JL GROUP, LLC - QUALIFICATIONS, EXPERIENCE, AND KEY PERSONNEL
JL GROUP, LLC (JL Group) is a southern California-based workplace consulting group
consisting of former executive law enforcement leaders, attorneys and licensed
professionals, all trained and highly experienced in legal practices, workplace
organizational best practices, police operational guidelines, management competence
and community expectations relating to law enforcement deliverables. The Firm was
established in 2006 and supports clients which include more than 70 California
municipalities, law enforcement agencies, special districts, educational districts and
private sector companies.
JL Group personnel possess the requisite education, knowledge, experience, and
qualifications to fulfill the contemplated Scope of Work as set forth in the Request for
Proposal. The Firm’s interest in this project lies in providing the benefit of our vast
experience, training, legal background, and contemporary police operational
understanding to review, assess, analyze, recommend, and assist with implementation
of any needed organizational changes, modifications and/or corrections that should be
applied by the San Luis Obispo Police Department.

when there is full disclosure, transparency and understanding, coupled with actual
experience and knowledge of real police operations that will work for the benefit, safety
and protection of all members of the community the San Luis Obispo Police Department

KEY PERSONNEL FOR THIS PROJECT

understanding and oversight. Because our Associates are all seasoned former law
enforcement leaders, we have a great perspective on the best practices of the community
policing-model relative to emerging changes and general community expectations.

•Jeffrey B. Love, Esq., JL Group, LLC Partner/Principal (CV Attached)
Mr. Love will act as the primary contact for this project. He is the founder and Managing
Principal of JL Group, and was admitted to practice law in the State of California in 1994.
He also has 30 years of law enforcement experience at all levels from Patrol to
Command/Management in California law enforcement agencies. He retired from the
Irvine Police Department at the rank of Lieutenant, where he obtained extensive
experience in crime trends and response, crime analysis and geo -based policing.
Mr. Love served as an Adjunct Professor and Lecturer in the Criminal Justice Department
at California State University, Long Beach. He previously served as an Adjunct Professor
at Concordia University in the Sociology Department, where he instructed courses in
various aspects of Criminal Justice and Sociology curriculum.
Mr. Love has a Bachelor of Science degree in Manageme nt from the University of San
Francisco, and obtained his Juris Doctorate from Western State University, College of
Law. He also received advanced training through the Senior Management Institute for
Police at the Harvard University, Kennedy School of Gov ernment. He took part in the
Summer Fellowship Program at Trinity College, Cambridge University (Comparative
US/UK Law, EEC Law, International Human Rights Law).
•Chief William Whalen (Ret.), JL Group, LLC Consultant/Associate (CV Attached)
Chief Whalen will serve as the Project Manager for this matter. He is a former law
enforcement executive leader with significant experience in organizational reviews,
critical incident management, crisis communication, emergency management concepts
and personnel investigations. He recently retired from the position of Chief of Police for
the El Segundo Police Department, where he provided strategic oversight to over 90 full -
time employees, served as senior subject matter expert to policy makers on public safety
issues, conducted Department-wide assessment and reorganization of all bureaus,
divisions and work groups, overhauled and expanded key performance indicators (KPI’s)
which allowed senior police leaders to monitor target metrics and to ensure community
service goals were being met.
Also, during his tenure as Chief of Police, he worked to enhance the Department’s
technological capabilities through implementation of new Computer Aided Dispatch
(CAD)/Records Management System (RMS), Automated License Plate Reader (AL PR)
cameras (fixed/mobile), new body worn camera system, and industry leading Unmanned
Aerial Vehicle (UAV) program. He also collaborated with the City’s Diversity, Equity, and
Inclusion Committee, and expanded mental health capabilities.
Chief Whalen previously served with the Irvine Police Department working his way
through the ranks from Officer to Operations Commander, where he led all operational
aspects of the Department, overseeing the Department’s reorganization, analyzing calls
for service, response times, and deployment model and staffing. Prior to serving with the
Irvine Police Department, he was a Police Officer for the Garden Grove Police
Department.

