The collision rate for this segment of Los Osos Valley Road is below average for the state of
California and the County of San Luis Obispo, and below average for Caltrans Dist. 5. These
conditions justify the basis for a speed limit recommendation based upon the 85th percentile per

Under my direction, an engineering and traffic survey, as defined under vehicle code
section 627, was conducted in accordance with the methods determined by the
Department of Transportation for use by State and Local authorities; as set forth in
the California Manual on Uniform Traffic Control Devices 2010 edition on this
segment of LOVR (Madonna to Calle Joaquin), on 7/19/2011, and I determined as of
7/19/2011 the speed limit designation set forth above.
