The city councils in our nation hold the , ;r,-.i"r :: roots. government. One city council
could move a nation. The mayor of our city holds that power. When I ran for city council and you ran for
Mayor, You asked me "What's so important about a lake. "I felt at the time dumbfounded." With vour
permission I will attempt to tell you what you already know. Water is what is important. Without water
the people can't survive.
My plan for restoring the eco system at Laguna Lake is a simple doable plan. In fact the plan that
1 am presenting is the same plan that established the aquatic eco system in Laguna Lake in the first
Place. There are many like problems in our drought laden state that can be solved. Atascadero, Cambria,
Santa Barbara, almost every city of our state is facing drought . I have a doable answer that will help
correct this drought problem. Jan, you hold the key to my solution to the water problem in California.
I would ask you to let me present this proven plan to you and if you approve, put the plan on the
agenda at City Council.
