SUBJECT: 2014 APPOINTMENTS TO CITY ADVISORY BODIES
RECOMMENDATION
In accordance with the recommendations of the Council Subcommittees:
1. Make appointments to the City's Advisory Bodies effective April 1, 2014 as set forth
below and direct the City Clerk to continue to recruit for the unfilled position on the
Construction Board of Appeals.
2. Waive Council Policies and Procedures Section 6.7.2.5 and appoint Louise Justice to the
Mass Transportation Committee and Personnel Board for terms to expire March 31, 2018.
DISCUSSION
Background
San Luis Obispo has a long history of involving its residents in the business of City government.
Holding a position on an advisory committee and/or commission provides an opportunity for
interested residents to participate in the governing of their community under guidelines and
procedures established by Council. The City holds an Annual Advisory Body Recruitment to fill
those positions which commence on April 1st.
This year the City recruited to fill 25 scheduled and unscheduled advisory body positions. The
recruitment was conducted between December 2013 and January 27, 2014. A total of 61
applications were received. Council Liaison Subcommittees conducted interviews during the
month of February. The following recommendations will fill 24 of the vacancies. One vacancy
will remain unfilled on the Construction Board of Appeals. The City Clerk and Staff Liaison will
continue to recruit for this vacancy.
Council Policies and Procedures Section 6.7.2.5 states that as a general policy, an applicant shall
not be appointed to serve on more than one advisory body. Louise Justice has served on the
Mass Transportation Committee since March 2010 and has been recommended for a second term
to expire in March 2018. The Personnel Board Subcommittee has also recommended that Louise
Justice be appointed to the Personnel Board and requests that Council consider waiving its policy
related to concurrent terms on Advisory Bodies. Louise Justice has expressed a willingness and
desire to serve on both advisory bodies.

3. Appoint Allen Root to a four year term expiring March 31, 2018.
4. Appoint Amy Nemcik to a two year term expiring March 31, 2016.
Bicycle Advisory Committee (Subcommittee Members Carpenter & Smith) 5 applicants
1. Reappoint Peter Deragon to a four year term expiring March 31, 2018.
2. Appoint Paula Huddleston to a four year term expiring March 31, 2018.
Construction Board of Appeals (Subcommittee Members Carpenter & Smith) 1 applicant
1. Appoint Stacey Neely to a four year term expiring March 31, 2018.
2. Continue to recruit for one unfilled vacancy for a representative with disabilities.
Cultural Heritage Committee (Subcommittee Members Ashbaugh & Carpenter) 5 applicants
1. Reappoint Victoria Wood to a four year term expiring March 31, 2018.
2. Appoint Hugh Platt to fill a four year term expiring March 31, 2015.
Human Relations Commission (Subcommittee Members Smith & Ashbaugh) 4 applicants
1. Reappoint Michelle Tasseff to a four year term expiring on March 31, 2018.
2. Appoint Gene Strohl to a four year term expiring on March 31, 2018.
Jack House Committee (Subcommittee Members Carpenter & Ashbaugh) 2 applicants
1. Appoint Eva Ulz to a four year term expiring on March 31, 2018.
Mass Transportation Committee (Subcommittee Members Smith & Christianson) 3 applicants
1. Reappoint Elizabeth Thyne as the Senior Representative to a four year term expiring March
31, 2018.
2. Reappoint Louise Justice* as the Alternate Representative to a four year term expiring March
31, 2018.
3. Reappoint Anthony Pinkerton as the Alternate Representative to fill a four year term expiring
March 31, 2018.

Tree Committee (Subcommittee Members Ashbaugh and Carpenter) 4 applicants
1. Reappoint Ben Parker to a four year term expiring March 31, 2018.
Applications of those who were unsuccessful in this process will be kept on file for the next year
and notified of any subsequent vacancies.
