called to order on Wednesday, March 15, 2023, at 5:32 p.m., by Chair Thomas.

neighborhood campaign, including the three remaining neighborhoods: Airport,
Laguna and SoHi.

SUPPORT LOCAL CAMPAIGN
In January,the primary focus for all paid media was the Eat Local Bonus campaign.Verdin created and
deployed a programmatic pre-roll video ad,along with a display ad in order to reach a wide audience
and promote the program.Radio ran on KCBX and a print ad ran in SLO Life Magazine,which reached a
combined audience of 6,528.Additionally,Mustang Media Group featured promotional content on their
social media channels and e-newsletter,reaching 22,000 people.Finally,we partnered with local
influencer Jaime Lewis to create a promotional video that ran as a paid ad on social media.
The Valentine’s Day campaign ran as a paid social media ad February 1-14.The video was featured on
social media stories and included photos of local spots and copy that encouraged people to shop local
for Valentine’s Day gifts.Verdin also developed new photo and video assets for two additional
neighborhoods,SLO South and Foothill.The campaign landing page has been designed and features all
nine neighborhoods,including maps and videos.

PUBLIC ART CAMPAIGN
Verdin created the “Art Starts with ___”public arts program which launched in February.This program
aims to share the story behind public art in SLO and encourage visitors and residents to engage with
di erent pieces.Each month focuses on a specific theme,and the featured art pieces are centered
around it.Verdin then develops a custom video reel for social media,a carousel post with art images and
a blog that lives on the visitslo.com website.To extend the reach of the campaign,Verdin deployed the
video reel in the paid space within social media.

applications for a $4000 grant are open throughout the year to applicable organizations and activities.
In addition,organizations may apply for a grant bonus up to $1000 for participation in DEI and
sustainability practices related to the event.Each bonus is $500 for the total amount a recipient may be
awarded in bonuses would be $1000.The total program disbursement of $125,000 remains consistent
with previous years.Additionally,the City continues to maintain the investment of $30,000 in
promotional support services through the SLO Chamber of Commerce to assist the funded partners
with communication to drive attendance and increase event visibility.
Fourth Quarter Application Consideration
The PCC received applications from 5 organizations for consideration.The subcommittee reviewed the
applications with staff.Committee Member Clint Pearce recused himself from the discussion and
consideration on 2 of the 5 applications -San Luis Obispo Greek Festival and the CCCN Expo at The
Spotted Whale due to conflict of interest.

This event is one of the primary fundraisers for Saint Andrew Greek Orthodox Church in San Luis
Obispo.The funds raised at this event help them increase their outreach activities each year.These
missions include their support of the Prado Day Center,the SLO Food Bank,and the Kids 'n'Cancer
Camp Agape program.Beginning in 2019 they invited a local charity partner for the Greek festival.In
2019 and 2022 they partnered with the SLO Noor Foundation as our charity partner.In 2022 they also
partnered with the SLO Food Bank.Vendor booths were donated to both organizations (although the
Food Bank declined),and $5,000 was donated to each charity following the event (approximately 20%
of the event net profits).The charity partner for the 2023 event has not yet been selected,but a similar
partnership to promote a local charity (or charities)and donation of a portion of the profits is planned.
This event is the only Greek festival between Santa Barbara and Monterey.These types of festivals
have educational components,because they share and keep alive their Greek history,heritage,culinary
and cultural traditions through dancing demonstrations and lessons,authentic live music,traditional
fashion and meals.This event provides San Luis Obispo City and County residents and tourists a
unique cultural and social experience of their Greek heritage.This applicant applied for the base grant
and also applied for the participation bonus money for DEI and sustainability related practices.
Restorative Partners

Restorative Partners,Inc.is a nonprofit dedicated to transforming lives impacted by crime through
healing services and relationships.They provide over thirty in-custody programs,operate five clean
and sober living homes and offer accompaniment through reentry mentorship.In all of their work,they
seek to reduce violence and lower recidivism by providing a continuum of care from incarceration
through reincorporation in their community.Their event “Bridging the Gap”will engage our
community in the practices of restorative justice through a program of speakers and arts in the Fremont
Theatre who will be showcasing their stories,journeys and talents of justice-involved individuals and
the successes of an approach to justice centered around healing.They will be providing a program of
speakers,including individuals with lived incarceration experience,attorneys engaged in restorative
justice practices and academics.They will also have art programs that include spoken word,dance and
paintings that represent the voices and journeys of those with lived experiences.All proceeds and
sponsorships are invested back into their services and programs that directly support justice-involved
individuals who are reentering our community in a meaningful and sustainable way.This event is
catered to highlighting the voices and experiences of marginalized groups,including but not limited to
low-income,BIPOC,justice involved AA and NA,physical and/or mental disability,while allowing
our community to engage with these individuals in a meaningful way.RP will be using recycled and
compostable food products.Any and all leftover food will be given to RP sober-living homes and
clients.This applicant applied for the base grant and also applied for the participation bonus money for
DEI and sustainability related practices.
City Farm SLO

