Our clients include over fifty cities, forty city councils, numerous law enforcement agencies, and over fifty private companies, all listed on: www.TheConsultingTeam.com as are descriptions of the training and consulting services we offer. We have vast expertise in law enforcement operations and submit this proposal to develop a comprehensive five-year strategic process and plan. Examples of strategic plans we facilitated are on the websites of Piedmont PD, Hayward PD, and the Fairview Fire Protection District. We are POST certified in TBW’s (team building workshops) and facilitate strategic planning in all of those workshops. We will provide an experienced team of four consultants, all from the San Francisco Bay Area, that will allow flexibility to complete your plan sooner. We can begin work in January 2023. Our price is $45,450 plus travel expenses. Key Responsibilities of The Consulting Team: • Conducting and analyzing your environmental scans, surveys, focus groups, working sessions to understand key issues, strategic priorities, and objectives • Facilitating a 2-day leadership retreat to update mission, values, vision and set the foundation for the strategic planning process • Providing a framework and process for the Strategic Plan that coordinates with your project manager for full participation internally and with all stakeholders • Producing the final draft then reviewing it with the leadership team for final approval 3 2/10/23 • Preparing the team to present to Council and messaging to the community Key Deliverable: Finalized strategic plan with an action plan, dashboard and methodology for implementation and monitoring Scope, Approach, and Value-based Methodology: Our work will reinforce your values and mission. Our approach is customized to meet your specific needs, timeline, preferred workstyle, and culture. Our contribution does not stop with project development but includes facilitating an action plan for implementation. Phone, Zoom or in person meetings are held as appropriate. We have a depth of experience in all. Key components: 1. Plan Fundamentals: We will facilitate a process to update your Vision, Mission, Values, and brand identity statements. We will do most of this at the 2-day retreat. 2. Community Engagement: With your staff, we will plan and facilitate outreach and community buy-in throughout our process. We’ll include City/department committees and advisory bodies. We will involve as many stakeholders as possible. 3. Department Staff Engagement: We will seek staff input including focus groups, individual interviews, surveys, working with your department project manager. We plan to involve representatives from top to bottom of the department to create ownership. 4. Staffing Study Identification: We will recommend the best timing and approach to conduct a department staffing study and include this in the plan. 5. Simplicity: Our plans are simple, practical and include a summary visual so all stakeholders can easily understand the status and direction of the department. Strategic priorities, objectives, strategies, and metrics will be clearly explained and defined. Our plans are designed to be easily updated and relevant. Stage One: Analysis of existing data, environmental scan, and launch the Strategic Planning Process (40 hours) 1. Review and analyze existing data including community/customer service surveys, department priorities and action items, Council goals and priorities, performance expectations to be set by the City Manager. Prepare a summary (8 hours) 4 2/10/23 2. Plan and hold 2-Day leadership retreat to set the roadmap and renew mission, values, vision, priorities, responsibilities, and timelines. (16 hours/4 hours planning) 3. Facilitate focus groups or surveys as needed to assure all community diversity is represented and there is an accurate understanding of the needs and expectations of key stakeholders. (each focus group is 60-90 minutes; assume 4; 6 hours) 4. Facilitate second meeting with command staff to finalize key priorities and draft objectives to be assigned to divisions to develop actions and timelines. (4 hours/planning 2 hours) Stage Two: Facilitation of planning sessions: (45 hours) 1. Meet with each division leader or team (comm center, crime prevention, records, traffic, management staff) for a 4-hour working session to identify measurable actions and timelines. (20 hours) 2. Conduct follow-up 2 hour working sessions to critique and adjust (10 hours) 3. TCT team review results, edit, and make adjustments. (5 hours) 4. Meet with each division to finalize. (10 hours) Stage Three: Draft and finalize written plan, including timelines, measurements, and progress review to present to Council (32 hours) 1. Put all the input into a document and outline sections of the strategic plan. (8 hours) 2. Guide the 5 divisions to write their respective sections. (10 hours) 3. Integrate City/Council goals. (3 hours) 4. Have all sections of plan in a consistent style. (3 hours) 5. Work with graphic designer for consistent, professional PDF format in