April 18, 2023 To: ATC and staff From: Dale Sutliff Subject: Priority recommendations based on Concept Designs for north and south sides of Tank Farm Road I have reviewed the design concept proposals. Although both south and north plans are good solutions, because of timing, demand, and funding potential, I support the north side proposal as the first priority to be accomplished. The North side concept has the lowest environmental constraints, per the analysis. Although, per the figures, its is a little more costly, I believe it to be the best solution to move ahead with the soonest. It seems the north side general area will have the highest number of bike and pedestrian users the soonest, being that it likely will have the highest number of residences and users - kind of a toss up between north and south of Tank Farm Road, perhaps. I live northeast of the Tank Farm area, but I have biked and driven it for many years because there is not much of any other choice to go east, west and south in SLO from where I live. The existing roadway has always been too narrow and restrictive for cyclists. Whichever bike/ped proposal is chosen, it would be very valuable to, at least, add an additional foot of width to the existing shoulders on Tank Farm Road at the same that any shared use route is created. SLO County has not been able and willing to do shoulder improvements, or maintain the existing widths by clearing weed growth into them - which narrows the existing shoulders to even narrower usable width. As a former San Luis Obispo Bicycle Club Advocate and SLO County Bicycle Advisory Committee member and Chair, I encourage the ATC and City of SLO to move ahead as promptly as possible. Again, both bike/ped route proposals are good, but I place my support for now into the north side proposal. I believe it would be the most effective and highest used possibility as all planning and development moves ahead. Thank you for your consideration. 1 Dale 2
