STAFF LIAISON: Adam Fukushima, Active Transportation Manager COUNCIL LIAISONS: Mayor Heidi Harmon and Council Member Andy Pease MAJOR ACCOMPLISHMENTS DURING PAST QUARTER: The adoption by City Council of the City's first ever Active Transportation Plan. ATC provided input on bike share and on the summer paving plan. ATC provided feedback on the Parks and Recreation Master Plan. The Urban Greening Grant was appointed to San Luis Obispo in the amount of $1.7 million. Those funds will be used to build the entire Anholm Greenway. UPCOMING ITEMS: The ATC will continue to monitor and provide input on infrastructure put in place during the Covid-19 pandemic. Officer elections will be held next month. Continuing to work towards the creation of a data driven list of projects that , if completed, will allow San Luis Obispo to meet our 20% mode share goal by 2035. Stewart and Council Member Jan Marx MAJOR ACCOMPLISHMENTS DURING PAST QUARTER: In February, 2 CBOA applicants were interviewed and subsequently appointed to terms on the Construction Board of Appeals. Nicholas (Nick) Graves was appointed to a 4-year term and Christopher Weideman was appointed to fill the remainder of a term ending in March of 2022. Committee members Robert Vessely and Gresham (Gresh) Eckrich were both reappointed for 4-year terms. On February 22nd staff conducted orientation training for new members. On April 21st a meeting was held to conduct Brown Act training by the City Attorney staff. On April 26th, hearings were held for appeals of citations at 150 Pismo/299 Higuera and 2146 Parker. Section 8 (Housing Choice Voucher Program) Approximately 2,500 vouchers 100% leased (waiting list closed) Received competitive award of 75 Mainstream Vouchers for disabled homeless households. Working with CAPSLO and 5 Cities Homeless Coalition homeless clients to make placements. Last 12-month averages: 6.9 % increase in client incomes 5.3 % increase in participating landlord rents (600+LL’s) 5.8 % increase in average amount of rent assistance paid per client 2. New Housing/Major Renovations in SLO a. SLO Villages Performing major renovations at former “public housing” sites. 14 scattered sites throughout city. 2-year process will be completed in December 2021. Major tenant temporary relocation involved. Process and schedule made extremely challenging during Covid pandemic. Upon completion the original 168 units (14 locations) will increase to 175 apartments (net increase of 7 affordable apartments!), as several 5-bedroom apartments are converted to two apartments to better match today’s demographics. b. Toscano Apartments Based on scoring it appears we will receive a Tax Credit award from the state, allowing us to start construction on 39 apartments in the Toscano subdivision, adjacent to Serra Meadows. State action on award would occur in June, with construction starting no later than December 2021 (180 days from award). Housing Authority Continued… c. 736 Orcutt Road (former Maxine Lewis Shelter site), and 1422-1480 Monterey Street HASLO is owner of the former Maxine Lewis shelter site. Site plans for the former shelter site were submitted to the City this March for review and project approval. This site will provide 40 apartments of permanent supportive housing for “houseless” persons (i.e. homeless). HASLO recently purchased 1422 and 1480 Monterey Street (Monterey x California). Concept plans were submitted to the City and a pre-application meeting is scheduled for April 29th. The Monterey Street site will be a mixed use (commercial/residential) development providing up to 100 apartments, most likely for both seniors and small families. Modified GIA Program + Plaza Partnerships: Implemented the Modified GIA program and have awarded 23 grants and hosted two virtual event webinar series called “Think Differently.” Adjusted the program to include Plaza Partnerships & selected 4 of the 5 Plaza Partners. Council Goal Setting Process: Participated in the goal setting process for the 2021-23 Major City Goals. UPCOMING PROJECTS: The Committee will continue the banner project to including the 4th and final design series. Implement the Q4 support local campaign. Continue implementation of the modified GIA program for non-profit organizations. Establish the 2021-22 PCC budget including contract and partnership commitments. Parks and Recreation Blueprint for the Future: Public draft was presented in March to PRC 3/3), posted to public on website for feedback via Open City Hall and email, staff presentations to ATC (3/18), staff conducted virtual Community Workshop (3/25), conducted public comment at PRC (4/7). Staff preparing for City Council Study Session on May 4th, followed by presentations to Planning Committee in preparation for the presentation to City Council on July 6th. Department Programming: Youth Services childcare program at (4) school sites, Swim Center and Golf course operating under modified COVID-19 safety guidelines (since July), youth sport and activity clinics programming basketball, soccer, pickleball, fitness camps, roller skating, tennis, golf. Adult Sports returning in May with Softball. Supporting the activation of the Mission Plaza outdoor dining and attractions in collaborations with Downtown SLO. Events: no current in-person events. Department coordinated virtual and self-guided events such as Leprechaun Lost scavenger hunt, DIY egg decorating bag pick -up (270 families), Tale in Trails book collaboration with SLO County Library with a book being featured along the park trails (Meadow Park: April, Islay Park: May, DeVaul Park: June). SLO Triathlon Cancellation: Due to COVID-19 safety restrictions and adequate time and resources, staff announced the week of April 5th that the annual SLO Triathlon would be canceled for July 2021. Event requires minimum of 6 months to properly plan a safe and professional