There maybesignificant, unavoidable, andextensiveimpacts thatmayrequire extrememitigationmeasures, makingit impracticalforthisCommissionorthepublictoevaluatetheprojectandmakeinformedopinions and/orcomments. Itseemsthisreview putsthecartbeforethehorseandisunfairtothis Commissionandthepublicinthatallofthenecessaryinformation isnotyetavailable toreview. Asanearly40yearresidentoftheLagunaLakearea, Iammostconcernedaboutthetraffic. Asyou allknow, LOVR, MadonnaRoad, andSouthHigueraarealreadyheavilyimpactedwithtraffic congestion. Councilhasapproved thefirstphaseofSanLuisRanch, withoutrequiring the construction ofthePradoRoadOverpass. CouncilalsoapprovedthefirstphaseofAvilaRanch withoutextendingBuckleyRoadtoSouthHiguera. Manyofuslivingintheareaareincensedthatour cityleadersareallowingtheinitialphasesoftheseprojectstobebuiltwithoutthesemuchneeded mitigations torelievesomeofthecongestion andimprove trafficcirculation inthearea. NowtheFroomRanchprojectiscomingforward withseniorandmulti-familyhousingtraffic, addingto theexistingandfutureextremecongestion. Theadditionaltraffic fromthisproject, coupledwiththe othertwoprojects, willtipusover theedgetototalgridlock onLOVR--particularlysinceanothertraffic signalisproposedforthisprojectatAutoParkWay. ThiswilltotalSEVEN, yesSEVEN, trafficsignals onLOVRfromMadonna RoadtoSouthHiguera--arelativelyshortdistance. It'sunfathomableto believe that aproperEIRwon'tfindthisimpactsignificant, unavoidable, andnotmitigatable. Itmakes sense thatanyonereviewing thisprojectwould need toknow allsignificantimpacts before givinganydirectionor makinganyknowledgeablecommentordirection onthisproject. However, if youarerequiredtodosoatthismeeting, Ihopeyourdirectionand/orcomments willnotbe interpretedastacitapprovalofthisprojectinitscurrentformandthatitisunderstood byallthatthis projectcannotbefullyevaluateduntilanEIRispresentedandthisCommissionandthepublichave hadanopportunity tothoroughlyreviewitandprovideinput.
