ThisisaproblematicintersectionthatwillonlygetworsewithtrafficgeneratedbySanLuisRanchandother developments, includingFroomRanch. Thisintersection’scurrentconfiguration, norightturnonlylaneandabikelanethat “merges” withtherighthandtravel lane, posessafetyissuesforpeopleonbikes. There'snoroomtocarveoutarightturnonlylanewithaClassIIthrough bikelane. MyunderstandingisthattheapprovalofSanLuisRanchincluded noimprovementstothisintersectiontomakeitsafer forpedestrians andpeople on bikes becauseofconcernovercoststothedeveloper andultimately newhomeowners. RegardingtheFroomRanchSpecificPlandiscussion: TheintersectionofAutoParkwaymustbedesignedwithfullright turnlanesandthroughClassIIbikelanesbothnorthandsouthbound. Thefullintersectionshouldbeprotectedforboth peopleonbikesandpedestrians, includingfourcrosswalks. Consideration shouldalsobegiventorequiringthe developer ofFroomRanchtocontributetowardwideningtheFroomRanchRoad/LOVRintersectiontomakeitsaferfor people onbikes andpedestrians. Majorsafetyimprovementsareneededtoencourage peopletoridebikesratherthan driveortheCityofSanLuisObispowillnotachieveits20percenttrips-by-bikegoalorsustainabilitygoals.
