Proposed Allocation of Unassigned Local Revenue Measure Funds Dear Commission members, How does the North Chorro Neighborhood Greenway project meet cost-benefit analysis? I just cannot see that even using the most generous estimates for increased bicycle ridership along this route, reduced VMT (and associated environmental benefits), along with adding generous cost savings from reduced healthcare costs that this project now estimated to cost a bit over $6 million could provide benefits that exceed costs. I think you've got a duty to insure the funds are providing benefits that exceed the costs for this particular project. Also, I have questions as the use of City funds being shifted from other maintenance accounts. That doesn't seem very prudent. I'm also wondering about the use of funds that are directed to the water systems improvement project. Are those monies coming from either the Water or Sewer Enterprise funds? And are they being used for items other than water or sewer related portions of this project?. Is it legal to move Enterprise funds to the General Fund for this project?
