CODE RELATING TO WATER SERVICES (MATTINGLY/HORTON/MUNDS)
Recommendation
Adopt Ordinance No. 1597 (2014 Series) entitled “An Ordinance of the City
Council of the City of San Luis Obispo, California, amending Chapter 13.04
Water Services of the City of San Luis Obispo’s Municipal Code” (intro. on
03/18/14).

1. Approve the Request for Proposals for Landscape Maintenance Services,
Specification No. 50200-2014LS.
2. Authorize staff to advertise the Request for Proposals for Landscape
Maintenance Services, Specification No. 50200-2014LS.
3. Authorize the City Manager to award agreements for Landscape Maintenance
Services, Specification No. 50200-2014LS, if the total is within the available
budget of $366,300 for landscape services.
BUSINESS ITEMS
B1. RECOMMENDATION FROM THE LOCAL REVENUE MEASURE ADVISORY
COMMITTEE AND REQUEST TO PROVIDE DIRECTION REGARDING A
POTENTIAL REVENUE MEASURE FOR THE NOVEMBER GENERAL
ELECTION BALLOT (LICHTIG/CODRON/DAVID – 60 MINUTES)
Recommendation
1. Receive and file the final report and recommendation from the Local Revenue
Measure Advisory Committee (LRMAC).
2. Direct staff to prepare language for a potential revenue measure to be
considered for placement on the November 2014 general election ballot, and
return to the City Council for further direction or action no later than July 2014.
B2. REQUEST FOR PROPOSALS FOR CONSTRUCTION MANAGEMENT
SERVICES FOR THE US 101/LOS OSOS VALLEY ROAD INTERCHANGE
IMPROVEMENT PROJECT (GRIGSBY/ROWLAND)
1. Approve the Request for Proposals for construction management services for
the US 101/Los Osos Valley Road Interchange Improvement Project,
Specification No. 99821.
2. Authorize staff to advertise for construction management services for the US
101/Los Osos Valley Road Interchange Improvement Project, Specification
No. 99821.

3. Authorize the City Manager to award a contract up to $2,408,315 for
construction management services when funding becomes available for the
construction management phase.
4. Authorize the transfer of $759,475 from the Land Acqu isition phase to the
construction management phase of the 99821 project account.

PH1. REVIEW OF PRE-APPLICATION CONCEPTUAL MATERIALS FOR THE
PROPOSED SAN LUIS RANCH PROJECT, WHICH ENVISIONS A MIX OF
RESIDENTIAL, COMMERCIAL, AND OFFICE USES WHILE PRESERVING
OPEN SPACE AND AGRICULTURAL LAND ON THE 131.3 -ACRE
PROPERTY (1035 MADONNA ROAD, FORMERLY KNOWN AS DALIDIO)
(JOHNSON/RICKENBACH/DAVIDSON – 90 MINUTES)
Recommendation
1. Adopt a Resolution entitled “A Resolution of the City Council of the City of
San Luis Obispo, California, authorizing initiation of an application for the
proposed San Luis Ranch project, including related actions in support of the
application.”
2. Approve the Processing Memorandum of Understanding between the City of
San Luis Obispo and Coastal Community Builders, Inc., which provides the
framework for the planning process and evaluation and implementation of
fees and mitigation measures.
3. Authorize staff to initiate discussions with applicants for a Development
Agreement to establish certain development rights and developer
commitment to construct and pay for certain amenities for the City benefit.
4. Authorize staff to issue a Request for Proposals to prepare an Environmental
Impact Report for the project.

staff or other resources for factual information, request staff to report back to the
Council at a subsequent meeting concerning any matter, or take action to direct staff to

ADJOURNMENT - CLOSED SESSION FOR APRIL 9, 2014 AT 3:00 P.M.
Adjourn to an Adjourned Regular Meeting to be held on Wednesday, April 9, 2014 at
3:00 p.m. for discussion of public employee performance evaluations and to conference
with labor negotiators relative to the City Manager and City Attorney. The meeting will
convene in the City Council Chambers located at 990 Palm Street, San Luis Obispo,
California. The City Council will then recess to the Council Hearing Room to discuss
closed session matters.

A subsequent Adjourned Regular Meeting will be held on Thursday, April 10, 2014 at
4:00 p.m. to continue discussion of public employee performance evaluations and to
conference with labor negotiators relative to the City Manager and City Attorney. The
meeting will convene in the City Council Chambers located at 990 Palm Street, San
Luis Obispo, California. The City Council will recess to the Council Hearing Room to
discuss closed session matters.
