DISCUSSIO N
Backgroun d
The purpose of an Airport Land Use Plan (ALUP) is to encourage compatible land uses in th e
• vicinity of an airport . This plan sets out standards and development restrictions to provide for th e
"orderly growth of each public airport and the area surrounding the airport" while safeguarding "th e
general welfare of the inhabitants within the vicinity of the airport and the public in general .l "Th e
Airport Land Use Commission (ALUC) is an autonomous, independent body supported by Count y
staff and is responsible for developing and administering the ALUP for the San Luis Obispo Count y
Regional Airport .
Why is this update needed ?
There are several reasons why the update is needed .
1)The current ALUP was first adopted in 1973 and updated in 2002, 2004, and 2005 .
2)The last update to the ALUP was adopted prior to the most recent update to the Airpor t
Master Plan (2006). The Airport Master Plan provides information regarding the long term
plans for the airport, including any future runway extensions, facility construction, and
operational practices that may affect surrounding land uses . The ALUP is expected t o
reflect the most recent Master Plan information .
3)The City and County have experienced challenges in determining the exact locations o f
safety zone boundaries contained in the ALUP . An update of the ALUP will ensure future
determinations of consistency with the plan will be made according to the most up-to-dat e
and accurate information .
The ALUC held meetings on October 4, 2012 and October 17, 2012 to consider the scope and
process, and authorized County staff to begin the process to update the ALUP . One of the primary
purposes of the update will be to provide accurate information for the airport area by digitizing an d
creating GIS based safety zones . Because the safety zones were first adopted in 1973, they wer e

mapped in analog format without geospatial reference points . This has made it difficult to
accurately overlay airport safety zone boundaries to City maps . The amendment will reevaluate th e
technical basis of the safety zones and put the maps into a GIS-based format so they can be easil y
and accurately used.
In addition to the mapping issue, the City has experienced several instances where airport safet y
zone restrictions have prevented the City from meeting General Plan infill goals and mixed us e
development policies . In particular, Safety Zone 1C and Safety Zone 2 have curbed efforts t o
establish residential uses on properties and have limited proposed density in the South Broad Stree t
corridor area and Southwood Drive area .
An update to the ALUP will respond to the City's desire to look at options for addressing th e
underlying concerns that generated the safety zone boundaries . Staff has consulted the Californi a
Airport Land Use Handbook ("Handbook") which provides minimum guidelines for airport safet y
zones . The Handbook emphasizes that each ALUC should use the guidelines as a starting point and
adjust the described safety zones to reflect local conditions . However, the current ALUP does no t
discuss or document what local conditions resulted in the establishment of more restrictive zone s
around the airport . Furthermore, the Handbook indicates that some safety zone boundaries are
established based on the community's perception of risk .
The airport is clearly a vital economic driver in the community and staff is very mindful of its rol e
in the economic viability of the region . The goal is to fmd a balance that recognizes safety needs o f
the airport along with the goals of infill development to fulfill the General Plan . This update proces s
creates an opportunity for the City to have a more participatory role in how safety zones are define d
and what use restrictions might be appropriate for each zone, as well as to engage the community i n
defining its perception of risk .
The ALUP amendment has significant implications for the ongoing Land Use and Circulatio n
Element (LUCE) update . The safety zone land use constraints will become critical to the LUC E
update assumptions . State legislation in AB 32 and SB 375 directs local jurisdictions to promot e
residential infill and intensification . Clear and balanced safety and associated restriction s
boundaries as part of an updated ALUP will provide City staff with guidance during the LUC E
update process so that development alternatives and environmental review can be evaluated withou t
the need for safety zone interpretations by the Airport Land Use Commission .
What is the City's role in this process ?
The Airport Land Use Plan influences development within the City . However, the ALUP i s
developed by the Airport Land Use Commission and that Commission is supported by County staff .
The City's role, therefore, is one of support and participation to the extent that the Airport Land Us e
Commission will allow such participation . In order to participate most effectively, the City ha s
engaged the services of an airport land use consultant .
Why is a change in consultant scope needed ?
In 2010, the Airport Land Use Commission (ALUC) indicated it would undertake an update to th e
Airport Land Use Plan as a result of difficulties in identifying how a safety zone boundary woul d
affect the Chevron Tank Farm project proposal . In response, the City distributed a consultant

