The reference address for this site is 50 Prado Road, but other addresses exist and have been changed for the different buildings and uses on the site. For this reason and for purposes of this documentation an Exhibit A will be referenced and included at the end of this document. The individual buildings or groups of structures will be referenced numerically in this text and on Exhibit A. Building 1 is the old pump house for the property. The electric service located on this structure also serves Bldg 2. This service is electrically unsafe and shall be repaired or replaced to comply with the code. Building 2 is currently a non-residential use and appears to be adequate for use as an art studio. There is a lack of an electrical disconnect at the point where the service first enters the building. The abandoned service drop from Bldg 2 to the main warehouse should be removed to ensure that it won't be reconnected. The vertical clearances above the drive are inadequate. Any communication cables would be acceptable to remain. Building 3 houses pinsack manufacturing equipment. This operation is currently idle and is used for storage of equipment and surplus product. The electrical for lighting and equipment appears to be new and was done without permit. No additional inspection was made regarding the service entrance, disconnecting means, and over -current protection, etc. It appears that the construction of this structure would not meet the building code for 1-hour construction of the property line wall. The cluster of wood and steel storage sheds adjacent to Bldg 3 will be refered to as Bldg 4. This group of structures would require both building and electrical permits. No permits were obtained for these structures. The electrical serving Bldg 4 is unsafe. There are exposed and unprotected conductors, no disconnecting means at each detached shed, and lack of bonding for metal sheds. The service is purpotedly fed from Bldg 2, but was not confirmed due to access limitations through storage areas. No comment is made at this time regarding the structural integrity of these sheds. It is assumed that city zoning regulation violations would supercede any building code approval for maintaining any of these structures at their current locations. . Building 5 is a relocated storage shed measuring approximately 10 feet by 20 feet. This shed is lacking lateral support and has walls out of plumb. The structural integrity of this building has been so compromised that it is considered dangerous and shall be demolished. The group of truck trailers used for storage and located directly behind the main warehouse will be refered to as Bldg 6. As vehicles, these containers are not subject to the building code. The electrical serving these trailers for lighting, etc is subject to and is in violation of the National Electric Code (NEC). If enforcement actions by other departments does not require the removal of these vehicles, the electrical shall be abandoned or made to comply with the code. The area used for storage along the easterly property line will be refered to as Bldg 7. This area abuts the steel Butler buildings on the adjacent property. The collection of roofed and stacked storage containers in this area are considered structures for building permit purposes. These structures do not meet code requirements for fire resistive construction in relation to the adjoining property lines. No building permits were issued for these non-exempt structures. The main warehouse building will be refered to as Bldg 8. This structure currently houses five separate tenants. Four of the five tenants would be considered B- 2 occupancies. The woodworking shop is an H-3. The required one hour occupancy separation does not exist between this use and at least three adjoining B-2 uses. The entire building may be over area considering the H-3 use and added floor space. Of the five tenants, the code required access to sanitary facilities is provided only to the one main tenant. The total scope of work that was performed without the required permits is not entirely known. The following list of areas or improvements in non-compliance is documented for purposes of indicating the general state of this structure and is not intended as a comprehensive list of violations. The 12" square structural columns at the rear of the building appear to be failing. The steel reinforcement is exposed, there is significant vertical cracking, and the concrete appears to be poor quality. This area shall be reviewed by a licensed engineer or architect. The roof rafters over the print shop appear to be over -spanned. The roof does not provide adequate weatherproof exterior protection. Floor joists supporting storage loads above the receiving area are not adequately supported. The joists are spliced together without bearing on a beam. This complete floor system is questionable and is in failure in certain areas. Generally, all stairways do not comply with the code. Head clearances to the office and other areas is not provided. Handrails are lacking or are not securely attached. Stairways are too steep and too narrow. Rise and run dimensions differ from each other by more than 3/8. Two new cut roof systems were added over leaking flat roofs without permits. Access to the larger of the two was made at the time, of this inspection. This new attic area was being used for storage. It is uncertain whether or not this new roof system is structurally adequate. The