Dear Mr. Smith:
We respectively request permission to alter our sign permit
as to allow our sign to stay in its current location —free
standing in front of rear wall.
Although we originally planned to mount the sign as per permit,
after positioning it we realized how relatively poorly it looked due
to the location of fire escape, position of windows relative to the
entry way and the metal conduits and cables on wall. All of which
interfers with the looks and mounting of the sign. Also, by leaving
it in its current location we may position a light below at a high
angle and light the sign without lighting the relatively ugly build-
ing behind.
We hope you will be able to grant the change which we feel is
in the best interest of the city and us from both a practical and
esthetic standpoint. We apologize for any inconvenience caused you
and thank you for your time and consideration.

for a metal warehouse building at 169 Prado Road. The plans as submitted are
missing the following required information:
1. Application (enclosed) and fee for environmental impact assessment.
2. Complete landscape plan, indicating species of all plants, size, number and
spacing.
3: Screening plan - planting or solid fencing.
We cannot further process this application until the above information is submitted.
As a part of the ARC evaluation and approval, the entire site will be analyzed for
its compliance with the zoning ordinance of the City of San Luis Obispo. It
appears that a recreation vehicle storage yard use has been recently created on the
site. This is a permitted use in the heavy commercial district in which you are
located, however, the zoning ordinance requires that certain performance standards
be met. This includes criteria for screening, lighting, noise., etc. ARC approval
will include conditions that the above standards be met as a part of construction
of your warehouse structure.

In a follow-up inspection of your property at 169 Prado Road, I found
conditions existing which I are sure are unacceptable and in violation of
City ordinances. To illustrate the items I Will mention, I took a series
of photographs, copies encloses'!, to which I will refer to by mu■ber.
Flatus #1 show two vacation trailers "stored" within twenty Lect (20')
of the top of the creek bank. This is not an acceptable storage location.
Picture #2 shows what appears to be a pile of personal property and a boat
stored between the travel trailers and the creek bank. This personal
property shall be stored inside a building and the bout located in n Storage

Picture 03 shows two pikes of old telephone pole cross areas. These are not
a permitted items due to their combustible nature. They shall be removed

residence. This water beater shall be r+e loc ated within the structure in
an approved marmor. A plumbing permit shall be obtained prior to any work
on the crater heater. Also, the rear wall of the building that was removed
and is new boarded up, shall be vafraersd, plastered and made weathav-tight.

also be disposed of.

I hope you recall our initial conversation* regarding the use, of your
property, and the fact it is in a development moratorium area due to poor
water distribution. You were informed that no expansion of the residential
use mould be permitted and all storage would be inside except for boats,
trailers and motor homes, You were also informed no building or adding to
the ccwbustibls nature of the property would be permitted. In addition, you
were instructed to remove the old barn, the old office structure in front,
and to clean up the premises.
In out opinion, you have not complied with the conditions of use so you
agreed to. In light of all of this, I have no recourse but to requeet that
�- you put forth an aatanded effort to clean cep they pramttises and ramove• all
unauthorized buildings, cars, lumber, trash and debris. You will be *xpected
to have this completed within thirty (30) days from receipt of this letter.
If at the end of that tiny, significant progress has been made, an extension
of tieeme will be considered. Inspections will he conducted periodically to
monitor progress of the work.

SUBJECT: Rental Unit at 169 Prado Road, San Luis Obispo
We are concerned about the nonpermitted conversion of the
living quarters at the above address.
It is our opinion that the kitchen is nonconforming and
inadequate to serve a dwelling. Therefore, we find the
building to be substandard under Chapter 10, Section
H-1001 (b), "Inadequate Sanitation" of the Uniform
Housing Code.
We request that you require the owner of the structure to
restore the house to its original two bedroom floor plan.

Jack Kellerman who ordered it to be severed from the house. A stop work order was placed
on the project by Walt DeBorde of the City Building Dept. Since that time, Mr. Erb has

The San Luis Obispo City Council has directed the Fire
nepart.nent to make periodic inspections of all commercial,
industrial; institutional., and multiple -dwelling occu-
pancies within the City. In making these inspections,
we are required to enforce applicable sections of the
Municipal Code, the California Health and Safety Code;
and regulations of the State Fire Marshal.
Such an inspection was made of the above premises
on 22 April_ 1974 s and revealed certain conditions
requiring your attention. A list of these violations
and the corrective actions required is attached to this
letter for your reference.
A reinspection of the premises has been scheduled
for _22_ May 1974 s or as soon thereafter as possi-
ble, at�wha, h tine it is expected that the listed viola-
tions will have been corrected. Ifs for reasonable
cause you are unable to make all of the corrections
required within that time, please contact this office
at least three(3) days prior to the reinspection date
for an extension of the time limit.
Please be assured that this office is at your dis-
posal. Our purpose is to help you obtain reasonable
fire and life safety for you and your neighboring citi-

Dear Mr. Crane:
This letter is to reiterate this Department's position regarding
your small water system located at 169-A Prado Road, San Luis
Obispo,
The following discrepancies to the well are Estill in evidence and
will have to be corrected in order to be continued in use to
IDsupply domestic water:
1. A sanitary seal is lacking on the juncture of the casing
and pumping unit. A seal will prevent contaminants from
entering the well through this opening.

