We recently appointed Joey Cox to IT Officer and he need some training on the bucket
truck so he can maintenance and move the POD cameras. Can you help get him trained on
the truck? Also can we get him access to the shared bucket truck calendar so he can

Thank you to those who have been looking for surveillance video to help build your cases.
When it comes to the pod cameras I’ve seen several reports as of late where officers
reference our pod cameras and that they are reaching out to IT for video retrieval. The
pod’s are maintained by the PD and IT cannot access them. Use the following hyperlink to
access the pods which is the responsibility of the investigating officer. IT officers Stahnke
and Donovan can help guide you through the process of accessing the video should you
need help but it is not their responsibility to review footage and book it for you. If I’m
around I can help you find it as well.

Hi All,
Our three new IT Officers, Luca Benedetti, Adam Stahnke and Meghan Donovan will be
taking the load of work that Larry was doing for the past few years. Our goal is to cross
train more than one employee to become proficient with IT related items including
Watchguard, MDC’s, POD Cameras, Radios, Vehicles and Vehicle Outfitting etc.
I am attempting to schedule a meeting on March 5th at 1800 hours here at the PD as a
welcome meeting. I just wanted to get you in the loop, and see if we could schedule
something in the near future or maybe this meeting is a good starting point to identify a sort
of training program where they can be taught some of the things that they can do to help
out IT.

The POD cameras have been in use dating back to 2013. The City initially started with 4
camera PODs and now has 14 in use throughout the City. Each POD is the equivalent of a
computer running the operation of the POD and the 4 on board cameras. As with all
computers, the technology degrades over time, especially considering the PODs are mounted
outdoors. Each POD has been purchased using one-time money available at the time. The
City is now in a position where PODS are past their useful life cycle and need to be replaced.
The older PODs have poor image resolution by today's HD standards, slower modems, and
enclosures that have become brittle and discolored from the elements. The PODs have proven
to be extremely useful throughout the CIty, especially during the many protests and marches
this past year. Like all technology, the PODs should be on a regular replacement cycle (every
3-4 years) in order to keep them operational and technically relevant in evolving technologies
cellular modems, hard drive storage, and camera resolution) Having a regular replacement
cycle will ensure that we replace our oldest PODs every year to maintain this important
resource.

Can you please get the bucket truck and move the POD cameras in preparation for the
women’s march? We need one moved to Marsh and Broad, one to Osos between Pismo
and Islay and one at Osos and Marsh. The rest are already in place. This will be a good
opportunity to start getting your guys trained up on the use and function of the cameras.
If possible I would like to have them up by the end of the week or as soon as possible so
we have all of next week in case we start having any issues.

Joe,
Here is some information regarding Aerial lift use. The information should be more than enough for
your needs.
Please review prior to attempting to use an aerial lift. I will review the truck specific operation, as
both are similar in control.
Additionally, I attached all the search queries that are associated with CJPIA training. If you have
access to the training, “Operating Aerial Work Platforms Safely” is a good training module as well.
And though this does not cover all, it covers most.
Also, always check your surroundings to how close you are or may be to any overhead electrical
source. Play it safe and never operate near any high voltage lines. And always ask for assistance if
needed or unsure about sites in question. And while you most likely will not be working near high
voltage lines, you at least need to be aware.
Lastly, one of the aerial lifts is always available on each Friday, the signal techs Flex day. You should
be able to get access either of the trucks on one of those days. Though if the needs are immediate,
then we should be able to assist in short notice as well.
I will setup an appointment for a quick overview of the trucks. Feel free to move the appointment
around to meet your needs.

Hi All,
Our three new IT Officers, Luca Benedetti, Adam Stahnke and Meghan Donovan will be
taking the load of work that Larry was doing for the past few years. Our goal is to cross
train more than one employee to become proficient with IT related items including
Watchguard, MDC’s, POD Cameras, Radios, Vehicles and Vehicle Outfitting etc.
I am attempting to schedule a meeting on March 5th at 1800 hours here at the PD as a
welcome meeting. I just wanted to get you in the loop, and see if we could schedule
something in the near future or maybe this meeting is a good starting point to identify a sort
of training program where they can be taught some of the things that they can do to help
out IT.

Correct. Dispatch will not be expected to watch the cameras. CAPSLO will actually have
access to these cameras and they can look at them if they want. Otherwise we will use
them like all the other POD cameras. I can’t control what the media reports and as you
know it is not always accurate!
I would assume that CAPSLO will keep track of the number of vehicles using the program
but we may as well start tracking it for the near-term in case the new Chief wants that data.

PD does not have a spare pod so we would need to pull one from another location. That’s
doable but not ideal.

