To Chairperson Planning Commission, My name is Jim Gardiner and my wife Elaine and I have lived at our residence at 320 Twin Ridge Dr. for over 33 years. We are located approximately 300 yards from the proposed project at 841 Patricia. For years we have viewed, enjoyed, and been very careful to watch incursions into the riparian habitat which runs behind homes in the 800 block of Patricia and the 200 block of Twin Ridge. Fortunately, previous decisions by the Planning Commissions have retrained this area in it’s pristine conditions, continued to allow its use as a wild life corridor, and provide needed space to allow runoff during periods of wet weather similar to what we have just endured. This flag lot has been vacant for the entire time we have been in our residence. We know it sold several times but never saw any specific proposals for development. When we observed the applicant’s initial plans for the main house and then the addition of an ADU with a bridge directly over the stream we are shocked. I had the pleasure of serving as the City of San Luis Obispo’s Chief of Police from 1987 through 2002. During that time I watched as Planning Commissions and City Councils worked consistently over the years to protect open space and areas with long standing riparian habitat. While I do not know the developer of the project or which design firm they may be using, I can’t believe knowing the history of our City that they would make such a proposal. It has a direct and deleterious impact on the riparian habitat and it certainly would impact the use of the area as a wildlife corridor. Based on my personal observations, I would imagine that the property would face an extreme flooding danger during periods of rain in our normal years, let alone what we just experienced in the last several weeks. th We cannot be there on Wednesday Nov. 25 and register our strong opposition to this design as proposed. While it has been some time since I saw the applicant’s initial proposal, the main building seemed to be far to big for the area. As for the proposal of a bridge and an ADU, they would appear to be directly in opposition with previous and current policies and plans for development in our community. We strongly urge that you support the staff recommendation on the project and deny the application.
