Park size: Would Parks and Recreation consider combination of park acreage and in lieu fees to meet requirement? 2. Is it acceptable to exclude the Life Plan Community from population count to determine parkland acreage? 3. Is the proposed adaptive re-use of the two existing historic buildings, in place, acceptable for inclusion in calculated parkland acreage? 4. Discuss/outline the process for adaptive re-use of buildings under the following scenarios: a. City assumes ownership of main residence (ranger station) and bunkhouse (ranger storage); I understand that currently this is not be a feasible/desired outcome based on financial and operational constraints. b. City does not assume ownership of buildings; would the City lease these buildings and/or operate within the buildings based on a development agreement or similar; and what is the process? 5. Options for Dairy Barn (Round Nose Barn) and Creamery House: a. If these do not have a park function (i.e., exhibit only as currently proposed by applicant), is it appropriate to exclude these areas from the parkland acreage calculation? b. CDD is encouraging adaptive re-use of these buildings, not just “arrested decay” as currently proposed by applicant; we plan to continue working with you and the applicant to further incorporate these structures into the Specific Plan. 6. Is a “historic district” within the park appropriate or should this be separate, depending on uses as discussed and conveyed to applicant by CDD)? 7. I assume interpretive signage within park acreage would be acceptable, but this topic is open for discussion. 8. Thoughts on revised location? 9. Discuss and confirm applicant’s “Key Assumptions” (Park Proposal and Policy Consistency) 10. Discuss applicant’s policy consistency – any red flags?