City Farm SLO is empowering the next generation to live healthier,more prosperous lives through
sustainable agriculture and farm-based education.The Sheep Shearing Shindig will be an
education-based community event that supports the organization's mission of promoting sustainable
agriculture and farm-based education.The public will learn about the process of sheep shearing and the
benefits of using wool from sustainably raised sheep,and the endeavors of Central Coast small
livestock ranchers.Tours of the Farm and sales of City Farm grown produce will offer additional
experiences of the benefits of local urban agriculture.
The event will also include hands-on activities for children and families,such as wool spinning and
weaving,farming activities such as planting,harvesting and cleaning vegetables,and displays about
sustainable agriculture and animal welfare.The event will also feature local food vendors who will
prepare dishes with CityFarm vegetables,a farmer ’s market,a hayride tour of the 19 acres of City
Farm and live music to create a festive atmosphere and bring the community together.
The target audience is San Luis Obispo residents and visitors with special emphasis on low income
families,underserved youth,and Spanish speaking communities that are already reached by their
educational programs.Publicity will be distributed in English and Spanish and Spanish interpreters
will be available at the event.This applicant applied for the base grant and also applied for the
participation bonus money for DEI and sustainability related practices.

The City of San Luis Obispo's Promotional Coordinating Committee (PCC), under direction of the City Council,
recognizes that cultural, social, and recreational organizations make significant contributions to the overall quality of life
in the City of San Luis Obispo. Accordingly, the City sponsors a Grants-In-Aid program to promote such activities within
the community. The City awards annual promotional grants totaling approximately $100,000 to various organizations
each year.
New in fiscal year 2022-23, the PCC has allocated an additional $25,000 in bonus funds for inclusion and sustainability
practices – totaling $125,000 in available funding for Cultural GIA awards.
During fiscal year 2022-23, applications for the GIA program will be accepted throughout the year and considered by the
PCC quarterly. Applications will be reviewed, and grants are awarded in accordance with the criteria described herein
and at the discretion of the PCC. The funding amount per grant award will be fixed at $4000 per application and the
program will be discontinued once the funding has been exhausted. Grant applicants may apply to be considered for a
funding bonus up to $1000 total based on the addition of inclusion and sustainability practices (section 4)
1. Use of Funds: GIA funds are to be used for the marketing and adverting expenses related to execution of an event
or activity of cultural, social, and/or recreational benefit to the residents and visitors of the City of San Luis Obispo.
2. Application Period: Applications for funding through the Cultural GIA program will be accepted at any point
throughout the year until funds are exhausted.
3. Application Submittal Deadline & Requirements: The cutoff dates for application submittals are outlined below.
Applications received prior to or by 12:00 PM on the date listed will be considered by the PCC during the next
committee meeting. All applications and supporting material must be submitted electronically through the digital GIA
Application Form. Incomplete applications will not be accepted.
4. Grant Funding: The funding amount per grant award will be fixed at $4000 per application and the program will be
discontinued once the funding has been exhausted.
5. Use of Grant Funding: Grant funding must exclusively be used on the event to fund marketing expenses and
advertising expenses directly related to the event or activity. No less than 25% (or $1000) of the GIA funding may be
spent on advertising expenses.
a. Acceptable Marketing Expenses Include: event marketing production related expenses like graphic design
or printing; limited contracted services such as public relations fees, video production expenses, and social
media expenses directly relating to the event; expenses relating to enhancements for digital newsletters or
email campaigns; and web design services. The applying organization must provide documentation that
expenses for these services are directly and exclusively related to the event or program in which funding is
requested.
b. Acceptable advertising expenses are limited to the actual cost of the paid media placement or
advertisement.
c. Grants are not given for the following expenses: office overhead, staff, equipment, scholarships / honoraria,
general organization operating expenses, supplies, event permits, fees for
performers/speakers/presenters/vendors, event production contractor fees, décor and venue rental.
6. Grant Bonus: Grant applicants may apply to be considered for a funding bonus up to $1000 total based on the
addition of new inclusion (DEI) efforts and new sustainability practices in the event. A bonus award of $500 for DEI