Chief Whalen has extensive experience with community outreach efforts, working with
cities to study homeless response and mitigation and to conduct futures studies related
to homelessness. While with the Irvine Police Department and El Segundo Police
Department, he conducted staffing analyses, differential response analysis and
geographic boundary realignment analyses.
Chief Whalen previously served as an Administration of Justice Adjunct Professor for the
University of Phoenix. He has a Master of Science degree in Emergency Services
Administration from California State University, Long Beach; a Certificate of Public
Employee Leadership from California State University, Fullerton; and a Bachelor of Arts
degree in Business Management from the University of Phoenix.
•Chief Michael Hamel (Ret.), JL Group, LLC Consultant/Associate (CV
Attached)
Chief Hamel, will serve as an Consultant/Associate for this project, he is a recently retired
police executive with 29 years of law enforcement experience. Notably, Chief Hamel has
considerable experience in the areas of organizational leadership and management,
strategic planning, critical incident management and investigations. In addition, he has
over 20 years of teaching and training experience in the areas of leadership development,
victim advocacy, and other topics. In his most recent role, Chief Hamel served as the
Executive Director and Chief Security Operations Officer for the Hoag Health System,
where he chairs Hoag’s Workplace Violence Prevention Committee and oversees
enterprise physical security for an organization with over 7,000 employees.
After serving the Los Angeles Police Department for two years, Chief Hamel transferred
to the Irvine Police Department. Over the next 27 years, Chief Hamel worked his way
through the ranks, ultimately appointed as Chief in late 2015, a role he served in for six
years. The Irvine Police Department employs approximately 500 sworn and professional
staff and serves a city spanning over 60 square miles with a population exceeding
300,000. Chief Hamel’s other roles included Detective Sergeant, Detective Lieutenant,
Training and Recruitment Lieutenant, Area Commander, and Deputy Chief.
During his tenure as Chief of the Irvine Police Department, Chief Hamel oversaw several
initiatives to enhance internal efficiency, while building further trust in the community.
Chief Hamel initiated and oversaw a comprehensive assessment of the Irvine Police
Department’s organizational structure, deployment plan and response model. For several
months, the Department analyzed data related to call response, area boundaries, and
response times. Ultimately, Chief Hamel implemented changes to the Department’s
internal organizational structure, re-aligned patrol area boundaries, re-defined the priority
designation for some calls for service, and re-distributed field personnel, resulting in
enhanced efficiency and service delivery.
Chief Hamel overhauled the Irvine Police Department’s testing and evaluation process
for several key roles, including Police Sergeant, Detective and Field Training Officer.
Chief Hamel facilitated a series of meetings with leaders at all levels to examine the

