HomeMy WebLinkAboutW-Trans Proposal - Multimodal Transportation I505 17th Street, 2nd Floor Oakland, CA 94612 510.444.2600 w-trans.com SANTA ROSA • OAKLAND • SAN JOSE September 10, 2019 Ms. Jennifer Rice, PTP City of San Luis Obispo 919 Palm Street San Luis Obispo, CA 93401 Proposal to Prepare a Multimodal Transportation Impact Study for the SLO Airport Hotels Project Dear Ms. Rice; W-Trans is pleased to provide this proposal to evaluate potential transportation impacts associated with the proposed Airport Hotels project to be located at 950 Aero Drive on the west corner of Broad Street and Aero Drive in the City of San Luis Obispo. The following scope of services is suggested to identify the project’s potential impacts based on our experience with numerous other transportation studies. Understanding We understand that the project as proposed includes the following: A 63,000 square foot, 100 guest room, three story hotel on one parcel. A 66,000 square foot, 118 guest room, three story hotel on the other parcel. Both hotels and guest amenities will be for guests only and not available to the public. A shared surface parking lot of 218 spaces for both hotels with access from Aero Drive. Study Area and Periods The study area will include four roadway segments and 14 study intersections. The trip generation for the project will be determined based on standard rates published by ITE in Trip Generation Manual, 10th Edition, 2017. Trip generation estimates shall identify the gross trips generated by the proposed project, as well as the net external trips (accounting for pass by, internalization or other reductions). Distribution patterns will be estimated based on 2010 census data for work-to-home commercial) trips as well as anticipated travel patterns for hotel patrons. This information, along with other key study assumptions, will be provided to staff in a memorandum of assumptions for review and comment. Should staff comments result in either a reduction or expansion of the scope, the contract amount would be adjusted accordingly. 2. A field visit of the project site and study area will be conducted. Specific at tention will be paid to sight distance for both exiting and entering movements at the site’s driveway and potential conflicts with other driveways. Appropriate field notes and photos will be taken. 3. Based on the City’s RFP, all but three traffic counts for the study roadway segments and intersections are assumed to be available from City staff, along with Master Synchro Network files. New a.m. and p.m. peak period data collection will be conducted when schools are in session, at the following intersections: Broad St (SR 227)/Aerovista Pl (int. #2) Tank Farm Rd/Santa Fe Rd (int. #10) Tank Farm Rd/Long St (int. #11) 4. Existing conditions will be documented based on the counts obtained and observations during the site visit. These results will be presented in text, a level of service table, figures showing existing lane geometries, controls and volumes, and calculation output. Intersection delay and auto level of service for each analysis scenario identified above will be conducted using Synchro analysis software and methodology from the current edition of the Highway Capacity Manual in effect upon execution of this contract. Vehicle queuing analysis shall be conducted using Synchro analysis software, and validated or adjusted based on in person Ms. Jennifer Rice, PTP Page 3 September 10, 2019 observations of intersection queues during each peak hour analysis period. We understand that SimTraffic microsimulation analysis may be required for oversaturated conditions or other locations where Synchro is not capable of accurately reflecting intersection observed geometrics/operations. 5. Multimodal roadway segment analysis will be conducted for the two peak hour analysis periods. The analysis shall be based upon the current version of the Highway Capacity Manual. 6. Future volumes at the study intersection and roadway segments, as developed by the City’s Travel Demand Model, will be used to project future cumulative operating conditions assuming planned future infrastructure improvements. 7. Appropriate mitigation measures will be developed for any identified project-related impacts. The project’s fair share of costs for any recommended mitigation measures will be determined using the methodologies accepted by City staff. 8. Site access will be analyzed in terms of new roadway configurations, intersections, and driveways. We will analyze the adequacy of facilities for pedestrians, bicyclists and transit riders. The adequacy of emergency access will also be assessed. 9. A safety analysis will be conducted, including a review of collision records for the study intersections for any trends or patterns, and the intersection segment collision rates calculated. Special attention will be paid to see if the proposed project would contribute to crash factors and how they might be mitigated. 10. A Route 227 Fee Area analysis will be conducted to determine the number of trips added to Buckley Road along with potential impacts to SR 227. 11. A draft report that provides details of the analysis and findings, together with tables and figures, will be prepared and submitted for your review. 12. Comments from City staff will be addressed, and a final letter report submitted. Comments that require analysis not included in the original scope of work will be considered beyond the scope of our contract. Exclusions – The scope of services includes only those items that are specifically identified above. Any additional services, such as meetings or hearings, requests for further analysis, multiple rounds of comments, or responding to peer review comments, if needed would be provided on a time and materials basis after receiving written authorization for the extra work. Schedule and Budget The draft report can be submitted for your comments within approximately eight weeks following authorization to proceed. The estimated fee is provided in the enclosed table. Please issue a Purchase Order if you wish to initiate work. This proposal will remain a firm offer for 90 days from the date of this letter. Work initiated after January 1, 2020, and any subsequent year may be billed at the revised rates established for that year.
