Minutes of the Tree Committee meeting of July 22, 2019 (attached) Note: Approval of this item was continued during the August 26, 2019 Tree Committee Meeting to allow staff to confirm if there was a procedural issue due to a lack of quorum. 2. Minutes of the Tree Committee meeting of September 23, 2019 PUBLIC COMMENT: At this time, people may address the Committee about items not on the agenda. Persons wishing to speak should come forward and state their name and address. Comments are limited to three minutes per person. ROLL CALL Present: Committee Members Elizabeth Lucas, Allen Root, Rodney Thurman, Vice Chair Jane Worthy, Chair Scott Loosley Absent: Alan Bate, Sean O'Brien Staff: City Arborist Ron Combs and Recording Secretary Lisa Woske Chair Loosley opened the meeting at 5:05 p.m. APPROVAL OF MINUTES 1. Consideration of Minutes of the Tree Committee Meeting of June 24, 2019: ACTION: UPON MOTION BY COMMITTEE CHAIR LOOSLEY, SECONDED BY COMMITTEE MEMBER LUCAS, CARRIED 3-0-2-2, the Tree Committee approved the minutes of the Tree Committee Meeting of June 24, 2019, as presented. Hi era Redwood Joanne Johnson, applicant's representative and park manager, provided a brief overview of the tree removal project. Mr. Combs provided a presentation and responded to Committee inquiries. Public Comment Linda Cannon Patricia Cannon Will Powers --End of Public Comment -- ACTION: UPON MOTION BY COMMITTEE MEMBER ROOT, SECONDED BY COMMITTEE MEMBER LUCAS, THE MOTION FAILS for lack of a majority vote for removal approval. 3. 404 Corrida (Tinuana Tiuu) Chris Manning, applicant, provided a brief overview of the tree removal project. Mr. Combs provided a presentation and responded to Committee inquiries. Public Comment Will Powers --End of Public Comment -- ACTION: UPON MOTION BY COMMITTEE MEMBER THURMAN, SECONDED BY COMMITTEE CHAIR LOOSLEY, CARRIED 4-1-2, the Tree Committee denied the removal request, as they could not make the necessary findings. 4. 1382 Aralia [Pine] Mary K. Stenger, applicant, provided a brief overview of the tree removal project. Mr. Combs provided a presentation and responded to Committee inquiries. Public Comment Will Powers --End of Public Comment -- Minutes — Tree Committee Meeting of July 22, 2019 Page 2 ACTION: UPON MOTION BY COMMITTEE MEMBER LUCAS, SECONDED BY COMMITTEE MEMBER THURMAN, CARRIED 5-0-2, the Tree Committee denied the removal request, as they could not make the necessary findings. 5. Mtutana Villa a II(Misc. trees Jim Pugh, applicant's representative, provided a brief overview of the tree removal project. Mr. Combs provided a presentation and responded to Committee inquiries. ACTION: UPON MOTION BY COMMITTEE CHAIR LOOSLEY, SECONDED BY COMMITTEE MEMBER THURMAN, CARRIED 5-0-2, the Tree Committee continued the item until all of the Committee Members had an opportunity to view the trees after Mr. Pugh agreed to better identify the trees to be removed. 6. 1045 Southwood (Misc. trees) ACTION: UPON MOTION BY COMMITTEE CHAIR LOOSLEY, SECONDED BY COMMITTEE MEMBER THURMAN, CARRIED 5-0-2, the Tree Committee continued the item until all of the Committee Members had an opportunity to view the trees after applicant re -submits a comprehensive list of flagged and numbered tree species and reasons for removals. Public Comment Will Powers --Endo Public Comment-- ACTION: UPON MOTION BY COMMITTEE MEMBER ROOT, SECONDED BY VICE HAIR WORTHY, CARRIED 4-2-1 (Committee Member O'Brien and Chair Loosley voting No, Committee Member Lucas absent), to approved the removal of the tree, since removal of the tree would not harm the character or environment of the surrounding neighborhood, with the added condition that two 15-gallon trees of the applicant's choice, from the authorized tree list, be planted in its place. 3. 3196 Flora Street Dorothy Fountain Applicant provided a brief overview of why she wanted to remove the two the trees. There is presently an appeal of this application before the City of San Luis Obispo scheduled in January 2020. The original application required removal of the tree in order to install the necessary fire sprinkler system mandated by the City's Fire Marshall. Following excavation and instpection, it has been discovered that the tree is damaging the building's foundation, the local area sidewalks, and constitutes a significant safety hazard.