and/or $500 for sustainability may be applied for within the application. The expressed need communicated within the
application and the planned use of bonus funds will be considered.
7. Awarding of a Grant: Only one grant per organization may be awarded in a fiscal year period between July 2022 -
June 2023.
8. Applicant Timeframe: Applications for events which have already occurred, or events scheduled for the application
month are ineligible for grant funding.
9. Applicant Eligibility: To be considered for grant funding, organizations must have non-profit status (Articles of
Incorporation, 501(c)(3) or (c)(6) status, Federal ID number and Tax-Exempt Notification) prior to grant submittal.
Applicant organization must have a clearly stated purpose and function and be responsible for the planning and
provision of a cultural, social or recreational program/event. Applicant must demonstrate that it has the managerial
and fiscal competence to complete the proposed project. The organization must be in good standing with the City.
Final reporting and organization history will be considered in funding recommendations and during each application
review. Organizations that received a prior promotional grant during a previous funding cycle must have complied
with all reporting requirements to be considered for a 2022-23 grant. The organization must extend the program to
the general public and may not exclude anyone by reason of race, religion, sex, national origin, sexual orientation,
gender identity, gender expression, age, physical, mental or economic status. The applicant organization must
comply with the final report evaluation process as requested by the Promotional Coordinating Committee.
10. Event Eligibility: Only grant applications for in-person events will be accepted. In-person events must take place in
the city of San Luis Obispo and must show a direct benefit to the City of San Luis Obispo residents and/or visitors.
Eligible events must be primarily focused on social, cultural or recreational benefit to the community at large. To be
considered for grant funding the event must meet the current State and County health and safety guidelines including
but not limited to size of gathering, type of gathering, adherence to sanitization and distancing guidelines. Events that
are political in nature, or represent a sole party, candidate or affiliation are not eligible. Events may not have a
primary purpose of fundraising or recognition. Events must be in alignment with the City’s core values. Grant
requests must be for programs and events that occur during the funding cycle of July 1, 2022– June 30, 2023.
Applications for events which have already occurred, or events scheduled for the application month are ineligible for
grant funding.
11. Application Evaluation: Applications submitted to the Promotional Coordinating Committee will be evaluated both in
terms of the applicant and the grant proposal using the following criteria:
d. Applicant organization must be a local non-profit.
e. Grant request must be of cultural, social, and/or recreational benefit to the residents of the City of San Luis
Obispo.
f. Grant request must be for an event that occurs during the funding cycle of July 1, 2022 – June 30, 2023.
Funding cannot be retroactive; the event cannot have already occurred.
g. Event must be held in-person in the city of San Luis Obispo.
h. Event must be line with public health and safety guidelines.
i. Event must be primarily focused on social, cultural or recreational benefit to the community at large.
j. Additional funding may be awarded to a grant request that address sustainability and inclusivity practices.
k. Event must be in alignment with the City’s core values.
l. Grant request must adhere to the budget requirements outlined in the “Use of Grant Funding” section
including 25% of grant to be spent on advertising expenditures.
m. Demonstrated financial need is considered, although an event with potential promotional benefit to the City of
San Luis Obispo will be given higher consideration.
n. Past grant performance of the organization is considered. Please note that integration of the City’s logo and
the City’s support of the event are imperative to receive grant funding for a consecutive year.
12. Disbursement of Funds: If the application is accepted by the PCC, the approved grant will be disbursed via check
within 60 days of receiving the signed grant agreement.
13. Final Reporting Requirements. If approved for funding, a final report including an administrator’s report, statistical
survey, financial report, recognition, and proof of funding must be turned in within 90 days of funded event. Failure to
complete an accepted final report will disqualify the organization from future grant consideration.
14. Minimum Requirements: If approved for funding, event organizer will be held responsible to fulfill the signed
contract, final event reporting, repayment of unused or incorrectly used grant funds, and obtaining all necessary
permits for event use.
15. Committee Discretion: Applications may be 1) Accepted or 2) Rejected by the PCC. This application does not
commit the PCC to award any grant or to pay any costs incurred in the preparation of this application or to procure or
contract for services or supplies. The City through the PCC reserves the right to accept or reject any or all
applications received, or to cancel in part or in its entirety this application, if it is in the best interest of the City to do
so. GIA awards are made at the discretion of the City of San Luis Obispo PCC.

Due to COVID-19, our PtC programs and other community events on the Central Coast, including San Luis
Obispo City and visitors were unable to attend in-person since spring 2020; therefore, we are planning to bring
more activity and individuals to the city of SLO through this grant opportunity. Funding from The City of San
Luis Obispo's Promotional Coordinating Committee will be used for impactful advertising and promotional
supplies for the CCCN Expo. The CCCN Expo provides opportunities for social and cultural benefits for families
preconception through first age of life while creating a space for conversations with individuals about their
needs for resources. Funding received from this grant will allow our organization to increase our engagement
with individuals and families in the city of San Luis Obispo and from surrounding areas who visit us at the
expor. We provide opportunities to learn how to utilize vital resources and create impactful and meaningful
connections in the birth and wellness community.. This is our third year hosting the CCCN Expo on the Central
Coast and we are encouraged by how meaningful it is to engage with people in person. Our presence at this
event aims to connect local birth and wellness providers, including CCCN Members together with CCCN
Ambassadors and interns, and volunteers to strengthen relationships and awareness of diverse and inclusive
services that consider cultural and individual practices and needs in the community, such as access to health,
wellness, evidence-based and family options in preconception through the first year of parenting.
This is a widely attended event with consistent attendance of 1000+ individuals on May 12-13, 2023.