use of the old roof for storage loads is equally questionable. Both of these issues should be addressed by a licensed architect or engineer. Dry rot was clearly visible at the old roof attic access above the "rock pulling" storage area. The framing for this storage area typifies new lofts and mezzanines throughout this building. These framing systems appear to be inadequate, with 2x4 joists being supported by 2x girders. Tenant improvements for the diaper service were done without permits. Plumbing, mechanical, and electrical code violations should be corrected under a permit. This TI should be provided with a complying stairway, handrails, and guardrail. There are no apparent code violations in the music room TI. The machinist shop was improved with new electrical without permit. The scope of this investigation did not include a comprehensive review of the new electrical for code compliance. The main electrical service room for this warehouse was also being used for the storage of combustible materials. The required working space was not provided in front of the electrical service equipment. It is important to keep in mind that even with the correction of individual code items within a given TI space, the non -permitted roof structure and other structural concerns have a direct relation on the overall safety of these spaces and the building as a whole. The inspection process now leads us to the residential area of this site, also known as the Back Forty (40+ abandoned vehicles). City records identify two permitted residential units in this area. The line separating the commercial site from the residential area is delineated by miscellaneous storage and out buildings. These structures will be designated as building 9. The first in this series is a pole constructed garage. It is unlikely that it will meet the building code in its present form. The temporary electrical service to this garage and its source is questionable. The adjacent storage shed/ shop building was constructed without the required permits. The underground electrical service was never inspected. The service panel did not have its required cover. Access was not available to this panel located below a tool shelf and behind miscellaneous storage. Building 10 is currently being used as a glass blowing shop and attached office. It is apparent that the required fire protection of the exterior walls is not being provided for this use. There is no permit history for these adjoining structures. The firing kilns as unlisted appliances do not meet the required clearances from combustible materials. Any residential use of the office structure would make this building even more hazardous. Building 11 is a recognized residential unit. The tenants suggested that they receive mail under 46 Prado. The fire department response book identifies this building as 46b. The service conductors passing over the driveway do not meet the required height clearances. This could be due to the fact that the insulators have pulled loose from the wall. This situation poses some hazards and shall be corrected. The drop is from a P.G.& E. pole and they should be contacted regarding this failure. The wall furnace inside this unit has been abandoned. A wood burning stove has been added without permit. Installation instructions shall be provided for this stove or it will have to comply with the UMC as an unlisted appliance. Smoke detector(s) for sleeping rooms shall be installed as required by the code. The existing garage houses the hot water heater. The pressure and temperature relief piping is not of approved materials nor does it terminate in an approved location. The roof for this garage should be made weatherproof to preserve the framing members from dry rot. Building 12 is also a recognized residential unit. Fire department records show its address to be 46c Prado. A wood burning stove has been added to this unit for heating purposes. A permit was not issued for this installation and is required. Again, the existing installation as an unlisted appliance will most likely not meet the requirements of the UMC. Smoke detector(s) for sleeping rooms shall be installed as required by the code. Exterior electrical wiring does not meet the code. Exposed and unprotected romex, no GFIC protection for receptacles, etc. The attached storage structure is not provide with the required occupancy separation from the dwelling. The roof structure is deteriorating and may need replacement. Building 13 is a shed that has been converted to a dwelling unit. This structure would require a permit for use as even a shed. Because no permit nor inspections were performed on this structure it could be determined that this is an unsafe structure. There is electrical wiring concealed in the construction. This circuitry was energized through temporary wiring which had been removed at the time of this inspection. The structure is built on a series of wooden pallets. Building 14 is a 7x10 shed located behind Bldg 12. This structure is falling apart. The limited storage use was insignificant, but this building does pose a safety hazard and shall be demolished under proper permit. Building 15 is a 12x14 shed with stucco exterior. It is located to the rear of buildings 11 and 12 in the area of abandoned vehicles. The roof appears to be failing on this structure. Structurally it is considered an unsafe building and shall be demolished under proper permit. Building 16 is a portable shop