Prescott, AZ . 86302 . 805-680-1586 . steveoeg57@gmail.com OEG 18 1102 April 28,2020 Mr.Brian Starr Studio Design Group Architects 762 Higuera Street,Suite 212 San Luis Obispo,CA 93401 Subject:French Hospital Update Trip Generation and Parking 2020 Land Use,Parking Garage Location and Off Site Staff Parking Dear Mr.Starr: Orosz Engineering Group,Inc.OEG)is pleased to provide you with this letter report to assist in the evaluation of the potential traffic impacts that could be associated with the planned 2020 land use modifications to the French Hospital Campus.Based on our experience with previous campus planning efforts,we have the background to complete the most recent request for an update to the 1993 Master Plan. In 2019,the location of the future parking garage was moved from near the Ella Street access to the western side of the French Hospital Campus.In 2020,French Hospital negotiated an off site employee parking area at the Renovate Church located 2075 Johnson Avenue,approximately 600 feet from entrance to the hospital.Parking for at least 85 vehicles could be as high as 105 spaces)is available at this off site location.Based on the proposed location of the Parking Garage and off site employee parking area,the potential traffic impacts to Ella Street and the Ella Street intersection at Johnson Drive will be reduced. 2020 UPDATE TO THE FRENCH HOSPITAL 1993 MASTER PLAN Over time,the needs of the hospital have changed.In 2018,the need for increased Hospital functions are greater than the medical office building functions previously considered in the 1993 Master Plan.A summary and contrast between the functional uses assumed in the 1993 Master Plan with the current 2020 Update is presented in Table 1. To determine the potential traffic related impacts that could be associated with the implementation of the 2020 Master Plan Update functions,the trip generation of both masterplan functional uses was prepared.As seen in Table 2 for the 1993 Master Plan,a total of 2,184 Daily ADT)trips were estimated. During the peak hours,the 1993 Master Plan could have generated a total of 210 AM Peak Hour Trips and 230 PM Peak Hour Trips. Similarly,for the 2020 Master Plan Update functions,the trip generation was estimated.For the trip generation estimates,the latest ITE Trip Generation rates were used,10th Edition.The summary of the 2020 Master Plan Update trip generation is found in Table 3.A total of 2,273 Daily ADT)trips were estimated.During the peak hours,the 2020 Master Plan Update is estimated to generate a total of 204 AM Peak Hour Trips and 219 PM Peak Hour Trips. This analysis has shown that the potential traffic impacts associated with the 2020 Master Plan Update would result in fewer trips being generated than the 1993 Master Plan during the key PM peak hour and would not significantly impact the existing roadway conditions over than that previously analyzed. WESTERN PARKING GARAGE LOCATION IMPACTS As shown in the 2020 site plan,the parking garage is proposed to be located in the southwestern corner of the French Hospital Campus and there are at least 85 off site parking spaces on Johnson Drive east of the Campus.For traffic oriented to Johnson Drive,traffic oriented to French Hospital would have approximately 75%fewer trips oriented to Ella Street to get access to Johnson Drive than previously analyzed,as the proposed parking garage has a direct drive aisle connection to Johnson Drive immediately to the north.
