San Luis Obispo City Council Members, As a Former Mayor of San Luis Obispo, my understanding is that your City Council is establishing the City’s 2023 -2025 Major Goals on behalf of City residents who elected you. The obvious question is, “What City goals are most important to City residents?” The most meaningful way to answer this is, “What specific goals are so important to SLO City residents that they would personally pay more for them?”. The City specifically asked City residents this question in two formal surveys - prior to placing the most recent City sales tax measure on the ballot, Measure G-20. (November, 2020). The results: “Preserve Open Space and Natural Areas “ was rated “the highest priority” of City residents in both surveys . (Survey results attached, 2018 & 2020\] Please note that similar survey results were also just confirmed in this goal setting process. “Open Space (e.g. Preserve and Maintain Open Space and Natural Areas)” was the second highest priority in the City’s “2023-25 Community Priorities Survey” (December 16, 2022) . It is City residents who will live with the results of this goal setting! Please respect the will of the City residents who elected you and make “Preserve Open Space” a highest priority, “stand alone goal” for 2022-2023. It appears that the city keeps trying to diminish the value of this objective by combining it with other objectives such as active recreation programs. They are not the same thing! You speak about “equity” but seem to forget that wildlife needs some unimpeded space too. Residents of San Luis Obispo have been consistently very clear that they are concerned about wildlife protections. It has been very disturbing to see the council actually weaken protections for our fragile wildlife populations. Please keep this goal as a “stand alone goal” so that objectives and outcomes can remain clear.
