Background The purpose of this agenda item is to (a) provide the ATC with a status update on planning efforts for a planned future shared-use bicycle/pedestrian path along Tank Farm Road, and (b) solicit questions and input from the committee on two preliminary design options for this path. With approval of the 600 Tank Farm Road development project (February 2022), a condition of approval was applied requiring the developer (Covelop, Inc.) to provide preliminary engineering and environmental studies for a potential future shared-use bicycle/pedestrian path along Tank Farm Road. The 0.9-mile segment of Tank Farm Road between Innovation Way and Santa Fe Road currently has no pedestrian facilities and only narrow 4’-5’ striped bike lanes, which does not provide a suitable environment for active transportation users. While the City has long-term plans for significant reconstruction of this segment of Tank Farm Road—including potential widening to four lanes, addition of a landscaped median, widening of on-street shoulders/bike lanes, and construction of off-street shared-use bicycle/pedestrian paths on both north and south sides of the street—the timing of these improvements is uncertain and may ultimately be contingent on redevelopment of the Chevron Tank Farm properties. The intent of this current work effort is to advance planning and design work for separated bicycle/pedestrian facilities on at least one side of Tank Farm Road, which could potentially allow for the City or others to accelerate construction of this stand-alone project ahead of the larger reconstruction of Tank Farm Road. Planning Context Active Transportation Committee Agenda Item 2, April 20, 2023 Page 2 The City’s 2021 Active Transportation Plan (ATP) identifies Tank Farm Road as a Tier 1 (highest priority) corridor, with plans for the following pedestrian/bicycle improvements within the vicinity: • Directional (one-way in each direction) protected bike lanes on Tank Farm Road west of Innovation Way and east of Santa Fe Road • Two-way shared-use pedestrian/bicycle paths on both north and south sides of Tank Farm between Innovation Way and Santa Fe Road • Extension of Santa Fe Road north of Tank Farm with sidewalks and sidewalk-level directional protected bike lanes on each side of the street. • Extension of Santa Fe Road south of Tank Farm with a new bridge over the creek, with sidewalk on the east side, on-street bike lanes/shoulders on both sides of the street and a shared-use pedestrian/bicycle path on the west side of the road. • Two-way shared-use pedestrian/bicycle path on east side of Innovation Way, connecting north to Prado Road • Construction of a two-lane roundabout at Tank Farm/Santa Fe (prior to shared-use path) • Installation of a traffic signal (with a roundabout in the long-term) at Tank Farm/Innovation Way. Signal (or interim Pedestrian Hybrid Beacon) would be installed prior to or as part of shared-use path. Figure 1: 2021 Active Transportation Plan Proposed Bikeway Network Map (Excerpt) Active Transportation Committee Agenda Item 2, April 20, 2023 Page 3 Discussion Covelop, Inc. has hired Wallace Group, a local engineering consulting firm, to prepare design materials for the Tank Farm shared-use path. As the first phase of this effort, Wallace Group has prepared preliminary (10% level) concept designs for two alternative alignments: Option 1 – Shared-Use Path on North Side of Tank Farm Road Option 2 – Shared-Use Path on South Side of Tank Farm Road City staff and the design team are requesting input from the ATC on these preliminary design concepts for these two options, including feedback on whether the committee has a strong preference for either Option 1 (Path on North Side) or Option 2 (Path on South Side) to carry forward for further design. Each option is described in further detail below, while Attachments 1 through 4 show the concept designs visually. Design Approach Both design options share some general design elements. They include: • Project Limits – The path would extend approximately 4,700 feet between Innovation Way to the west and the realigned intersection of Tank Farm/Santa Fe to the east. Crossing opportunities would be provided at each end via a planned traffic signal at the Tank Farm/Innovation Way intersection and a new roundabout at the Tank Farm/Innovation Way intersection (to be constructed with the 600 Tank Farm development). • Surface Material – The path would be constructed with reinforced concrete, consistent with recent installations in the Orcutt Area, San Luis Ranch and Avila Ranch developments. • Width – With the exception of constrained pinch points described for each option below, the path would have a 12-foot paved width, with a 2-foot shoulder at the back of path and a minimum five-foot shoulder/buffer between the path and edge of Tank Farm Road.1 • Lighting – City standard, pedestrian-scale path lighting would be provided along the extent of the path at 100-foot intervals. • Alignment – With both design options, the approach is to set the path alignment to conform with future plans for Tank Farm Road, so that the path would not need to be reconstructed/relocated when Tank Farm Road is widened in the future. The City