We are working with the County as a subconsultant to SWCA on the permit DRC2015-00067)to
modify Chevron’s remediation to extend the duration of soils transport and modify the haul routes
slightly.The number of daily trucks would not change from current levels and is lower than what was
evaluated in the FEIR.
I have attached our memo summarizing the project,analysis,and recommendations for changes to the
traffic management plan for your review and comment.The project description is also attached for your
reference.I have included Brian since he is the City lead on County referrals.

FYI. Trihydo is sending us more information than the previous consultant so thought that
you two might have some interest in this. Let me know if you don’t want these reports in
the future. I will archive all of this in our Chevron tentative map folder for reference. They
had processed dual map numbers with the County and City. I expect that someday
Chevron may re-initiate their tentative map and annexation processes so these lands might
eventually fall within our jurisdiction. Thanks, Hal

I received the Draft Project Description yesterday afternoon and wanted to forward it to you as soon
as possible. The document is in PDF format because it was too large to email in Word. Luis will be
sending me a CD with the PD in Word and if you would like it in Word let me know. I have also
attached the comment table from the first round of review which includes MRS’ responses for your
review.
In addition, a clean comment table is attached for your use in documenting your comments on the
revised draft. I know use of the table is less convenient than simply using the “track changes” tool,
but with so many reviewing parties having all comments in one table makes it easier from a quality
control standpoint for MRS and I think we will end up with a better document in the long run. If you
have comments or thoughts on how to better handle the review and comment process, let me
know, I’m open to suggestions.
It would be helpful for me to receive three comment tables (i.e., one from the City, one from the
County, and one from Chevron), that I can combine into one master table and send to MRS.
Please let me know what you think a reasonable timeframe for you is in reviewing and submitting
comments to me and I will use that information for updating the monthly status report.

up to date format template with the updated City logo. The staff report is just to give you an
idea of what we have done before and you can certainly take liberty to modify with a
different emphasis since this project is so different from the example.

Because there is some significant coordination to complete and get signatures on the letters of
support (LOS), I thought it would be good to get these to you for review. Attached are the two
letters we intend to include with the Prop 1 application. See descriptions below for review of each

1. Letter of Support (RWQCB) – Please prioritize the review of the RWQCB LOS template and
provide comments/changes. Following the City’s review, WSC will send the template LOS to
the RWQCB for their review and request a letter of support for the Project.

Major points/action items from last meeting:
The group agreed on a target date of 7/31/15 for a City/County approved draft easement to allow
timely start of remediation construction.
The group thought it would be helpful to have a flow chart showing
documents/submittals/approvals (flow chart attached).
Shute, Mihaly & Weinberger (SMW) will create the first draft conservation easement. (The group
agreed that the Open Space Management Plan including funding will be a separate document
from the conservation easement. The effort to firm up the land management aspects can wait
until the resource agency specifies requirements in the 404, 401 and 1602 permits. Many of the
resource agency requirements are typical and can be included in the draft pending resource
agency agreement. Placeholders will be inserted into the conservation agreement with intended
purpose and details and timing where details are still being determined. This could be in the form
of a clause within the document or attachments.)
SMW to send a list of information needed to draft easement. List forwarded by Bob Hill on 3/20;
information/response from Chevron 3/23 is shown in green:
1.List of Parcels to be encumbered by the easement and if existing parcels will be
subdivided or subject to lot line adjustments to align with specific plan designations noting

We have the supporting documents for encumbrances listed in the PTR and will
attempt to clear those that are no longer valid before property transfer takes place.

the property.
