Unfortunately Iam unable toattend the meeting asIhave another concurrent meeting toattend. After
reviewing the Froom Ranch Draft EIR, Ihave the following suggestions for adjustments tothe mitigation
measures presented inthe report.
Add amitigation measure that requires dedicated coned-offbike and pedestrian lanes as part of
any traffic control plans during construction efforts that impact access tobike lanes and/or
sidewalks. Bicycles shall not beforced tomerge into vehicle traffic during construction effort on
LOVR. Useof "bike laneclosed" and "sidewalk closed" methods aspart traffic control planshall
only beallowed for short durations asalast resort if space cannot beaccommodate inthe
vehicle travel lane.
Proposed mitigation measures atS. Higuera and Prado toaddress Auto Queuing will significantly
reduce the LOS forbicycle access atthis intersection. These mitigation measure have potential
tohard multimodal transportation options atthis intersection. Inorder toadd Class IVbike
lanes onS. Higuera, aroad diet isnecessary. The new configuration ofS. Higuera should only
have onevehicle travel lane ineach direction with acenter turn lane. When youhave twoleft
hand turn lanes atthis intersection will make itdifficult toadd inaClass IVbikelane along S.
Higuera. Additionally 2left turn lanes makes itmuch more difficult and stressful tomerge into
the leftturn pocket bybike. Increasing the length ofasingle lefthand turn laneshould beused
instead ofdual left turn lanes. Iwould argue that vehicle queuing isacceptable impact
compared tocompromising multimodal access atthis intersection and corridor. These
mitigation should berevised tobeconsistent with theproposed Class IVbikeroute aspartof
the ATP. The mitigations should berevised such that improvements atPrado andS. Higuera
shall bedesigned asabicycle protected intersection similar and consistent totheinstersection
designed aDalido and Madonna.
Proposed mitigation atTank Farm and S. Higuera indicate adding asecond left hand turn laneto
address Auto queuing. For similar reasons tothe intersection atPrado, this mitigation will
decrease bicycle LOSbyreducing street space thatcould beallocated for Class IVbikways. The
mitigation should bealtered tosimply extend the left turn lane. Inaddition allbike lanes
approaching and passing through the intersections shall beextended and painted green for
higher visibility ofcyclist traveling through the intersection. Theright hand yield turn lane
turning northbound from Tank Farm toS. Higuera should thebike lane extended through the
intersection with protective posttoprovide extra level ofprotection for cyclist and reduce the
turn radius ofvehicles. The crosswalk should berestriped with high visibility paint and aflashing
beacon towarn traffic ofpedestrians inthe crosswalk since itisotherwise "uncontrolled". 1
Traffic models indicate potential volume increase onS. Higuera duetothe project. Amitigation
measure should beadded topay fair share orbuild Class IVinfrastructure along S. Higuera.
Iwish Ihad more time toreview and and provide additional comments. Ihave attached apage outof
the Draft EIR which Imarked upwith the suggests Idescribed above tohelp clarify. Mycomments arein
blue.
