2. CALL TO ORDER
A Regular Meeting of the San Luis Obispo City Council was called to order on
January 17, 2023, at 5:35 p.m. in the Council Chambers, 990 Palm Street, San
Luis Obispo, by Mayor Stewart.

6.a WAIVE READING IN FULL OF ALL RESOLUTIONS AND ORDINANCES
Waive reading of all resolutions and ordinances as appropriate.
6.b MINUTES REVIEW - JANUARY 10, 2023, COUNCIL MINUTES
Approve the minutes of the City Council rescheduled Regular Meeting
held on January 10, 2023.
6.c APPROVAL OF THE HUMAN RELATIONS COMMISSION FUNDING
RECOMMENDATIONS FOR THE 2023-24 COMMUNITY
DEVELOPMENT BLOCK GRANT PROGRAM
Adopt Resolution No. 11385 (2023 Series) entitled, “A Resolution of the
City Council of the City of San Luis Obispo, California, approving the
2023-24 Community Development Block Grant (CDBG) Program” for a
total of $425,352.

6.d AUTHORIZE REQUEST FOR PROPOSALS FOR THE PREPARATION
OF THE WATER TREATMENT PLANT FACILITY INFRASTRUCTURE
RENEWAL STRATEGY PLAN
1. Approve a Request for Proposals for the Preparation of the Water
Treatment Plant Facility Infrastructure Renewal Strategy Plan
(Project) and authorize staff to advertise the Project for proposals
and bids; and
2. Authorize the City Manager to award the contract for the Project if
the bid is within available project funding of $150,000.
6.e FY 2021-22 ANNUAL REPORT ON DEVELOPMENT IMPACT FEES
UNDER ASSEMBLY BILL 1600
1. Review and approve the FY 2021-22 Report on Development
Impact Fees in compliance with Assembly Bill 1600 (AB 1600)
annual disclosure requirements; and
2. Adopt Resolution (11386 (2023 Series) entitled, "A Resolution of
the City Council of the City of San Luis Obispo, California,
accepting the 2021-22 Annual Report on Development Impact Fees
reaffirming the necessity for Development Impact Fees and make
findings related to Impact Fee Balances."
6.f APPROVE A COMMUNITY WORKFORCE AGREEMENT FOR THE
PRADO ROAD INTERCHANGE AND PUBLIC SAFETY CENTER
PROJECTS
Authorize the Mayor to enter into a Community Workforce Agreement with
the Tri-Counties Building and Construction Trades Council, AFL-CIO and
the Signatory Craft Councils and Unions for the Prado Road Interchange
and Public Safety Center projects.

7.a ADOPTION OF THE CLIMATE ADAPTATION AND SAFETY ELEMENT
UPDATE AND DECLARATION OF NEGATIVE ENVIRONMENTAL
IMPACT (GENP-0436-2022; EID-0437-2022) (Estimated Time: 90 minutes)
Community Development Director Michael Codron and Housing Policy &
Programs Manager Teresa McClish, Sustainability Manager Chris Read
provided an in-depth staff report and responded to Council questions.

City Council of the City of San Luis Obispo approving and adopting a
Negative Declaration of Environmental Impact and Amendments to the
Safety Element of the General Plan as represented in the Council Agenda
Report and attachments dated January 17, 2023 (GENP-0436-2022 &
EID-0437-2022).”

7.b ACCEPTANCE OF THE ANNUAL COMPREHENSIVE FINANCIAL
REPORT FOR FY 2021-22 (Estimated Time: 60 minutes)
Accounting Manager Debbie Malicoat and Ahmed Badawi, Auditor
provided an in-depth staff report and responded to Council questions.

8. LIAISON REPORTS AND COMMUNICATIONS
Mayor Stewart congratulated Council Member Pease and Vice Mayor Marx on
taking over leadership roles at SLOCOG and IWMA.
Council Member Shoresman indicated several Council Members were at the
Martin Luther King Day event on Monday, January 16th.
Vice Mayor Marx informed the Council of a site visit IWMA is hosting at Cold
Canyon Landfill.
9. ADJOURNMENT
The meeting was adjourned at 7:40 p.m. The City Council has scheduled a
Special Meeting for the purpose of holding the 2023-25 Financial Plan
Community Forum on Thursday, January 26, 2023 at 6:00 p.m. at the
Ludwick Community Center, 864 Santa Rosa Street, San Luis Obispo.
The next Regular Meeting of the City Council will be held on February 7, 2023, at
5:30 p.m. in the Council Chambers at City Hall, 990 Palm Street, San Luis
Obispo.
