
Housing Policy & Programs Manager Teresa McClish provided the
following update of upcoming projects:
Tentatively scheduled for the January 25, 2023 Planning Commission
Meeting, is architectural review of a creek setback exception request
for a project located at 841 Patricia Dr. (ARCH-0040-2021).
The January 11, 2023 Planning Commission Meeting will be canceled.
6. ADJOURNMENT
The meeting was adjourned at 8:10 p.m. The next Regular Meeting of the
Planning Commission is scheduled for January 25, 2023 at 6:00 p.m. in the
Council Chambers at City Hall, 990 Palm Street, San Luis Obispo. The Regular
Meeting of January 11, 2023 will be canceled.
