If not, I suggest consulting with the city attorney. There may be some basis for the notion that prohibiting bicycles on sidewalks discourages bicycle use, but it would be good to have some tangible evidence. Under current laws, adoption of this measure would also allow electrics bikes on sidewalks, which would further increase the likelihood of injuries. I submit that a far more critical issue regarding transportation and public safety is the use of self-driving cars. Pedestrians, bicyclists and motorcyclists are already at risk, especially under the policy of allowing testing of these vehicles on public roads. A situation for which, so far as I know, the public has not provided consent. Below is a photo of the Monterey St. bike parking space on a recent warm Saturday afternoon. Thanks for your attention.
