PUBLIC COMMENT PERIOD FOR ITEMS NOT ON THE AGENDA (not to exceed 15
minutes total)
The Council welcomes your input. You may address the Council by completing a
speaker slip and giving it to the City Clerk prior to the meeting. At this time, you may
address the Council on items that are not on the agenda. Time limit is three minutes.
State law does not allow the Council to discuss or take action on issues not on the
agenda, except that members of the Council or staff may briefly respond to statements
made or questions posed by persons exercising their public testimony rights (Gov.
Code Sec. 54954.2). Staff may be asked to follow up on such items.
CONSENT AGENDA
A member of the public may request the Council to pull an item for discussion. Pulled
items shall be heard at the close of the Consent Agenda unless a majority of the Council
chooses another time. The public may comment on any and all items on the Consent
Agenda within the three minute time limit.
C1. WAIVE READING IN FULL OF ALL RESOLUTIONS AND ORDINANCES

RECOMMENDATION: Waive reading of all resolutions and ordinances as
appropriate.

C2. MINUTES OF THE CITY COUNCIL MEETINGS OF NOVEMBER 19, 2013,
DECEMBER 3, 2013, AND DECEMBER 10, 2013 (CODRON/MEJIA)
RECOMMENDATION: Waive oral reading and approve the City Council Minutes
of November 19, 2013, December 3, 2013, and December 10, 2013, as presented.
C3. SANTA ROSA SKATE PARK PROJECT - SPECIFICATION NO. 90752
(GRIGSBY/FRASER)
RECOMMENDATION: 1) Approve plans and specifications for the "Santa Rosa
Skate Park Project, Specification No. 90752”; and 2) authorize staff to advertise
for construction bids.
C4. ADOPTION OF 2013 CALIFORNIA BUILDING AND FIRE CODES WITH
LOCAL AMENDMENTS – ORDINANCE (JOHNSON/OLSON/LEASE/MAGGIO)
RECOMMENDATION: Adopt Ordinance No. 1595 (2013 Series) entitled “An
Ordinance of the City Council of the City of San Luis Obispo, California,
amending Title 15 of the Municipal Code to adopt and amend the latest editions
of the California Building Standards Codes and adopting findings of f act to
support the amendments.”
C5. ADOPTION OF MOBILE VENDOR ORDINANCE (JOHNSON/DAVIDSON)
RECOMMENDATION: Adopt Ordinance No. 1594 (2013 Series) entitled “An
Ordinance of the City Council of the City of San Luis Obispo, California,
amending Mobile Vendors Regulations of the Municipal Code (TA 62-12).”
C6. ASSISTANCE TO FIREFIGHTERS GRANT APPLICATION FOR 2013
(OLSON/COX)
RECOMMENDATION: 1) Authorize staff to submit a grant application for an
estimated $153,000 to the Federal Emergency Management Agency (FEMA)
Assistance to Firefighters Grant Program to fund Rescue Systems – II training for
25 firefighters; and 2) if awarded, authorize the City Manager to accept and
appropriate the funds to Fire Department Training Division.

PUBLIC HEARINGS
PH1. LAND USE AND CIRCULATION ELEMENTS UPDATE (GPI/ER 15-12)
(JOHNSON/MURRY – 30 MINUTES)
RECOMMENDATION: 1) Receive a progress report on the Land Use and
Circulation Elements update; and 2) provide direction to staff regarding special
meetings on January 14th and 28th for consideration of the draft Elements for
further evaluation through an Environmental Impact Report.
BUSINESS ITEMS
B1. 2014 LEGISLATIVE ACTION PLATFORM (DIETRICK – 15 MINUTES)
RECOMMENDATION: 1) Adopt a resolution entitled “A Resolution of the City
Council of the City of San Luis Obispo, California, establishing the City
Legislative Action Platform for 2014 and appointment of Council Member and
staff persons to act as liaisons between the City of San Luis Obispo and the
League of California Cities”; and 2) appoint the Mayor, City Attorney, and City
Manager to act as the primary legislative liaisons between the City of San Luis
Obispo and League of California Cities.
B2. ADMINISTRATIVE APPEALS PROGRAM (DIETRICK/VISVESHWARA/ROSEN –
60 MINUTES)
RECOMMENDATION: 1) Provide direction on the form and process of
administrative review for administrative citations; 2) provide direction on who
should conduct the administrative review; and 3) consider whether direction
should be provided on how to allocate additional funds to the appeals program, if
they are needed.

Council Members report on conferences or other City activities. Time limit—3 minutes.
COMMUNICATIONS (not to exceed 15 minutes)
At this time, any Council Member or the City Manager may ask a question for
clarification, make an announcement, or report briefly on his or her activities. In
addition, subject to Council Policies and Procedures, they may provide a reference to
staff or other resources for factual information, request staff to report back to the
Council at a subsequent meeting concerning any matter, or take action to direct staff to
place a matter of business on a future agenda. (Gov. Code Sec. 54954.2)
ADJOURNMENT
Adjourn to a Special Meeting to be held on Tuesday, January 14, 2014 at 5:00 p.m. in
the City Council Chambers, 990 Palm Street, San Luis Obispo, California.
A Study Session will be held on Tuesday, January 21, 2014 at 4:00 p.m. to discuss
Infrastructure Financing Alternatives. The Regular meeting will commence at 6:00 p.m.
in the City Council Chambers located at 990 Palm Street, San Luis Obispo, California.