Can you please get the bucket truck and move the POD cameras in
preparation for the women’s march? We need one moved to Marsh and Broad,

The POD Cameras are now operational and you are able access and download video
footage from the browser again. A few changes must be made to Microsoft Edge to make
this function work. I have included instructions on how to make Microsoft Edge compatible
with out PODS that use Internet Explorer. If you do not perform these steps, you will not
be able to review and download POD footage. The process only needs to be done
once. The instructions can be found here:

from when we only used Internet Explorer and not Microsoft Edge, but the processes are
the same and look the same so the screenshots are still accurate. I added the pertinent
information to be able to download video as long as the compatibility was changed using

So recently our city POD camera access has been disrupted by Internet Explorer being
phased out. The new browser that will need to be used to access the PODs is Microsoft
Edge. The downside is we do not have the ability to download the footage from browser for
right now. You can review and view the footage you need but downloading it will not be
possible from the browser. We are working on a permanent solution but in the meantime,
there is a work around. If you need camera footage from a city POD camera, please try to
locate the footage, note the times and channel (CH) for the recording. Email me with the
times you need downloaded and I will get it for you. This is just a temporary solution. I will
let you know when we have the system fixed.

Joey was able to use the to review video. I checked the POD’s settings and
found was not enabled to playback and download. I changed that setting so that

We are testing a camera that works with milestone. We just got it and need to sort out of it
works and what the city attorney says regarding retention but it would be a better solution for
us on the video retrieval end. Hope to have more info by our meeting.

The POD Cameras are now operational and you are able access and download video
footage from the browser again. A few changes must be made to Microsoft Edge to make
this function work. I have included instructions on how to make Microsoft Edge compatible
with out PODS that use Internet Explorer. If you do not perform these steps, you will not
be able to review and download POD footage. The process only needs to be done
once. The instructions can be found here:
I have also included the link for how to review and download. Note the screenshots are
from when we only used Internet Explorer and not Microsoft Edge, but the processes are
the same and look the same so the screenshots are still accurate. I added the pertinent
information to be able to download video as long as the compatibility was changed using
the instructions above. Here is the link to the review and download instructions:
Please let an IT officer know if you need any additional help but hopefully this allows you all
to have quicker access to POD footage.

So recently our city POD camera access has been disrupted by Internet Explorer being
phased out. The new browser that will need to be used to access the PODs is Microsoft
Edge. The downside is we do not have the ability to download the footage from browser for
right now. You can review and view the footage you need but downloading it will not be
possible from the browser. We are working on a permanent solution but in the meantime,
there is a work around. If you need camera footage from a city POD camera, please try to

You guys can work with Chad when he is back from vacation next week and figure out how
to get a camera up. It doesn’t take all that much time, you should be able to get an hour or
two early in a shift to get it done provided you can get the truck. This one is not a particular
rush, but there are times that we need to install cameras ASAP and we will need to ensure
we have procedures in place to get them installed that day.

Wavertree and TankFarm. (your call on the least impactful to move) This camera will be

tree cut back so it is not blocking the view.

Hi Jason,
I have worked with Marcel and Security Lines US for about 5 years now. Our agency
currently has 14 PODS throughout the City. We have several in fixed locations like the
skatepark, Children’s Play Park and at the high volume bar district downtown. We also use
a few as needed around town for problem areas. They work on a 4G signal, so although
they are always recording, your ability to remotely view the live cameras is obviously
dependent on the cell signal. You can also set them up to work on your own WiFi or hard
wire them to your City Network if available. For us the 4G works fine most of the time. One
incident that it did not was during a large protest in town. Approximately 10000 people
moved in a large group. It appeared that the cell towers were getting overwhelmed as they
moved through.
Since then Verizon has upgraded and added some micro-towers in our downtown area and
the issue has not repeated itself.
All in all we are happy with the product and it works for us. I love the ease that they can be
moved and are self-contained.

Thanks for the update. I got a quote today. $27,550 for the three cameras. Three would
be ideal as it would allow us to cover more angles of the safe parking lot with 2, and then
the third dedicated to the Jennifer Street bridge. The parking lot cameras each have two
views along with a lithium battery and solar panel (the ideal poles don’t offer a power
connection) while the Jennifer St bridge camera would be our typical 4 camera pod. I’m
working on the CMR and hope to have it completed tomorrow and sent to Greg.