type structure constructed with wall panels made from garage doors. Because of substandard electrical wiring within the building and deteriorating structural members this building is considered unsafe and shall be demolished under proper permit. Building 17 is a newly remodeled residence that was built or moved onto this site without permits. The electrical service is fed underground from Bldg 12. No information is known on the water service or sewer system. The existing sleeping room/ loft is not provided with a complying emergency egress. Plastic roofing materials may not be code I approved for their present use. This structure is not resting on a permanent foundation. It is currently resting on timber beams in direct contact with the ground. Because of the apparent code violations and the lack of information on all concealed construction this structure is considered unsafe and shall be demolished under proper permit. There are numerous site concerns beyond the issues identified with specific buildings or groups of buildings. All illegal electrical services and circuits shall be properly disconnected and abandoned. Water services shall be terminated as necessary in an approved and sanitary matter. The sewer system for Bldg 17 shall be exposed for inspection and shall be properly abandoned. Any connection into the city sewer main shall be abandoned to the satisfaction of the Utilities Director. The permit will be proper documentation that your facility has been inspected and found to be a safe place to work. I did not respond to the questions in your earlier letter because every item on Mr. Wittmeyer's list was clear and self-explanatory. I am aware you did not request involvement with our department, but the Fire Department did as a result of a fire inspection. When we receive an inspection re- ferral request from the Fire Department, especially one that questions safety, we act on it without desire. Regardless of your safety record, unsafe conditions can and do exist in places of employment and only through inspections by knowledgeable experts in health and safety, are those unsafe conditions brought to light. Wherein your letter you say you "...will continue to cooperate with your department...", I do not get the impression that you are cooperating. At times, we have been left a.list with some corrections. We have always responded satisfactorily to the fire department requests. When we received our visit this year and were given things to change; we started making the corrections instantly and:have nearly finished the list. We received no complaint from the San Luis Obispo Fire Department, so we would greatly appreciate it if you would forward us a copy of the complaint. I would also ask, if the fire department had a complaint, why did they not bring it to us so we could accommodate them. With seven years history of a good working relationship, this strikes us as unnecessary. I received your deficiencies and promptly wanted to move on making the necessary repairs, but on some of the items I need more specific recommendations. I would like to point out that we have safely operated in this location since 1976. Our accident and hazard record is excellent. (Verifiable by checking with our workmen's compensation carrier.) We are a wholesale distributor. General public are not allowed within the plant. Our building has nine major rooms or areas, and, therefore, may confuse a stranger. For the regular employees, the six doors in the main building provide relatively non -confusing, easy exiting from many points. As soon as I recelve your response on any items that still need correction, I will expeditiously proceed to rectify the shortcomings. We are working on netting plans of our building and surrounding structures as per your request. I would Hope your department would realize we are one of many small business in older buildings. You are hereby notified that because of the hazardous conditions, these items shall be taken care of in an expeditious manner by the submittal of complete and detailed plans of the entire interior of your building, accompanied by an application for the permit, and upon approval of your plans and receipt of your permit, inspections by this Division and the Fire Department will be made to verify that the hazards have been eliminated. Your failure to make application for a permit within thirty days receipt of this notice may result in your building being classified as unsafe for occupancy and an order to close it down until such time as the hazards have been removed. Also, there are extensive shelves, lofts and storage areas built up over the past few years without permits or inspections (many of these are loaded to the maximum). The following specific items were observed: 1. Numerous stairs with no - or unsafe - railing. 2. Some stairs structurally failing. 3. Poor or no ventilation for office areas. 4. Electric disconnect inaccessible (@ about 10' with shelving built around it.) 5. It appears that wiring to light attached to disconnect may be overfused. (This may be a typical problem). 6. NMC run in area exposed to damage. 7. Two -wire SPT cord to light fixtures: No grounding. Length exceeds acceptable limit (i.e. becomes "permanent" wiring --NOT permitted). Strung through structural memebers. 8. Heater vent is less than 1" from combustible materials. 9. Battery charging adjacent to building. 10. Compressor tank has no approval. (Converted water storage tank.) BW:ve