current testing process and generate ideas for a revised approach. Ultimately, a new
testing and evaluation process was implemented that ensured the most qualified
applicants were identified, while fostering greater trust among the community and the
rank-and-file.
Chief Hamel also implemented new technology to enhance efficiency, while promoting
greater transparency and professionalism in the community for the Irvine Police
Department. Under Chief Hamel’s leadership, members of his team selected a new
Computer Aided Dispatch (CAD) and Records Management System (RMS). Chief Hamel
also implemented a Body Worn Camera program in collaboration with the Department
members, City and community leaders.
Throughout his tenure as Chief of the Irvine Police Department, Chief Hamel richly
invested in his community, implementing several programs to further enhance
cooperation and trust, especially with minority communities. He oversaw the design and
implementation of the nation’s first Chinese Community Emergency Response Team
(CERT) program taught entirely in Mandarin, as well as an online hate crime reporting
portal. Chief Hamel also served as a member of the Orange County Human Relations
Commission for his entire tenure as Chief of Police. He also invested resources in the
Police Department’s Emergency Management Division and implemented a
comprehensive City Evacuation Plan in collaboration with the City’s GIS Department, the
Orange County Fire Authority and other City leaders. Less than a year after the City’s
evacuation plan was adopted, Chief Hamel served as the EOC Director during the
Silverado Fire in which the Irvine Police Department coordinated the safe evacuation of
approximately 100,000 residents.
During his tenure as Chief of the Irvine Police Department, Chief Hamel also implemented
a Department-wide wellness program, created an Office of Public Relations, and
enhanced the Department’s ability to effectively respond to the needs of the City’s mental
health and homeless populations. Notably, Chief Hamel spearheaded the City’s
agreement with a local non-profit to provide response to calls for service involving the
mentally ill by trained civilian mental health professionals when appropriate.
Chief Hamel previously served as an Adjunct Instructor for the International Association
of Chiefs’ of Police, University of Phoenix and UMass Global. He holds a Master of
Science in Applied Computer Science from the University of West Georgia, a Master of
Public Administration from California State Long Beach, and a Bachelor of Arts in Social
Ecology with emphasis in Criminology, Law and Society from the University of California
at Irvine.
•Lorie Velarde, JL Group, LLC Consultant/Associate (CV Attached)
Ms. Velarde will act as the Project Analyst for this assignment. She has 36 years of law
enforcement experience, including 24 years of crime analysis experience and ten years
of dispatch experience. Her assignments as a Crime Analyst include positions with the
Irvine Police Department and Garden Grove Police Department Crime Analysis Units.
She also currently consults for Bureau of Justice Assistance (BJA) and the City of Santa
Maria.

Most recently, Ms. Velarde has been tasked with creating and maintaining agency
mapping workflows, identifying patterns in crime, call for service, and other large datasets,
and performing workload analyses. She analyzes the effectiveness of departmental
differential response units including civilian mental health responders (Be Well), the
Supervised Release Response Unit, and the Directed Enforcement Unit. She provides
technical assistance and training to Crime Analysis Units throughout the United States.
As a former Dispatcher and Dispatch Supervisor, Ms. Velarde is very familiar with CAD
data and Patrol and Investigative Operations. She has develope d and taught training
courses on the topics of identifying crime patterns, mapping and analyzing crimes, and
automating analytical products. She has published book chapters and news articles on
the topics of crime analysis, crime mapping, and crime analysis best practices.
Ms. Velarde holds a Master of Science degree in Criminology from Indiana State
University; a Bachelor of Arts degree in Social Ecology and a California State Teaching
Credential from the University of California, Irvine; and a California Department of Justice
Certification in Crime and Intelligence Analysis from California State University, Fullerton.
•Lisa Thomas, JL Group, LLC Consultant/Associate
Ms. Thomas will act as the Community Engagement Consultant for this assignment. She
has over 20 years of experience in marketing, community relations, and business
development. She has worked with clients in the private and public sectors, developing
strategic marketing plans, brand messaging and business development outreach.
Ms. Thomas is the Founder and CEO of Main Street Marketing Partners, a branding and
marketing consulting agency dedicated to helping small businesses define their brand
and realize tangible growth through key marketing initiatives. Using a proprietary process,
Ms. Thomas develops key messaging that is both strategic and authentic to the brand.
Before launching Main Street Marketing Partners, Ms. Thomas was the Managing
Director for Taylor Digital, where she was a trusted advisor to the CEO, actively engaging
in all aspects of the business including account management, marketing, HR, and
financial planning. As a result of her efforts, the agency realized a 30% growth in revenue
along with the development of strategic partnerships and brand identity within the
community.
Ms. Thomas has also been involved in public affairs as a consultant on local community
campaigns, including Tustin City Council campaigns. In this capacity, she helped craft
messaging and positioning statements that led to victories for her clients.
Ms. Thomas is an active member of the Orange County community serving on numerous
boards and non-profit organizations. Currently, she is the Chair of the Irvine Forward
Foundation, a 501(c)(3) nonprofit organization, that has been established to support
educational achievement through scholarships, career readiness, and community
engagement. In her tenure, Ms. Thomas initiated and helped create new scholarship
opportunities in the community that will help advance the mission of the organization.