I took a stab at analyzing our Verizon accounts.
Please see my attached spreadsheet. I highlighted the accounts in peach that I don’t think
we need. It amounted to 15. The vast majority of our lines are for our vehicle inMotion,
POD Cameras, 8 patrol boxes and Investigators, CAT, Sgts, LT’s etc that have been issued
phones. There were a few laptop cards that I think can be removed as long as they
activate tethering to all of our phones. (It is currently disabled. I think it adds $10 a line)

Team,
Since the last financial plan the City’s Verizon Cellular costs have increased by $55,000
annually. This substantial increase is due to the addition of 133 data devices citywide.
These additional cellular devices include smart phones, laptops, iPads, cameras and
tablets with air cards. IT staff is asking each department to please review the linked
summary of devices assigned to your employees and hopefully find ways to decrease the
overall number of needed devices:
To further reduce costs, IT is proposing the activation of the hot spot feature (data
tethering) on City smart phones and deactivating the data services (air cards) on laptops or
tablet devices for staff using both a City smartphone and a second data device. Our review
has shown that most employees that have laptop computers and tablets also have a
smartphone. With the reduction of multiple cellular air cards, staff is conservatively
estimating an immediate savings of $12,000 per year. The cost of activating the hot spot
feature is $10 per month per device compared to $40 a month for an air card. This change
is highlighted in green on the linked summary.
Approximate annual cost per type of device:
Basic flip phone: $180
iPhone/Android smart phone: $420
Air cards in Laptops/Tablets/iPads/Cameras: $480

Can you please relocate one of our POD cameras to pole number 2111 corner of
Wavertree and TankFarm. (your call on the least impactful to move) This camera will be
there for approx. one year as they do construction on the round-a-bout. Please focus the
cameras in that area. I have already asked Mark Williams to contact trees and have the
tree cut back so it is not blocking the view.
One of our older cameras (1,2 or 3) would be good out there. No need for the newer high
def versions.

as how we have transitioned the cameras to Mike, I think he should start completing these.
They are due at the change of rotation. I created an alert in my phone every 4 months so I

Just to keep you all in the loop of some stuff I’m working on for the team.
I’ve submitted for each of you to get your own work cell phone. We’ll chat about it more
later when it gets approved, but essentially it would be issued to you to make calls, use as
a camera for evidence, video/audio recorders, access and watch the POD cameras,
internet/social media research, whatever, for PD business. My hope is also to increase our
connectivity with our downtown stakeholders, business owners, key staff, etc . There would
be no requirement to use it off duty, but it would be issued to you for your use.
I’m trying to get two tasers and two PAS devices issued to Metro so they will be there for
each of your shifts.
I’m ordering one or possibly two bike racks for patrol cars to be used to transport our bikes
to and from AOAs for bike patrol (most often Pismo, Cayucas, and Morro Bay events), but
also to use to transport the bikes to downtown (Hopefully to the DT Office soon maybe??)
the Northend or wherever needed. My hope is for it to help make us a little more
independent from patrol if needed and to increase our mobility, decrease our response
time, make PD more visible, deter crime, do our own transports to MH or CJ if patrol is
busy, etc.
The downtown Metro Office is gaining traction! We just need a location really to make this
happen!
Matt is looking into getting “POLICE” in reflective lettering on the backs of our uniform shirts
and jacket. Not sure when or why that got left off, but was always supposed to be there for
safety reasons as we ride around in the dark in and out of traffic in our beat. This will be
covered by the department.
These were all suggestions by you and/or your partners so thank you! Keep them coming
and let me know what you need/want or any other ideas you have.

I have updated the Video Audit spreadsheet, which now tracks both BodyCam usage %
and Video Auditing of both in-car and Body Worn Cameras. (I also added PODs and
Building Video in the rare event that these videos are reviewed)
Several dropdowns were added to the columns to ensure consistency and allow the
columns to be easily filtered.
Here is the link to the form. I will handle the Body Worn Usage % form for now, and we can
address how we move forward when the entire PD is using Body Cameras. Everyone can
log their video audits as they occur. If you can think of additional items for any of the drop
down lists please let me know and I can add them.

Good afternoon Chad,
I am checking in with Miguel at IT to see about the funding for the cameras. Parks & Rec
did not budget for these items, and we are already impacted with our facility relocation from
Nipomo Street to the LCC, as well as emergency repairs due to flooding of the Pro Shop at
the golf course. Hoping that IT forecasted for replacement funding for security cameras. I
do know that P&R did not fund the cameras at Mission Plaza, so that may have been IT or
PW.
We may have some CIP funding available to help support the Trailhead cameras, but I am
looking into that with Bob Hill.
I understand that Derek and Chief Scott have these as high priority, so I will confirm ASAP.

I’m in the process of putting together a rather large POD camera order and wanted to get
specifics from each of you to see how to best meet your needs.
For Fernandez road we’re looking at the same solar and battery price. For this camera I’d
only recommend the $4,795 version based on the amount of traffic. That volume of traffic
is going to start a lot of recordings and I don’t think it would last longer than a day before it
started writing over itself.
If I missed any location you wanted covered with a camera let me know so I can take a look
to see what our options are for specific locations.
Let me know what you all think. We’d like to get these ordered ASAP.