English, Spanish, and other relevant languages. (2 hours for coordination only) 6. Help design and implement dashboard for tracking success. (6 hours) Nina Collins will oversee the project and facilitate the retreat and planning sessions. Total $45,450 plus travel expenses Dr. Manning’s rate is $450 hourly; Associates’ rate is $350 hourly; both plus travel and any printing costs. Follow-up analysis with feedback for realignment and adjusting the strategic plan on a quarterly or bi-annual basis 3. Training department leaders to coach staff in accountability, consistent messaging, and communication skills for the success of the implementation of the plan 4. Follow-up one day annual retreats to update the plan and keep it a living document Biographies: Marilyn Manning, Ph.D., OD Consultant, Facilitator, and Quality Officer Dr. Manning is an organizational psychologist and certified management consultant. As a conflict mediator and master facilitator for over 22 years, Dr. Manning works with leaders to bring expedient solutions to complex people and team problems. The Consulting Team and Dr. Manning have extensive experience with law enforcement, including police, sheriff, and district attorney offices. We have been POST certified for 20 years to facilitate TBW’s. We have facilitated over 20 agencies in strategic planning processes. We provided TBW’s that did strategic planning foundation work recently for Piedmont PD, Fairfield PD, and San Leandro PD. Dr. Manning believes in community service by serving on non-profit boards including the El Camino Hospital Foundation Board, Palo Alto University Board of Trustees, and Los Altos Community Foundation. Nina Collins, J.D., OD Consultant in Strategic Planning Processes, Focus Group and Meeting Facilitator, and expert in Dashboards/Metrics Nina is a trained negotiator and mediator and has successfully resolved numerous labor conflicts, grievances, and discipline matters. She also developed and implemented professional development, strategic planning, and diversity, equity, and inclusion programs and policies. She recently facilitated San Leandro PD’s TBW, facilitating a strategic planning process. She and Dr. Manning co-facilitated Fairfield PD’s TBW, focusing on strategic priorities, objectives, and core values. She has 20 years’ experience working in public agencies, including City of Alameda, City of Oakland Fire Department, City of Hayward, and Orange County Fire Authority. Nina was Chief of Staff, Director of Human Resources, and Assistant Chief of Human Resources, starting her career as an Accounting Clerk while working her way through college. Having experience at each level of an organization gives Nina a unique insider’s perspective for a strategic planning process that assures attention to diversity, equity, and inclusion. 6 2/10/23 Craig Harrison, BA, UCSC, OD Consultant and expert in Strategic Planning, Focus Groups, and Business Writing, Graphic Design, and PR Craig has facilitated and co-facilitated several TBW’s that focused on strategic planning. He worked with Piedmont PD, East Palo Alto PD, Hayward PD, to name a few. The cornerstones of his work: communication and leadership development, customer service, and excellence. He draws on his experience in the high tech, management, government, and non-profit fields. He’s coached all levels of managers on leadership development. Craig’s articles on communication and leadership have been published in magazines, newspapers, and journals worldwide. For the last 22 years he has been an instructor for the University of California, Santa Cruz of Silicon Valley in courses on leadership, meetings, influence, credibility, storytelling, presentation skills, agility and creativity, and career building, His OD consulting experience includes Cities of Menlo Park, Redwood City, Mountain View, Sunnyvale, Hayward, Union City, Modesto, East Palo Alto PD TBW San Bruno Council retreat, Regional Housing Authority, County Recorder’s Office, Office of the Courts), Team San Jose (public-private partnership in 7 city venues). Ad., an expert in focus groups, facilitating meetings, Strategic planning methodology, and writing the final plans Victoria is a coach, facilitator, OD consultant, and an experienced strategic planner. She has been certified in higher education administration, crisis management, and facilitation She conducted leadership interviews and facilitated SWOTS and Focus Group processes for Hayward PD. She co-facilitated Piedmont PD’s TBW with Dr. Manning in developing their strategic plan. She has facilitated many TBW’s that led to strategic plans. She has over 20 years of experience as a focus group and retreat facilitator, addressing problem solving and teambuilding. Her expertise includes facilitating collaborative strategic planning processes, including SWOTS analysis, values, mission, vision statements, and both short-term and long-term goals. We facilitated foundation pieces including mission, vision, values and strategic priorities with measurable objectives during their two-day Team Building Workshop (TBW).
