But it was far from successful for residents living on the streets where police contained the raucous street crowd comprised of hundreds of students. Nor was it successful for residents outside of that area where large parties were still on-going. And it was not successful for residents hundreds of feet away, but still able to clearly hear the fireworks, music and noise from the loud parties. Please take 9 ½ minutes of your time to get a small flavor of what St Fratty’s Day has been like for residents living in the Alta Vista neighborhood. Then imagine yourselves having to live with this noise for over 6 hours while inside your house. https://www.youtube.com/watch?v=RUH9wORd5ls The street party was just one aspect of the event. Entries from the March 12, 2022 Police Log show 3 calls about woke-me-from-a sound-sleep fireworks from 4:20 to 5:00 am and 4 additional fireworks calls from 8:30 to 9:00 pm. And, per the Log, there were also individual parties occurring. From 4:20 am until noon calls were made to 24 separate addresses – 7 of which included people on the roof – plus another 3 calls that were "2nd Response" calls. From 9:30 to 11:30 pm there were 6 more party calls. As expected, during the morning hours as the street party grew dispatch times increased as did police response times to the individual parties. Hopefully, lessons learned in 2022 will positively affect this year’s response to St Fratty’s Day. And, hopefully, Cal Poly will take a more active role in making that happen. Maybe Cal Poly could open up an 1 area of the campus (away from residential neighborhoods) for bands to play. And what about the "strict party guidelines for fraternities" that President Armstrong spoke about after the 2015 roof collapse? Does it apply to satellite houses and if not, why not? Also, support from Cal Poly PD would certainly be helpful. Thank you for your time and sympathetic attention to this problem. Sincerely, Sandra Rowley Chairperson, RQN 2