General Plan and Airport Area Specific Plan call for widening to four lanes with center medians throughout the corridor. However, based on the latest understanding of site environmental and right-of-way constraints, and current traffic projections, there are portions of Tank Farm Road where widening to four lanes is likely infeasible and/or undesirable. Thus, the 1 Per applicable state (Caltrans) and national (AASHTO) design guidelines, a minimum five-foot buffer should be provided between an off-street pedestrian/bicycle path and adjacent roadway. Any reduced setback would need to be approved by the City Engineer via formal design exception but is generally not encouraged along a high-speed roadway such as Tank Farm Road. Active Transportation Committee Agenda Item 2, April 20, 2023 Page 4 proposed path alignment is based on an ”environmentally constrained” assumption for future roadway right-of-way, which reflects future widening of Tank Farm to four lanes at each end of this segment near the Innovation Way and Santa Fe intersections, but a narrower two-lane roadway along the middle segment where no driveways or intersections will be allowed. See attached concept plans for reference. Comparing Design Options The table below compares various characteristics of each path design option. Connectivity • WB cyclists remain on north side of Tank Farm approaching and exiting path. • EB cyclists using path must cross from south side to north side of Tank Farm at Innovation Way signal approaching path, then cross back to south side of Tank Farm at Santa Fe roundabout. • Pedestrians may continue along north side of Tank Farm west of Innovation Way on existing sidewalks. • Pedestrians may continue on north side of Tank Farm east of Santa Fe via new sidewalks to be constructed by 600 Tank Farm, 650 Tank Farm, and Northwest Corner developments. • WB cyclists using path must cross from north side to south side of Tank Farm at Santa Fe roundabout approaching path, then cross back to north side of Tank Farm at Innovation Way signal. • EB cyclists remain on south side of Tank Farm approaching and exiting path. • Sidewalk gaps exist on south side of Tank Farm west of Innovation Way and east of Santa Fe. Pedestrians using existing sidewalks on north side of Tank Farm will need to cross to south side entering path and then cross again back to north side at Innovation Way or Santa Fe Road intersections. Potential Questions and Focus Areas for ATC Review & Input Based on the above factors, particularly in the areas of connectivity, environmental impacts, and right-of-way needed, City staff’s initial preference is to recommend advancing Option 1 (Path on North Side) for further refinement. However, additional input from the ATC and community is encouraged. The following suggested questions/focus areas are highlighted to help guide the committee’s review and discussion. 1. Does the committee have a strong preference to prioritize Option 1 (Path on North Side) or Option 2 (Path on South Side) for further development? 2. Is there need/desire to include mid-block bike ramps allowing cyclists to enter/exit the off- street path from the on-street bike lanes mid-block on Tank Farm outside of the intersection crossings at the east or west end? 3. How important is it to the committee to consider other incremental enhancements to Tank Farm Road itself as part of the shared-use path project (i.e., minor shoulder widening to increase on-street bike lane width, centerline and/or edge line rumble strips, minor widening to provide a striped center median, etc.)? Note that adding these elements adds cost and may delay potential to advance shared-use path installation? 4. Does the committee have any comments/recommendations for improving pedestrian and bicycle crossings and connectivity at each end of shared-use path? 5. Are there alternative design options not currently proposed that the committee would like to discuss further, such as pursuing a separate sidewalk and one-way protected bike lane Active Transportation Committee Agenda Item 2, April 20, 2023 Page 6 in lieu of a two-way shared-use pedestrian/bicycle path (note this would deviate from the adopted ATP plans)? Next Steps Based on input provided from the ATC and City staff, the Covelop, Inc. team will advance the preferred design option to a higher level of detail (65% design). The end deliverable of this task will be a set of 65% engineering plans, cost estimates, and environmental technical studies. From that point, either the City or a future development project would then have a significant head start with finalizing the required design and environmental review needed to advance this project to construction. These materials also provide City staff with useful information needed to guide future grant funding pursuits to help fund this project. Recommendations: Review the Preliminary Concept Plans for the Tank Farm Shared-Use Path and provide input to staff, with particular focus on whether the Committee has a strong preference for advancing Option 1 (North Side) or Option 2 (South Side). Background The FY 2021-23 Financial Plan allocates funding for minor active transportation facility improvements. It continues