The City of San Luis Obispo,
City Council
Subject: Award of North Chorro Neighborhood Oreenway, Specifications No. 1000036
We are requesting that the City award to John Madonna Construction. We addressed staff concerns in our previous
letter of February 8th, attached. The below summarizes a few items in that letter.
1. We understand the City requires 50% of he work to be performed by the prime contractor. We also understand
the City requires this in order.to provide greater control. JMC could have met this requirement by shifting
material costs from the subcontractor to the prime contractor. This is a one size fits all solution that is not
required by all public agencies. John, Madonna Construction is a local contractor with 45-years of experience
building roads and infrastructure, committed to completing exceptional projects for the City and will be
responsive to meet all the project goals. We look forward to helping the City build this legacy improvement for
our community
2. The City has the ability to waive.any bid informalities as long as the City is providing a fair and transparent
process. John Madonna Construction provided the City a fair bid and we are requesting that Council waive this
minor informality, providing this local contractor and local workers the ability to construct this project.
3. There are no bid protests for this project. Lets', make a decision to save the community resources and build this
important improvement for our community.
In addition to the above,
• This project exceeded the engineer's estimate by a considerable amount. Awarding this project at a higher cost
than the low bid is not the best use of City resources.
• Staff indicated they have no hesitation awarding to either contractor, low bid or second bid.
• Finally, on a more personal note, this is my neighborhood. I have lived at 665 Hill Street for over 30-years and
will be driving through this project every day. Who can better understand the impacts on local residents than a
local resident?