services request letter to airport land use consultants to provide technical support for the Cit y
through the update process . Johnson Aviation was selected from this review process and awarde d
the contract .
The City was concerned that, without these services, City staff would not have the necessar y
technical expertise or support . The consultant was hired to provide information, technical review ,
and experience and make appropriate recommendations to address safety zone concerns . Johnson
Aviation was selected due to its experience and past creative work with Airport Land Us e
Commissions in challenging settings related to development near airports throughout the state .
Subsequently, the Airport Land Use Commission made an interpretation that allowed the Chevro n
project to be evaluated through the EIR process and put the decision to update the Airport Land Us e
Plan on hold . Since last Spring, City staff has been in consultation with County staff to initiate th e
effort to update the safety zones .
In October, the ALUC agreed that an update was needed and invited City staff to participate in th e
process through a series of technical sub-committee meetings . Johnson Aviation is a ke y
contributor in these meetings and therefore the scope of work needs to be amended to cover th e
additional work associated with the consultant's participation . Because the contract with Johnso n
Aviation will now exceed $25,000,the City Council is required to authorize the additional work .
Amended Scope of Work for Airport Land Use Consultan t
•The ALUC directed the ALUP amendment to be evaluated in two phases by two separat e
subcommittees comprised of Airport Land Use Commissioners, Airport Management, and City an d
County staff. Phase 1 will involve a technical "clean-up" of the S-1 safety zones to reflect th e
Airport Master Plan and provide GIS mapping of these zones . Phase 2 will entail a review of Safet y
Area S-2 boundaries, which cover a wide area of the City and describe the Airport Influence Area .
City staff (LUCE project manager and GIS manager) and the airport land use consultant will b e
involved in both processes . The full ALUC will consider recommended updates to the plan an d
County staff will need to provide the environmental review of proposed changes as well as produc e
the final document.
CONCURRENCE S
The ALUC has agreed to City involvement and has already begun the update process and sub -
committee meetings . The County staff liaison to the ALUC has welcomed City and consultan t
participation in the process .
FISCAL IMPAC T
The City encumbered $18,200 from the General Fund in 2010 for a more narrowly scoped update o f
the ALUP . Of this $18,200 encumbered,$3,869 has been spent to date for consultation, review o f
documents and the first series of sub-committee meetings . Johnson Aviation has provided a revised
scope of work to reflect costs associated with providing the higher level of technical involvemen t
•and site visits associated with the proposed ALUP update .

The revised scope shows a cost of $46,810 leaving a shortfall of $32,479 . The developer of th e
proposed Avila Ranch project has agreed to reimburse the City for the change in scope because th e
safety zones affect this subject property . While the scope of work is much broader than what i s
necessary to look at the safety zones for Avila Ranch property, a comprehensive analysis i s
necessary in order to develop a technical basis for the safety zones for all City areas, including bu t
not limited to Avila Ranch . The consultant contract will remain between the City and Johnso n
Aviation and the City will direct all consultant activities .
No additional General Fund allocations are required . Staff's participation in the study is currentl y
within the scope of work of the LUCE effort and activities related to the consideration of rezonin g
the Avila Ranch property from Business Park to Residential .

Dear Ms . Murry:
Thank you for the opportunity to provide this Proposed Amendment to the subject Agreement to assist th e
City of San Luis Obispo (City) with airport land use planning for the San Luis Obispo (SLO) Count y
Regional Airport . It was helpful to discuss this project with you and to meet with the Airport Land Use
Commission (ALUC) and staff . We are immediately available to begin work on the project.
•The following is a list of tasks necessary for the project based upon our discussions and input from th e
ALUC . These tasks are followed by a preliminary schedule and budget for each task .
+Task 1 :Technical Mapping : Using the calculations that were the basis of the current safety
area boundaries, Consultant will work with SLO City GIS staff to produce a GIS map of th e
airport safety areas . The ALUC is encouraged to utilize direction from the 2011 Californi a
Airport Land Use Planning Handbook as modified to meet the adopted Airport Master Plan and
local conditions (and corrected for centerline of runways). Differences between these two, if they
exist, will be documented and mapped for ALUC consideration . Consultant will identify any
proposed changes as a result of this mapping effort and if any mapping changes would impac t
narrative or tables in the body of the ALUP, then develop a complete list of these propose d
changes or provide a proposed replacement narrative and/or tables .
Task 1 Meetings : Assumes 3 ALUC Subcommittee/Working Meetings and 3 Conference Call s
+Task 2 :Safety Area 2 :Consultant to provide an evaluation of safety concerns that lead to th e
location of Safety Area 2 as defined/depicted in the current ALUP . Consultant will offer a men u
of options for ALUC consideration based upon experience with other airports and Airport Lan d
Use Commissions in similar circumstances and based upon guidance provided in the Handbook .
Task 2 Meetings : Assumes 1 ALUC Subcommittee/Working Meeting and 3 Conference Call s