Additionally, Ms. Thomas has served on the Board of Directors for the Greater Irvine
Chamber since 2017 and is the incoming Chair for 2023. Previously, she served as
Chairman of the Marketing and Communications Committee as well as the Foreign Direct
Investment Committee. In 2022, she was named Authentic Leader of the Year at the
Women of Influence event sponsored by the Irvine Chamber.
Ms. Thomas has a Bachelor of Arts in Communicati ons from the University of California
at Los Angeles.
JL GROUP, LLC – SCOPE OF WORK
Strategic Planning Services – San Luis Obispo Police Department
JL Group has the requisite personnel, extensive law enforcement leadership experience,
knowledge, skills and support sought by the City to assist the San Luis Obispo Police
Department (Police Department) in developing and establishing a comprehensive five -
year strategic plan. Additionally, the Firm will work closely with City officials and
community members to develop a plan that will meet the Police Department’s Mission of
providing the highest quality of services in partnership with the community to reduce the
effects of crime through enhanced Community Policing strategies.
The Firm fully understands the City’s desired outcomes, including the need for a strategic
plan that will serve as a roadmap to achieve the Police Department’s identified goals and
continued growth, that align with policy priorities with public resources, and include
measurable outcomes to track success. To that end, the Firm is equipped to work with
and assist the City and community members, in establishing the following:
•Plan Fundamentals – JL Group will assist in establishing a process to update the
Police Departments, Vision, Mission, Values and any other related fundamental
Department brand identity statements. The Firm’s staff is exceptionally skilled in
organization branding and bringing together shared values, vision and mission
objectives to match agency capacity and community expectations.
•Community Engagement – JL Group will work with identified stakeholders to
develop a plan to incorporate a significant level of community engagement and
associated input. The Firm will assist the San Luis Obispo Police Department and
City staff to facilitate outreach and community buy -in throughout the planning
process. This will include consulting and working with existing City/Department
committees and advisory bodies. Additionally, the Firm will engage as many
stakeholders as possible, particularly those who will be participating in the eventual
strategic plan’s implementation. Our Firm’s staff members are highly skilled at
reaching understanding, cooperation and ultimately buy-in from various
community members and stakeholders.

•Department Personnel Engagement – JL Group will incorporate ways to gain
Police Department personnel input through focus groups, individual interviews and
surveys. Additionally the Firm will assist the agency to involve its representatives
from all ranks to create a sense of ownership in the process. Our Firm’s consultants
have the credibility of extensive “real world” contemporary law enforcement
experience in order to assist in team building and gaining consensus.
•Staffing Study Identification - JL Group will assist in developing the best timing
and approach to conduct a Police Department staffing study as part of the eventual
strategic plan. Our Firm believes a staffing study should be part of the foundational
actions leading to a five-year strategic plan. Even though this proposal does not
include a staffing study being part of the work, we believe it should be done in the
preliminary phase of the project.
•Strategic Planning Retreat – JL Group will organize and facilitate a two-day
strategic planning retreat for the Police Department’s leadership team. The focus
of this planning retreat will be on developing the five-year strategic plan, and the
Firm will manage working sessions to conduct a SWOT analysis, encourage
meaningful discussions to identify strategic priorities, objectives, strategies, and
metrics for incorporation into the final strategic plan.
•Simplicity – JL Group will provide direction in producing a final product which
allows all stakeholders to easily and quickly understand the status and direction of
the Police Department. The Firm understands the need to identify strategic
priorities, objectives, strategies and metrics must be clearly explained and defined
for ease of use by all, and that the eventual strategic plan may be easily updated
as the community evolves.
