RECOMMENDATION :
Appoint Council Member Kathy Smith as Vice Mayor to serve a one-year term commencin g
upon appointment .
DISCUSSIO N
Section 408 of the City's Charter requires that the Council elect one of its members to serve i n
the position of Vice Mayor .
Section 3 .2 of the Council Policies and Procedures provides that the appointment of the Vic e
Mayor shall be for a one-year term, that the appointment shall be made on a rotational basis, an d
•
that the appointment shall go to the next senior member . This practice ensures that each Counci l
Member will have an opportunity to serve as Vice Mayor during his or her term .
Following current Council policy of rotating the Vice Mayor position, and consistent wit h
Council practice over the past six years, Council Member Carpenter is next in line for th e
opportunity to serve as Vice Mayor . Vice Mayor appointments for the prior six years have bee n
as follows :
Council Member Settle - 200 6
Council Member Mulholland – 200 7
Council Member Brown – 200 8
Council Member Settle – 200 9
Council Member Carter – 201 0
Council Member Ashbaugh – 201 1
Council Member Carpenter - 201 2
Looking to the future, the rotation dictates that Council Member Carter would serve in 2014 an d
Council Member Ashbaugh in 2014 . This practice ensures that each Council Member will serv e
one year of his/her four-year term in the capacity of Vice Mayor .