2. The system was required to be undmr constant mechanical 7chlorination. The chlorination system is still not in
operation.
Due to the above discrepancies, an unacceptable bacteriological
record is on file for this system.
Section 4031 of the State of California Health and Safety Code
states, "It is unlawful for any person to furnish or supply to
a user, water used or intended to be used for human consumption
or for domestic purposes which is impure, unwholesome, unpotable,
polluted., or dangerous to health."
Also, as a precaution against vandalism, the door to the pump
house should be replaced.
As per our last letter, yo-a were regnired to hook up to city water
supplies. At thin time it is our thought that if the proper

repairs are made to the existing water system it will not be
necessary to hook up to city water supplies.
A period of 30 days will be allowed for the necessary repairs
to the system. If the 30-day compliance period cannot be met,
a timetable to achieve compliance will have to be set up with
this department. Failure to respond to either of the above
stipulations will result in this Department's posting of the
rental units as "Unfit for Human Habitation," and requiring
that the tenants vacate the property until such time as repairs
are completed to the satisfaction of this Department.

SUBJECT: Our Letter of July 24, 1973 - Ken Crane Property
For the past several months, this department has conducted a
series of intermittent inspections of the old slaughterhouse
and premises on Prado Road.
The latest inspection on September 28, 1973, revealed that
no action has been taken to correct the items listed in
our letter of July 24, 1973. The only apparent exception
would be the termination of the improper occupancy of the
slaughterhouse.
We believe the pending corrections are necessary to abate
this dangerous building and attractive nuisance.
We hereby request your assistance in initiating measures
to abolish the health and safety hazard aspects of these
neglected structures and surrounding property.

You will recall a previous letter from this
office calling your attention to certain condi-
tions at your location which were considered to
be either fire and life hazards or violations of
particular sections of state or local ordinances.
A recent re --inspection has revealed that one
or more of the violations as listed on the attached
sheet have not been corrected to date. A final
inspection has been scheduled for 26 September 197.3
I trust that the required corrections will have
been made prior to this date so that further action
will not be necessary.
I am sure that you will wish -to give this
matter your immediate attention. Failure to
eliminate these hazards may result in a misdemea-
nor citation. As a point of information, convic-
tion of a misdemeanor due to failure to correct
code violations can result in court fines up to
$500.00 and jail terms up to six months for each
da r such. violations are prmitted ex to ist.
Naturally, the Fire Department would prefer
that the corrective action be undertaken in a
friendly and cooperative manner. If there is any

tected, is guilty of a misdemeanor."

S. The slaughter house: structures, plant office, and promises
are a public nuisance.
YOU are directed to make the following corrections:
1. order the occupants to vacate the slaughterhouse and office
buildings, and insure that the structures are not used for
human occupancy.
2. Maintain the ,property in a state free from health and safety
hazards.
3. Provider a sufficient number of garbage/rubbish containers
and obtain weekly pick up service. move existing solid
waste to an approved disposal site.
4. The slaughterhouse liquid waste disposal system consisting
of uncovered tanks shall be backfilled immediately. Whereas
any future use or development of the property will require
connection to the sewer, the entire disposal system must be
properly abandoned in accordance with the City of San Luis
Obispo building Department requirements.
5. A rainspeetion of the small water system serving the
structure at 169-A Rrado Road, san labs Obispo was also
made.
Due to the poor bacteriological quality of the water samples
taken and the substandard condition of the two wells and
storage facilities, this department has no alternative
other than to order that you make application to the City
of San Luis Obispo for connection to their supply and
abandon the use of these water sources.

Before a new water service is allowed, all connections
from the wells to the existing water systems shall be
physically broken to this departmeWs satisfaction.
The department also orders proper abandonment of the
wells and will furnish instructions on how to do so.
However, if you choose: to maintain the wells for irri-
gation or other non-domeeti.c purposes, an approved
reduced pressurM principle backflow prevention device
must be installed in the water service as near the meter
as feasible and no less taan twelve (12) incises above the
surrounding ground level in an accessible location for
testing and repairing.
Please include a plot plan of the existing water syst+aans
so that we may review them for cross -connection hazards.
6. Dispose of abandoned vehicles in an approved manner.
Obtain information from San Lewis obispo city police Depart.

Should you fail to connect to the sanitary sewer aid City of San

such time as the required connections are completed.

Repair the interior walls, ceilings and floors where needed;
Paint the interior and exterior; Replace all broken window
glass; Install new roof covering; Clean the exhaust vent above
the cooking space; Repair the porches and steps and clean and
sanitize all plumbing fixtures.
We request you keep us informed as to the progress you make and
notify us whenever you have the first building ready for occupancy.
