DISCUSSIO N
Backgroun d
•One of the goals the Council identified for the 2011- 2013 Financial Plan was to "Continue t o
promote historic resource preservation opportunities and to update the Historic Resources
Inventory" as resources permit . Over the past 18 months, staff and the CHC have been workin g
together to update the inventory . With limited resources, the CHC determined that this effor t
would only be possible in small increments, focusing on specific neighborhoods . Following a
careful evaluation of the most critical areas in the City, the CHC selected an area outside of th e
existing historic districts adjacent to Johnson Avenue between Higuera and Buchon Street s
(Attachment 1). This eight block area was selected because of an apparent concentration o f
architecturally significant properties that are currently unlisted .
The last area-wide review of historic properties was undertaken in 2006-2007 when City staf f
reviewed two neighborhoods known as the East Railroad and the Monterey Heights areas . That
survey resulted in the addition of 25 properties to the City's list of Contributing Histori c
Resources within the East Railroad area and seven properties within Monterey Heights .
At this time, there are 53 properties that the CHC has determined qualify for nomination to th e
City's list of Historic Resources (Attachment 2). The CHC selected these properties from a n
initial list of 75 properties and ultimately nominated the 53 properties at their May and July 201 2
hearings . The nomination list is ready for the Council's approval which would add thes e
properties to the City's list of Contributing Historic Resources .

to buildings at least 50 years old that maintain their original or attained historic and architectural character, an d
contribute either by themselves or in conjunction with other structures to the unique or historic character of aneighborhood, district, or to the City as a whole . They need not be located in a historic district ."

Policy Direction
•
The General Plan Conservation and Open Space Element (COSE) provides policy direction fo r
Historic Preservation efforts . COSE Policy 3 .3 .1 states :
"...significant historic and architectural resources should be identified, preserved an d
rehabilitated."
The implementing program 3 .6 .1 states :
"The City's Cultural Heritage Committee will : Help identify, and advise suitabl e
treatment for archaeological and historical resources ."
The State Office of Historic Preservation recommends that a historical resource survey b e
updated every five years . The inventory update project is consistent with City Goals and Policie s
and is consistent with the City's responsibilities as a Certified Local Government (CLG). As a
CLG, the City is encouraged to directly participate in preservation planning by activel y
identifying, registering, and assisting with the preservation of historic properties that are withi n
our jurisdiction .
Inventory Project History
The inventory process involved a series of 13 public hearings, and a variety of outreac h
opportunities . This process began in early 2011, when the CHC discussed various locations in

the City that would benefit from a review of historic character and discussed specifi c
neighborhoods that might be appropriate for a work effort . By reviewing a series of maps an d
historical data, the CHC identified the survey area in June and July of 2011 . At that time, it wa s
determined that the eight block area identified in Attachment 1 contained a large number o f
properties that appeared to be eligible for listing based on adopted architectural criteria in th e
Historic Preservation Ordinance and Guidelines .
Based on early subdivision maps, field surveys and early building permit data, the survey are a
was outlined and a sub-committee consisting of CHC members and staff was formed to take o n
the survey work . The sub-committee was responsible for identifying and photographin g
resources in the field and performing background research on the properties . Letters were maile d
to property owners and tenants within the entire survey area to inform them of the survey wor k
and to alert them to the opportunity for involvement in the process . Additionally, staff utilized
area wide newsletters, website updates and e-mail notifications to help residents understand th e
survey process .
Inventory Project Methodolog y
In accordance with the Historic Preservation Ordinance, the CHC is responsible for reviewin g
the eligibility criteria for historic listing and making a recommendation to the City Council . In
order to be eligible for designation, a resource must exhibit a high level of integrity, be at leas t
50 years old, and satisfy significance criteria in categories of Architecture or History . Thi s
survey focused on Architectural significance . All of the properties proposed for nomination ar e
greater than 50 years old and meet criteria for architectural significance as described in th e
Historic Preservation Ordinance (MC 14 .01 .070):

