�'e live at Los Verdes Park 1, lacated rlear the intersectiari af Sauth Hi�uera arld Las Osos
Valley Raads. VI'e want to register aur cQricerrls regardiri�the traf�c congestion and circulatiari
issues, increasirl� paor air-quality, iricreasing raad noise, arld the difficulty we face each time we
try t❑ exit Qr enter Qur hameowner's associatian on Las Verdes Drive. Same examples of traftic
issues include the recent road "impro�•ements' t❑ LJS Hi�hway Ifl I sauthhaund aff-ran}p at Las
❑sas Valley Raad [LQVR}. This new ❑ff-ran}p turned ❑ut t�be warse than the temparary
di��erted ❑ff-ran}p that fallawed Calle J�aquin franta�e r�ad. Naw traffic hacks up ❑nta the
hi�hway int�the traffic lanes makin� it��ery unsafe ta exit the highway. The left turn lane ant�r
LQVR is taa shart and the ri�ht turn lane is t�a hea��ily inlpacted by traffic aften backin� up antv
the hi�hway. The Froam Ranch de�elapn}ent will add ta the traf�c exitin� the hi�hway at
LQVR. This ❑ff-ramp, e��en if it is extended ta 350 feet as prapased, it will still be inadequate ta
safely exit the hi�hway durin� many h�urs each day.
Additiarially, ari several accasions as we ha��e waited at the si��lal at the L�VR sQuthhaund
oft-ramp fram US Hi�hway 1 fl 1, we ha��e winlessed drivers speed thrau��h the intersection whe�l
our li�ht is �reen. V►'e belie��e that this is i�l part diie to the si��lal at Calle Jaaqui�l confusin�
dri��ers as they pass throu�h the off- a�ld a�l-ramp i�ltersectiarl j ust 3Dfl feet away from the Calle
Jaaqui�l si�nal. There have beerl ma�ly accidents at these iritersectiaris and a third si���lal at the
Froam Ranch entrance will nat help matters. L�VR is already �reatly impacted and recently a
womarl was killed at the irltersectiarl of LOVR arld Calle Jaaqui�l. Additionally, the LOVR right-
tunl-lane a�lto US Hi��hway 141 is i�ladequate ta ha�ldle the amaunt of��ehicles that use it e��ery
day as it stands taday and traffic �ften backs up all the way ta the Han}e DepatlCastca sh�ppin�
centers.
lf Fr�oil} Ranch de��el�pil}ent is appr��ed, there will be fnur sig�fals within one-half mile
stretch of roadway along LQVR. Haw can the City allaw this`? Better infrastructure plannin�
must take a pri�rity a��er de��elaper demands and de�elapers n}ust nat be allawed ta far�a
pran}ised n}iti�atian n}easures after their praject has been appra�ed and built aut. A�ila Ranch
de��elapment durin� Phase lwas suppased ta adjust the Hi�uera and LQVR si�nal tiil}in� after
the interchan�e was campleted and this has n�t he dane ar it was nat dane tv allaw enau�h af a

The City is curreiitly reelin� fr�ii� all tt�e de��el�piilents currently ❑n-�ain� wittti iil}ii�ense
am�w�ts ❑f traffic can�estian and an abundance ❑f trucks, which are tearii�� up the raads daily.
The intersectian �f LQVR and S�uth Hi�uera is already ��ery c�n�ested, t��narraw, taa hea�ily
tra�eled, rated F, and needs n}iti�ati�n. The prapased LQVR Bypass n}ay help with cangestian at
this part af tawri,�ut it is not currently �eing funded. A T1F for the LOVR Bypass must be
esta�lished rlaw ta pla�l for its future carlstruction.
V►'e urldersta�ld the need in the commu�lity ta provide senior care for all levels of i�lcame, the
lieed far more affordable housing, and we are not oppased ta the Fraom Ra�lch project; howe��er,
it is the la�atian of the praject that is of concern.
The Froam Ranch de��elapment is rlat well placed iri the cammunity and it will have Qrily arle
operl exit wherl an emer�erlcy strikes. The ather twa��ehicle exits will require emer�ency
persarinel to physically unlock the �ate a�ld remo�e bollards far vehicles ta exit. VI'e da not
understand haw this de��elapment cari be allawed to be built without apen emergency exits. hl an
emer�ency, these exits will nat he in}mediately a��ailable far use. Additianally, all the exits
funnel ❑nta L�VR, which will be in}mensely impacted with traffic durin� a wildfire ar�ther
disaster.
�ne su��estian t� help reduce the traffic al�n� LQVR (if the Fraan} Ranch �e��elapiilent is
appr��ed}, is that the 27 affardahle hausin� units shauld be first affered t�einpl�yees warkin�
❑nsite, �r be affered ta eli�ihle en}playee family-n}emhers {if the aff�rdable unit is in the care
faciliry partian}, be pem}anently resale restricted {if the unit is saleable}, and remain ansite
emplayee hausin� in perpetuity.
The city �leeds to require mare fram the de��elaper(s}and to hold them ta their promises.
V►'e ask that you at a minimiim carlsider and exami�le the fallowing:
• Examirle rurrenf L�VR traftic prablems and address the problems prior to approvili�
m�re de�el�pn}ent
• Estal�lish a T[F for the L�VR Bypass
• Hald de�elapers accauntahle far their prail}ised il}iti�atian n}easures and d�n�t let them
shirk their respansihilities
• Cansider the safety ❑f the hundreds af peaple that will be at the Fraan} Ranch
de��elapment when an en}er�ency accurs and there is anly ❑ne exit apen
• Affardable hausin� elen}ents shauld be first ❑ffered ta th�se f�lks wha are warking at the
de��elapment and he held as an affardable unit in perpetuity
