6:20 AM Shutting down Marsh Street bridge
In the process of shutting the ramp down at US 101 and Marsh Street Bridge
CHP has been notified and they indicated that they do not have any units in the area
and their response will be delayed.
Greg Cruce is reaching out to PD to get a couple of units to help shutdown the US 101
off ramp and on ramp at Marsh Street.
The closure on the City side is in place.

515 Broad Street ‐ PW Inspection to review failing wall
1237 Archer Avenue, corner with Pacific. She has reported a storm drain in the past and the city
has assisted with having the drain cleared, but today she can noticed that the storm drain is
nonfunctional and that there is no debris blocking access. She will appreciate if the city can stop
by because now you can clearly see that it is not working at all. ‐ staff in route to addres done ‐
clogged drain
Higuera is closed at Archer and will remain closed through the day.
SLO Transit is not operating today. The bus yard and roadways are not passable. Buses are
being relocated from the bus maintenance yard to the transit center.

US 101 is still open right now. However, several on‐ramps and off‐ramps are currently
closed. Northbound exits for Prado Road, Madonna Road, and Marsh Street are closed.
Broad Street is the first Northbound exit available.
11:26‐ 822 Murray‐ Storm drain located on City easement behind this property is clogged, flooding
property owner's backyard. ‐ Bobby is going to evaluate
Tank Farm at Broad Street ‐ Retention basis flooding ‐ Billy checking out
11:41‐ 1893 Corralitos‐ Storm drain clogged in‐between 1893 and 1901 Corralitos. Culvert
located at top of hill on Corralitos is also clogged, causing runoff to flood in front of 1893
Corralitos.

Creek Walk near Mission Plaza is underwater by roughly 3 feet. Inspections staff asking to close

PD called to close Tank Farm from Broad to Higuera.
Email from Lia‐ An apartment resident at 646 Church Street said that she is getting ready to
leave the apartment because the creek suddenly start rising. She thinks that there is a possibility
that something must be obstructing the flow since she didn’t noticed until now how fast the
water level is hitting the creek. You can call the manager at (895) 459‐3913 her name is Linda
Call about mixture of mud and car oil that encroached 2‐3 inches inside private business on
Higuera. Owner asking how to dispose of contaminated mud properly‐ transferred over to
Mattie Bliss in Fire to assist.

Storm drains possibly backing up onto Fiero Lane, causing 2‐3 feet of water to pool at the end of
Fiero.

7:14 PM: Gabe discovered Marsh Street Ramps were opened. Caltrans mistakenly opened them and will
close them again.
7:26 PM: Caltrans reclosed the Marsh Street Ramps
9:09 PM: Large Pothole on tanks farm – north side heading from Broad to Higuera. 3’ wide and 5” deep
County. Broad Street pass Santa Fe ‐ Brizzilara creek at Nipomo ‐ pipe attached under bridge now
dislodged.
EOC Report for Nighttime Storm Response
Operations Support Needs from EOC
1. Purchase and deliver two cubic yards of sand for each location listed below
a. Corp Yard
b. Sinsheimer Park
2. All supplies of filled sandbags are used. Provided filled sandbags at Marigold Parking Lot are
gone. Purchase filled sandbags and deliver to Marigold Parking Lot. One pallet of sandbags
should be adequate.
Nighttime Operations ‐ Operational Period 2000 to 0800
Staff Support: 12 Field Staff and 2 DOC Support Staff
Summary of period: Low call volume from dispatch, low rainfall rates, minimal winds allowed time for
water to recede in certain areas of City including the Oceanaire neighborhood. At 1:27 AM on
1/10/2023 staff placed markers on Oceanaire at Atascadero in order to mark high water level (1 inch
above high‐water mark). This may be useful during daytime operations to indicate rate of roadway
flood decreases to project time when Oceanaire may be opened to vehicle traffic. Mike Toth placed
markers. Picture below. At 3:50 PM, wind and rain resumed with thunder and lighting.

Daytime Operations – Operational Period 0800 to 2000 – January 10, 2023

Issues that still need to be addressed by daytime operations:
1625 Calle Joaquin metal plates shifted. Staff responded and coned off. Will require backhoe or
larger equipment to address in the morning. Staff believe this is related to lift station
construction and will require the contractor to mobilize and bring in another plate to bridge the
void. Fire responded to downed powerline at same location.
Santa Rosa at Murray near upstream side of bridge: Loose bank and possible tree failure.
100 Broad Street: tree fallen and leaning against power lines.
Marsh Street Bridge: Finish debris removal and cleaning of deck for traffic
Need daytime review of roadway closures at South Higuera, Calle Joaquin, Tank Farm Road and
Oceanaire to determine if traffic can be restored.
Prior to restoring access roadway traffic on Tank Farm at Santa Fe, pothole repair must be
completed. County dispatch alerted to this need at 9:34 PM on 1/9/2023. Pothole is roughly 3
feet wide and 5 inches deep. Photos below:
Higuera at Granada: Tree limb failure. Laying next to tree. Monterey Cypress.
Peach at Nipomo Bridge: Pipe broke loose from bridge approximately 4” in diameter. Most
likely a sleeve, but needs further inspection during daylight hours.