I'm sorry for wasting your time. I know it is valuable. However, if this is something you
can help me with, I would greatly appreciate a response or direct me to the
appropriate department. I am very passionate about this.
My name is Ashley Newhouse. My sister was Rachel Newhouse, abducted and
murdered by Rex Krebs in 1998. Recently I was up there with Cindy Dunn (she has since
been married but I don't know her married name and she will always be Cindy Dunn to
me ) and Dave Zaragoza. They took me on a long overdue recap of Rachel's last day.
This is something I've been wanting to do for over 20 years and was just now in a
healthy enough state to do so. In the process, I was shocked and quite honestly
appalled that there are no security cameras on the Jennifer Street bridge. Still. I
understand back in the day when cameras were not as prevalent but I see no reason
today why they shouldn't be there. If that had been the case, Rachel would have been
found sooner. And Aundria might have been saved. Not to mention that it is a very
popular area for transients and a train station with people coming and going
constantly.
I am writing to propose installing video surveillance on the bridge and surrounding
areas. I'm not sure exactly how to go about this and that is where I could use your help.
If you could please guide me in the right direction, I'd be very grateful. I'm willing to
come up there anytime if need be. This is incredibly important to me. No more lives
need to be taken.

through grants, so we don't have a line item for them. I know we were talking
about adding a CIP for Pod replacements, but that would be more long term. I

One other thought - I just remembered that Miguel mentioned that Digital West
is near that area, and they are potentially going to want some help from us to
get connectivity to a business in town. I can see if they might be able to get us
some sort of connectivity in the area that we could use for a more traditional
camera. I have a meeting scheduled with them for the 8th and could bring it up
then, unless it needs to be pursued sooner. Or potentially we get a Pod for the
safe parking (since it is temporary-ish) and work with Digital West on a more
permanent one for the bridge.
Let me know if you'd like me to pursue either of those options.

that there are no security cameras on the Jennifer Street bridge. Still. I
understand back in the day when cameras were not as prevalent but I see
no reason today why they shouldn't be there. If that had been the case,
Rachel would have been found sooner. And Aundria might have been
saved. Not to mention that it is a very popular area for transients and a
train station with people coming and going constantly.
I am writing to propose installing video surveillance on the bridge and
surrounding areas. I'm not sure exactly how to go about this and that is
where I could use your help. If you could please guide me in the right
direction, I'd be very grateful. I'm willing to come up there anytime if need
be. This is incredibly important to me. No more lives need to be taken.

I took a look at the camera spreadsheet and noted that it is not being updated
correctly. Several of the camera locations are incorrect and the dates are not
being updated. I have an expectation that this sheet is kept updated every time
a camera moves, comes down, changes location etc. The Chief and Captains
use this spreadsheet to speak intelligently about the current locations of our
surveillance cameras, but they will look foolish if they provide incorrect or
outdated information. We are fortunate that we no longer have to write a CMR
every time we move a camera, but if we can’t correctly document what we are
doing we may lose that privilege.
The first tab of the spreadsheet is the CURRENT LOCATION. I think this is
pretty self-explanatory. 3 of the cameras were not reporting the correct
location.
The second tab is camera step by step documentation.
The third tab covers Camera History. This should be updated every time a
camera comes to the station or goes up on a pole, moves poles etc.
The fourth tab covers Rapid Deployment History. This is to document the
movement of the cameras that are not in fixed locations approved prior by
council, or ones that get moved from a fixed position for a special event or
surveillance purpose. This tab also documents the purpose for the rapid
deployment, which is needed when we have to write the quarterly City Manager
memorandum.
I have fixed the spreadsheet with estimated dates. Please take the effort to be
thorough in our documentation. The city has spent a lot of money on these
cameras and it falls on our shoulders to make sure the cameras are operational
and their movement is well documented.

The POD Cameras are now operational and you are able access and download video
footage from the browser again.

with out PODS that use If you do not perform these steps, you will not
be able to review and download POD footage. The process only needs to be done
once. The instructions can be found here:
I have also included the link for how to review and download. Note the screenshots are
from when we only used but the processes are
the same and look the same so the screenshots are still accurate. I added the pertinent
information to be able to download video as long as the compatibility was changed using
the instructions above. Here is the link to the review and download instructions:
Please let an IT officer know if you need any additional help but hopefully this allows you all
to have quicker access to POD footage.

So recently our city POD camera access has been disrupted by
right now. You can review and view the footage you need but downloading it will not be
possible from the browser. We are working on a permanent solution but in the meantime,
there is a work around. If you need camera footage from a city POD camera, please try to
locate the footage, note the times and channel (CH) for the recording. Email me with the
times you need downloaded and I will get it for you. This is just a temporary solution. I will
let you know when we have the system fixed.