event. Ranger Service: numerous encampment clean-ups along riparian areas of Bob Jones Bike Trail, Filipponi Natural Reserve, Bianchi Reserve: over 76 encampments cleaned in past 3 months. Rangers have continued work on trail development, two walking/bike bridges, and trailhead kiosk construction at the Miossi Natural Reserve. Property is accessible , however, official opening will occur in late May. A new boardwalk was constructed at the South Hills property to protect a segment of the trial from erosion and degradation. The W inter Hours Evening Access at Cerro San Luis was approved to continue by Council at the March 16 th meeting with next steps of an updated EIR and CEQA review to occur over the next few months to prepare for winter 2021-2022 (November – March). Staff have been working on the 2021-23 Financial Plan and incorporating both the updated Major City Goals and Local Revenue Measure expectations. UPCOMING PROJECTS: N. Broad Street Park Design approved by Council; final design/RFP scheduled for late summer Emerson Park Fitness Equipment Replacement – summer 2021 (received $25K supporting grant from CPRS/NFC). Department received State of CA Parks Grant of $178K (80-85% of project) for construction of 2 pickleball courts at Mitchell Park. Staff to conduct community outreach regarding design in May with construction to occur in late summer/early fall. Staff are coordinating late spring and summer programming . DATE/TIME: Meetings set by arrangement per meeting calendar, 4-5x/year STAFF LIAISONS: Greg Hermann, Deputy City Manager COUNCIL LIAISONS: Mayor Heidi Harmon and Council Member Jan Marx MAJOR ACCOMPLISHMENTS DURING PAST QUARTER: The REOC met on February 18, 2021 and completed the following: a.Reviewed and recommended to the City Council the Long-term Community Services and Investment Priorities for the Local Revenue Measure as part of the 2021-23 Financial Plan. b.Reviewed the audited financial statements contained in the 2019-20 Comprehensive Annual Financial Report for the Local Revenue Measure. c.Reviewed the Draft 2019-20 Annual Community Report and Report-in-brief and provided feedback to staff. The REOC met on March 31, 2021 and completed the following: a.Reviewed and approved the 2019-20 Local Revenue Measure Annual Community Report. b.Reviewed and recommended to the City Council the proposed use of Local Revenue Measure funds as part of the 2021-2023 Financial plan. UPCOMING ITEMS: The next Regular Meeting of the REOC is tentatively scheduled to occur in Fall of 2021. Items will include discussing the 2021-2022 Annual Community Report and Citizen Oversight Meeting concepts and ideas and the Local Revenue Measure unaudited 2020- 21 revenues and expenditures. STAFF LI AISON: Chief of Police MAJOR ACCOMPLISHMENTS DURING PAST QUARTER: The purpose of the SLOPD’s Roundtable is to enhance communication between the community and the police department with the end goal of assisting SLOPD’s mission of providing the best possible service. The Roundtable is not an advisory body to the Council. Interim Chief Smith updated the group on the building project: Public Works is taking the lead and presented to the City Council on April 13th. Interim Chief Smith also updated the group on the Chief recruitment process and explained his decision to not apply for the position. Interim Chief Smith presented a PowerPoint pertaining to the June 1, 2020 protest After Action Report, shared the list of issues and recommendations and explained how they have been addressed. Stewart and Council Member Carlyn Christianson MAJOR ACCOMPLISHMENTS DURING PAST QUARTER: New Board Members: Welcomed 2 new Board members, Matthew Wilkins and Stephanie Bolles. Re-elected John Conner Chair and newly elected LeBren Harris as Vice Chair. Paid Media: Paused the #SLOready campaign in December due to stay-at-home orders, launched an awareness micro-campaign in February and relaunched #SLOready in March. Strategic Plan Updates: Approved revisions to the SLO TBID Strategic Plan to adjust for COVID-19 impacts and new priorities. Included the new imperative “Foster Destination Resilience.” Performed an Organizational Resiliency Assessment Brand Identity: Began a brand ID process lead by Noble Studios in alignment with the strategic plan and the new agency campaign strategy. Insights will inform the next marketing plan. Sustainability: Coordinated and hosted a virtual media event with 15+ national media in attendance focused on the theme of “Sustainable SLO.” Council Goal Setting Process: Participated in the goal setting process for the 2021-23 Major City Goals. UPCOMING PROJECTS: Continue the Sustainable SLO media pitching. Continue the development of a Diversity, Equity and Inclusion strategy for tourism promotion. Establish the 2021-22 SLO TBID budget including contract and partnership commitments. Develop the 2021-22 SLO TBID Marketing Plan. DATE/TIME: Fourth Monday of every month at 5:30 p.m. Corporation Yard, 25 Prado Road STAFF LIAISON: Anthony Whipple, Acting Urban Forest Supervisor - City Arborist COUNCIL LIAISONS: Mayor Heidi Harmon and Council Member Jan Marx MAJOR ACCOMPLISHMENTS DURING PAST QUARTER: Reviewed 7 Tree Removal Applications, which included approvals denials and recommendations on many potentially controversial tree removal requests. Reviewed development project at 650 Tank Farm. Implemented new Tree Inspection Form for use by City Arborist to use on all removal applications. UPCOMING ITEMS: Continue to modernize issues within Tree Committee information distribution and review requests for tree removals. Continuing development of an Urban Forest Master Plan. Continue working on our SLO Urban Reforestation Project being administered by ECOSLO. Advertise for new pruning Request for Proposal. Reviewing removals and making recommendations on development project improvements.
