SUBJECT: LAGUNA LAKE DOG PARK REVITALIZATION PROJECT Prepared by: Erica Long, Project Manager RECOMMENDATION 1. Final review of Laguna Lake Dog Park layout; and 2. Provide any additional direction on the Laguna Lake Dog Park Revitalization Project. DISCUSSION Background The Parks and Recreation Blueprint for the Future: 2021-2041 (master plan) identified dog parks as a high priority amenity within the City of San Luis Obispo. The Laguna Lake Off-Leash Dog Area is an existing park on Dalidio Drive located within Laguna Lake Park at 504 Madonna Road. The existing off-leash area is comprised of approximately 14 parking spaces, a restroom and a fence that borders the front of the off-leash dog area separating it from the parking lot and road. The current project scope is to add a fence around the entire perimeter with separated dog areas. The project also includes ground surface improvements,hydration stations with dog bowl options, a dog rinsing station, double gated entry, shade structures, and additional seating. The City works with several local design firms on contract and for this project has hired Wallace Group to design the project. Wallace Group created conceptual layouts based on community feedback. Public Outreach The public's input about its parks and park amenities is a critical foundational step that staff facilitates with all projects in parks. City staff conducted an in-person feedback session at the Laguna Lake Park in May 2022, as well as promoted an online survey from May 2022 through June 2022 to receive community input on the project components for the design. The results of the survey were posted on the Parks and Recreation Current Projects website. Previous Parks and Recreation Commission Meeting On January 4th, 2023, staff presented an overview of the public engagement process for the revitalized dog park at Laguna Lake Park and two conceptual layouts to the Parks and Recreation Commission and the public. Staff received feedback from the commission and the public on the preferred layout and features to include in the final design. Staff used input from the meeting to update the design features and produce one revised layout. The revised layout incorporates two fenced areas maximizing nearly 3 acres of the dog area space. Included in the small dog area is an Laguna Lake Dog Park Revitalization Project Page 2 option to section off an area with temporary fencing for events if needed. The final design will also include an entrance plaza that extends all the way to the restrooms with an area for seating as requested from the public. PARKS AND RECREATION COMMISSION CONSIDERATION/NEXT STEPS The Parks and Recreation Commission purview is to review and make final recommendations for changes which could have an impact on the City's parks and park facilities. Staff will review all feedback from the Parks and Recreation Commission Meeting. This feedback will be used for staff to complete the design of the Laguna Lake Dog Park. ATTACHMENTS A.