the precedent from prior financial plans in allocating $100,000 per year for minor bikeway improvements. These funds were created out of a need to fund minor improvements not covered in other parts of the budget including for minor striping, short sections of bike lanes with green paint, drainage grate upgrades, advisory signs, and shared lane markings. Following the ATC recommendation, the FY 2021-23 Financial Plan also includes a new separate fund for minor pedestrian facility improvements in the amount of $100,000 per year. While ATC input is not a requirement for prioritizing use of the funds, staff values the input of the committee in understanding community priorities for this funding. At the January 19, 2023 ATC meeting, the committee considered projects from the Minor Active Transportation Project Wish List (see Attachment 1). The committee then recommended a short list of projects for the minor pedestrian facility improvements. However, given the committee’s past history in struggling to find consensus on a set of projects for the minor bikeway facility funding, the chair formed a subcommittee (with the committee’s support) to investigate with more focus a list of possible projects and recommend a short list for the ATC to consider. Appointed to this subcommittee are members Jonathan Roberts, Jill Caggiano, and Lea Brooks. The subcommittee met in March of 2023 and after focused discussion agreed on a set of projects for the ATC to consider. Discussion When the subcommittee met in March it was first informed that staff would have to use some of the $100,000 of minor bikeway facility account funding to make repairs to the asphalt shared use path through the Cerro San Luis trailhead parking lot connecting the Madonna Inn Shared Use Active Transportation Committee Agenda Item 3, April 20, 2023 Page 2 Path to the gravel path leading to the US 101 underpass. Tree roots have caused considerable damage to the path pavement which has been exacerbated by recent storms as shown in Figure 1. Figure 1: Shared Use Path at Cerro San Luis Parking Lot Trailhead Given the need to make repairs as soon as possible and that the purpose of the minor bikeway facility account funding is specifically for improvements such as these, staff must allocate a portion of the funds for this project. It is hoped that the costs for the repair will be under 20% of the total account allocation. After careful deliberation the subcommittee then made the following ranked recommendations (from highest to lowest) for the remainder of the account funding: 1) Upgrade Drain Basin on Santa Barbara St (near Broad) The subcommittee’s highest ranked candidate for the funding is replacement of the two in- street catch basins on Santa Barbara St near Broad with an integrated curb drain. The in- street catch basins are currently located in a vehicular lane with no bikeway facility. Bicycle circulation shares the lane with auto traffic and riders have an option to steer around the drain grate. However, the 2023 paving plan will bring new striping changes to this location and create a striped bike lane where the catch basin is currently located. This area will be more constrained with less room to ride around the drain grate (see figures 2 and 3). The consensus of the subcommittee is that replacement of the drain basin is necessary to accommodate the forthcoming striping changes. The current cost estimate for replacing the drain basin with an integrated curb drain is $50- 70k but that may change once work on the design details advances given the complexity of the twin drain system. Active Transportation Committee Agenda Item 3, April 20, 2023 Page 4 Figure 4: Footbridge at Sinsheimer Bridge 3) Buying Advertising Time on Local Media for Bike/Ped Education This project would supplement existing bike/ped educational outreach efforts on sandwich boards placed on local streets, press releases, and social media engagement with the purchase of advertising time on local media outlets. For example, more local radio spots could be bought to supplement outreach on how to use a pedestrian hybrid beacon or protected bike lane. While the subcommittee ranked the projects from most to least desirable to pursue, it is likely that not all of them can be funded within the $100k funding allotment for this year. Given the need to make repairs to the path at Cerro San Luis trailhead parking lot and that the cost estimate could likely rise (perhaps significantly) for the drain basin upgrades at Santa Barbara St, there is a possibility that no funding may be left over for other projects. However, the two left over projects could be considered under the proposed new Financial Plan for FY 2102-25. Next Steps Depending on the project or projects recommended by the ATC, staff will execute the project improvements or begin the work depending on project complexity. Recommendation: Consider the ATC subcommittee recommendation of project priorities for the Minor Bicycle Facility Improvements Account. Alternatives: 1) The Committee may decide not to make any formal recommendation of prioritized projects. Staff does not recommend this as the ATC provides valuable insight on what projects are important to the community.
