Dear Chair Mills and Members of the ATC, Per the City website, "The purpose of the Active Transportation Committee (ATC) is to provide oversight and policy direction on matters related to bicycle and pedestrian transportation in San Luis Obispo and its relationship to bicycling and walking outside the City." (emphasis added) The information provided to you by SLOPD shows that during the 10-year period, 2013-2022, there were no children cited for riding on the sidewalk - only individuals old enough to know better. Yes, there are children in my neighborhood who slowly ride three-wheel or small two-wheel bicycles on the sidewalk - almost always accompanied by a parent who makes sure they do not conflict with pedestrians. In other words, the current policy works. I am disappointed that as a group you do not seem to be looking out for the 'pedestrian' portion of your charter. Bicyclists have streets and bike lanes; pedestrians have sidewalks. Putting bicycles on sidewalks is dangerous for pedestrians, especially parents with baby carriages and/or toddlers and those who are frail or disabled, even with the exceptions suggested. And, yes, we have all of these individuals in my neighborhood as do other neighborhoods around the city. Even the neighborhoods abutting Cal Poly have families with children as well as senior citizens. If you are really looking out for pedestrians the answer to "Consider whether the Committee should investigate possible changes to the prohibition on bicycle riding on sidewalks" should be a resounding "No." Sincerely, Sandra Rowley SLO Resident 1
