Directed Giving/Meter Donation Station Project
Partnership Agreement
I. PURPOSE
This Partnership Agreement includes representatives from the City of San Luis Obispo (the
Police Department, Community Development Department, Parking, Finance & IT, the Public
Works Department and the Parks & Recreation Department), the United Way of San Luis
Obispo County, and the Downtown Association (DA), in a joined effort as the Directed
Giving/Meter Donation Station Project Team.
The purpose of this Partnership Agreement is to provide guidance for the roles and
responsibilities of the Directed Giving/Meter Donation Station Project Team to plan, implement,
install and operate meter donation stations within the City of San Luis Obispo.
The goal of this partnership, through the use of directed giving is to:
1) Provide assistance to help willing individuals transition out of homelessness.
2) Enhance community awareness and change the culture to stop the enabling and
destructive behaviors associated with panhandling.
3) Provide an immediate alternative to give directly in a meaningful and lasting way.
4) Promote a safe and vibrant area for those that live, work and visit our Downtown.
II. PROJECT TEAM EXPECTATIONS
A. Expectations of the City of-San finis Obispo
- Facilitate coordination of the Project Team responsibilities (Police)
- Assist with marketing and outreach (All)
- Create and administer website design for homeless solutions and directed giving (CDD)
- Acquire and install meters on approved City/Private property (Parking and PW)
- Maintain, repair and collect coin from dpwntown donation meters (Parking)
- Assist United Way with the transfer of donated funds (Parking)
- Initiate and oversee the Public Art process if applicable (P &R)
- Provide fiscal accountability for pity of SLO involvement (F &IT)
B. Expectations of the Downtown Association
- Provide recommendations for meter placement (both public and private property)
- Coordinate with business owners for the installation of meters on private property
- Actively participate in marketing strategies that will promote the project and inform the
public
- Oversee the Public Art process for private donations if applicable

C. Expectations of the United Way of San Luis Obispo County
- Receive and manage donated meter and sponsorship funds
- Distribute sponsorship funds for start-up costs and public art project
- Distribute funds to aid and transition people away from homelessness in consultation
with project stakeholders
- Provide the City and DA with a quarterly report of funding and distribution
- Assist with marketing and outreach to promote the project and inform the public
D. Expectations of the Meter Donation Station Project Team
-Meet as needed to evaluate and discuss the meter donation program
- Finalize and recommend placement locations of donation meters
- Collaborate to provide guidance and recommendations for the Public Art process
- Collaborate to identify recipients of donated meter and sponsorship funds
- Create, implement and sustain a meter sponsorship program
The Project Team agrees to provide oversight and direction for the Directed Giving /Meter
Donation Station project for an agreed;upon term of one -year. At the conclusion of the year the
Partnership Agreement will expire and the Project Team will evaluate the program and its
effectiveness. At that time a new Partnership Agreement will be created defining the agreed
upon roles and responsibilities of the Project Team.
