Submitting comments for tonight’s PRC meeting from Kathy Kimball Thank you Kathy Kimball kkimball@calpoly.edu 805.440.4360 1 PRC Meeting 2/1/2023 Re: Laguna Lake Dog Park I’d like to thank the Commission for listening to the public comments at the January meeting and recognizing that two fenced areas meet the needs of the majority of the daily dog park users. Having utilized the dog park for 25 years I have seen occasional altercations between dogs. Separating the dogs quickly is usually sufficient to resolve any issues. However, there are some dogs that have not been well socialized and maybe aggressive. Dogs of this nature do not belong at a dog park regardless of their size. Thank you for expanding the area near the restrooms as this is an ideal wind break and popular gathering space. From personal observation over many years, dogs tend to gather closer to their humans especially if their humans are sitting at tables or benches. Dogs often crowd entrances when someone new arrives so it is best that human/dog congregation areas not be too close to any entrance. I would like to see the entrance closest to the restrooms be removed. To ensure accessibility, wheelchair access, and meet ADA requirements I think a sidewalk should be placed along the outside of the fence between the restrooms and the entrance plaza. Ground cover: Wood chips ranked fourth in the question regarding ground cover. As such, I would like to propose that the we only use decomposed granite around the permitter of the fenced areas with turf or open lawn be used in the interior areas. Wood chips are hard to walk on or run on for the dogs. Those areas will be avoided and results in a smaller usable area. I’m not sure the dry creek is a good idea as it is another uneven surface that is difficult for the dogs to run on. What would this area be like during the rainy season? Watering stations: Currently there are two for the entire park. With the creation of two fenced areas, I believe it is essential that two watering stations be provided in the large mixed-use area. One should be adequate for the small dog area. Parking: I hope repairing and expanding the parking lot will become a higher priority. As discussed at previous meetings the park improvements will draw more people. The current parking has been inadequate and neglected for many years. During the rainy season, water drains from the adjacent hillside for weeks causing the asphalt to deteriorate and making a muddy mess. There are numerous potholes, striping is barely visible and the disabled parking spaces are almost indistinguishable. Parking illegally is common practice and has resulted in blocking access to the disabled spaces and several fender benders as well. Thank you again for the work being done to improve a popular and beautiful area of our city.