•A . Architectural Criteria: Embodies the distinctive characteristics ofa type, period, region, o r
method of construction, or represents the work of a master, or possesses high artistic values .
(1) Style: Describes the form of a building, such as size, structural shape and detail s
within that form (e .g. arrangement of windows and doors, ornamentation, etc .). Buildin g
style will be evaluated as a measure of
a.The relative purity ofa traditional style;
b.Rarity of existence at any time in the locale ; and/or current rarity although th e
structure reflects a once popular style ;
c.Traditional, vernacular and/or eclectic influences that represent a particular socia l
milieu and period of the community ; and/or the uniqueness of hybrid styles and ho w
these styles are put together.
(2) Design : Describes the architectural concept of a structure and the quality of artistic
merit and craftsmanship of the individual parts . Reflects how well a particular style or
combination ofstyles are expressed through compatibility and detailing of elements. Also,
suggests degree to which the designer (e.g., carpenter-builder) accurately interpreted an d
conveyed the style(s). Building design will be evaluated as a measure of
a.Notable attractiveness with aesthetic appeal because of its artistic merit, details and
craftsmanship (even if not necessarily unique);
b.An expression of interesting details and eclecticism among carpenter-builders ,
although the craftsmanship and artistic quality may not be superior .
•Staff and the CHC have reviewed each of the properties proposed for nomination with th e
criteria noted above . At the January, February and March 2012 CHC hearings, photos ,
historical Sanborn insurance maps that document building footprints from the early 20 th
century, and other background information were evaluated for each of the properties to assis t
with the recommendation .
The properties surveyed express relative purity of traditional style and represent traditional ,
vernacular or eclectic influences that represent the era from approximately 1900 t o
approximately 1925 . This was the era that followed the introduction of the railroad an d
immediately followed the fire that led to the loss of the Ramona Hotel that occupied the bloc k
between Higuera and Marsh Streets at Johnson Avenue .
The style of residences involved in the survey area include Craftsman Bungalow, Neoclassi c
Rowhouse, and a mixture of the two styles which has been commonly referred to as Railroad
Vernacular . Based on this information, the CHC has recommended that the Council take fina l
action to add the properties to the List of Contributing Historic Resources .
Property Owner and Neighborhood Testimon y
Information from property owners and residents can be very important in determining whether a
property has the integrity to qualify for listing . Staff received several phone calls and e-mail s
supporting the historic resource inventory and received one phone call and e-mail from a
property owner objecting to listing (1310 Marsh). However, the property owner from 131 0
•Marsh has not provided testimony at any of the CHC hearings during the review and nominatio n
process . The property at 1310 Marsh is a very well maintained and preserved original residenc e
with good integrity that has been relatively unchanged since it was originally constructed . I t

clearly qualifies for the contributing list .
Owners often have historical and background information for a property that cannot be obtaine d
from other survey methods . Determining if a property qualifies for listing is based upon th e
listing criteria adopted within the Historic Preservation Ordinance . If a property clearly qualifie s
for listing, the CHC is responsible for making such a recommendation to the City Council . The
City Council takes the final action on listing and may consider the CHC action, City policy an d
public input, including that of the property owner .
On November 4 `h ,staff sent a letter to the property owners of each of the nominated properties .
The letter described the historic resource inventory process and notified property owners of th e
December 4th City Council hearing . This letter was the third such formal notification sent to eac h
of the property owners in addition to postcard notifications that were sent to all tenants withi n
the survey area . A copy of the notification letter is included in the Council reading file .
Contributing List or Master Lis t
Although the properties proposed for nomination appear to have retained their essential feature s
(integrity) and display architectural character representative of the period, the properties do no t
appear to have unique characteristics, rarity or known historical association which would mak e
them eligible for inclusion on the City's Master List of Historic Resources (Master List). The
Master list is a designation that is reserved for the most unique and important historic resource s
in the City .
What's Next?
With such a significant concentration of properties that qualify for listing, the CHC discusse d
whether it is appropriate to recommend adjustment of the adjacent historic district boundaries t o
include this area . This survey area is the first of several surveys that need to be performe d
outside of the boundaries of the historic districts .
After consideration, the CHC determined that consideration of historic district boundaries shoul d
occur after a more comprehensive survey effort has been completed . Following completion of a
historic context statement and additional surveys, the CHC will be in a much better position t o
evaluate where and if the boundaries of the historic districts should be adjusted .
Future phases of survey work will continue evaluating areas outside of the historic districts a s
resources are available . Prior to conducting future survey work, development of a histori c
context statement needs to be developed and approved . The historic context statemen t
development effort is anticipated to begin this December and be completed by October 2013 .
Staff recently hired a consultant to assist with this effort as part of a successful CLG grant .
Based on the adoption of the 2013-2015 CHC goals, it will be determined if there are sufficien t
resources to continue focused survey efforts .

• There are no fiscal impacts associated with adding the 53 properties to the Contributing List o f
Historic Resources . As an active CLG, the City is encouraged to continue with histori c
preservation activities through the use of knowledge sharing, grants and other state and federa l
assistance .
ALTERNATIVE S
1.The Council may continue the listing request and ask staff to return with additiona l
information
2.The Council may choose not to list specific properties, as may be requested by a propert y
owner .
3.The Council may determine that particular properties are eligible for placement on th e
Master List of Historic Resources . If this alternative is chosen, direction should b e
provided to staff so that proper notification to property owners and additional researc h
can be accomplished or the Council may choose this designation based on informatio n
provided at the Council hearing .
