SUBJECT: JOHNSON AVENUE 16 INCH WATERLINE REPLACEMENT PHASE 1,
SPECIFICATION NO. 91192
RECOMMENDATIONS
1. Approve plans and specifications for the Johnson Avenue 16 inch Waterline Phase 1 Project,
Specification No. 91192.
2. Approve the release of the Johnson Avenue 16 inch Waterline Phase 1 Project under the 2010 City
Standard Specifications and Engineering Standards.
3. Authorize staff to advertise for bids and authorize the City Manager to award the contract if the
lowest responsible bid is within the Engineer’s Estimate of $900,000.
DISCUSSION
Background
The City’s water distribution system is comprised of 184 miles of pipe with diameters ranging in
size from four inches to 30 inches. Some of the pipes that make up the City’s water distribution
system have been identified as undersized and beyond their design life. In recent years waterline
breaks on some of the City’s busiest streets have been disruptive and expensive to repair. Waterline
breaks tend to undermine the roadway requiring full depth reconstruction to properly rehabilitate the
road.
Scheduled replacement of waterline pipes will result in lower costs and reduced customer impacts
associated with emergency repairs.
Project
This project will replace approximately 3,000 linear feet of 12 and 16 inch cast iron waterline on
Johnson Avenue between Iris and the Bishop Pump Station, which is five hundred feet northeast of
the Johnson and Bishop intersection. Additional pipe work will also be completed on Bishop Street
between Johnson and Augusta.
The new waterline will be a ductile iron (DI) pipe, which is more durable and stronger than the
existing. A cost and benefit analysis was completed and DI pipe was determined to be more
feasible for this project because of the pipe’s anticipated life span of 100 years, strength, and typical
installation rates. Installation of DI pipe does not require the usage of any specialized equipment,
which will result in a reduced construction period.

1. Impacts to Nearby Critical Facilities
The start of construction for this project is scheduled to coincide with the summer session of the San
Luis Obispo High School. Staff anticipates that by completing the majority of the work during the
summer, the project will be completed faster and with less inconvenience to the public. Working
hours have also been specified to reduce disruption to traffic, residents, and businesses.
The French Hospital water service will not be disrupted during construction. When the waterline
adjacent to the Hospital was replaced three years ago the City was able to install a redundant water
service for the Hospital. In the event of a waterline failure, French Hospital’s water service will be
switched to another waterline and the service continues.
2. 2010 versus 2014 City Standards
On February 18, 2014, Council adopted the 2014 City Standard Specifications and Engineering
Standards. Council also authorized the release of projects on a case by case basis under the 2010
City Standard Specifications. The design of this project is consistent with the 2010 Standards as it
was substantially complete at the time of Council’s February 2014 action on the new standards.
The work was completed by a private consultant and conversion to the new standards will add cost
and delay to the project. It is preferable to replace this significant line in the system as soon as
possible.
CONCURRENCES
This project is exempt from environmental review since it is a maintenance and replacement project
and a Notice of Exemption has been filed through the Community Development Department.
FISCAL IMPACT
The Johnson Avenue Waterline Replacement project is identified in the 2013-15 Financial Plan,
pages 3-114 to 3-119. In order to minimize interruption to San Luis High School, implementation
of the phases listed in the Financial Plan has been reorganized. $910,000 was identified for this
phase of the project (2014-15 Project List), which is consistent with the Engineer’s Estimate.
Funding of $1,350,000 for other replacement waterline sections immediately in front of San Luis
High School (2013-14 Project List) will be moved to 2014-15 so that work can be accomplished
during summer break.
The Water Distribution System Improvement Master Account currently has an available balance of
$1,342,512, which will be transferred to the subject project upon award of the contract. The
estimated project costs are displayed below.
